Evaluate each generative AI tool against a specific game-development task, then check whether your team can inspect, edit, approve, reject, and undo its work before it affects the game. Compare task fit, output quality, human control, traceability, data handling, release implications, integration effort, and total cost—not just how impressive a demo looks.

Start with the task, not the tool

“AI for game development” covers jobs as different as coding assistance, narrative drafting, concept art, NPC behavior, automated playtesting, and adaptive difficulty. A tool that helps with one task has not thereby proved useful for another. Write down the work you want it to do and what a usable result must look like in your actual project.

Unity’s 2026 Game Development Report presents results from a 2025 Cint survey of 300 developers across engines, team sizes, and regions. Among those respondents, reported AI uses included coding assistance (62%), writing and narrative design (44%), NPC behavior (40%), concept art and game assets (35%), automated playtesting (35%), and adaptive difficulty (34%). These are survey responses, not a census of the game industry or evidence that any tool improves quality or productivity. Unity also reports separate proprietary data from nearly five million developers engaging with its ecosystem in 2025; do not conflate that data with the survey percentages. Read Unity’s 2026 report.

Use a control checklist for every candidate

Run a bounded pilot on representative work from your project. Before the pilot, define who owns the brief, who reviews the result, and what happens if it is wrong. The following checklist is a practical evaluation method, not a vendor guarantee or industry standard.

  • Task fit and quality: Does the result meet the team’s quality bar in the real engine, project, and constraints—not just in a generic demonstration?
  • Creative authority: Can a named team member set the brief and make the final acceptance decision? Can the team reject or revise a suggestion without losing the original work?
  • Editability and reversibility: Can contributors inspect intermediate work, make changes, and restore the project if generated changes are poor?
  • Traceability and rights: Can you identify the tool and model version, relevant inputs, resulting output, and applicable license or usage terms? Do not assume the available sources establish any particular vendor’s training-data rights or indemnities.
  • Workflow and data controls: What project material leaves your environment, who can access it, and how does the tool fit version control and review? Verify current details in the vendor’s terms; the sources cited here do not compare product-specific controls.
  • Release implications: Will players receive the output, and is it prepared before release or generated during play? Check the rules for the destination platform and plan meaningful safeguards for live generation.
  • Total cost and integration: Account for licenses, compute or service use, review time, maintenance, and the work needed to keep the tool in the pipeline. No price comparison is established here.

Keep human approval in the workflow

Creative control depends on where the team places its decision points. Set a clear boundary: AI can propose or transform work, but a responsible person decides what enters the project and what ships. Test that boundary directly rather than treating a tool’s available controls as proof that your process is safe.

  1. Define the job and acceptance criteria. Specify the intended use, constraints, quality bar, and what counts as an unusable result.
  2. Run a representative pilot. Use work that reflects your project’s actual engine, style, and pipeline. Compare the result with your existing workflow, including the human time needed to review and fix it.
  3. Review before integration. Have a designated contributor inspect the output, make needed edits, and explicitly accept or reject it before it becomes part of the build.
  4. Preserve a recovery path. Keep the original work and a way to revert unwanted changes. Confirm that rejection or rollback works in practice.
  5. Record the decision. Log the tool and model version, relevant input or prompt, output, human changes, approval, and final project location. This creates a useful record for later quality, rights, and disclosure review; the cited sources do not prescribe a universal provenance standard.

Decide whether the output reaches players

Distinguish back-end assistance from AI-created content that ships to players. Steamworks’ Content Survey focuses on AI used to create shipped content players consume, such as artwork, sound, narrative, and localization. It separately identifies content prepared before release and content generated while the game runs. Its documentation says efficiency gains are not the focus of this survey section; that statement describes the section’s scope, not a general exemption from other obligations. Check Steamworks’ current Content Survey documentation when preparing a submission.

Use in a Steam release What Steamworks says What to check
AI assistance that does not create content shipped to players Efficiency gains are outside the focus of the AI content survey section. Assess the tool and workflow on their own merits; do not read this scope statement as a blanket exemption from other obligations.
Pre-generated AI content shipped to players Steam says the output is reviewed like other content. Developers promise not to include illegal or infringing content and to keep the game consistent with its marketing materials. Review the content before release and answer the relevant survey questions.
Content generated live while the game runs Steam additionally asks developers to describe safeguards against illegal output. Determine what safeguards prevent or address illegal output, and describe them in the survey.

These are Steam’s stated survey requirements, not rules for every storefront. Recheck the documentation when completing the actual submission, because platform requirements can change.

Separate creative control from copyright questions

Approval in your studio does not by itself determine who can claim copyright in an output. The U.S. Copyright Office’s Part 2 summary, published January 29, 2025, says generative AI output can be protected when a human author determines sufficient expressive elements. It identifies human-authored work perceptible in the output and creative human arrangement or modification as possible contributions; providing prompts alone is not enough. This is U.S. guidance, not a universal rule or a substitute for reviewing tool contracts. Read the Copyright Office’s Part 2 announcement.

The Office’s AI initiative page lists Part 3 on training as a pre-publication release dated May 9, 2025, and says a final version is forthcoming. Check the page for current status before relying on that publication note. For teams working across territories, assess the relevant jurisdiction rather than generalizing U.S. guidance.

Make a shortlist decision from evidence

After the pilot, compare candidates against the same task and criteria. Prefer a tool only if its usefulness in your workflow outweighs the review burden, integration work, data exposure, and release obligations—and the team retains a workable way to inspect, change, approve, and undo its output. A strong generic demo is not a substitute for that evidence, and no tool should be called the best choice without a task-specific test and review of its current terms.
