Close the AI governance gap by turning principles and risk tolerance into named owners, development-stage checks, technical safeguards, human review, and evidence. Apply them throughout the AI system lifecycle, tailoring the controls to what the system does, whom it affects, and the risks it creates—not by treating one framework as a universal compliance checklist.
What the AI governance gap looks like in software development
A governance gap exists when an organization has AI principles or a policy but has not translated them into decisions engineers can apply: who approves a release, what must be tested, which tool actions require human approval, and what records must be kept. Closing it means connecting organizational accountability to the software development lifecycle (SDLC), from planning and data selection through deployment, monitoring, and change.
There are two related scopes to consider. One is an AI-enabled product or service your organization builds, buys, or operates. The other is AI used inside software development—for example, an assistant that generates code or an agent that can change files, run tests, or modify infrastructure. A program may need controls for both: govern the product’s own risks, and govern the development tools and actions used to build or operate it.
NIST’s AI Risk Management Framework (AI RMF) describes Govern as a cross-cutting function that supports the other risk-management functions and applies throughout the product lifecycle. That framing is useful because a one-time approval at project kickoff cannot account for later changes to a model, data, dependencies, permissions, or deployment context.

Which frameworks can help?
Use the NIST AI RMF to organize AI risk work, and pair ordinary secure-development practices with NIST’s AI-specific secure development guidance where relevant. These sources are voluntary frameworks and technical recommendations, not automatic proof of legal compliance. NIST says revision work on AI RMF 1.0 is in progress; check its current version status before adopting it as a reference.

NIST says the AI RMF was developed over 18 months with contributions from more than 240 organizations across private industry, academia, civil society, and government. Those figures describe framework development—not implementation duration, user numbers, effectiveness, or consensus quality.
How to put AI governance into the software development lifecycle
Use the following sequence as a working pattern, adapting its depth to intended use, likely impact, system capabilities, data and tool access, deployment context, risk tolerance, and available resources. Assign owners and retain records as work proceeds rather than treating governance as a separate paperwork stage.

Set the mandate, owners, and escalation path
Name an accountable executive and the product or system owner. Assign engineering, security, and other relevant review responsibilities, and identify who may accept residual risk or approve an exception. Define how teams escalate an incident or a material system change. This connects technical risk decisions to organizational policy and priorities.

Inventory systems and map their context
Record each system’s intended use, users, affected parties, deployment setting, model and data dependencies, and third-party components. For development tools and agents, also record permissions, connected tools, and actions they can take. The inventory gives reviewers a basis for deciding which risks and obligations need closer assessment.

Turn risks into requirements and release criteria
Set requirements proportionate to the use case for security, privacy, safety, reliability, transparency, and human oversight. Choose evaluation methods and release thresholds before deployment, and specify who can approve exceptions. Tailoring matters: the AI RMF supports selected categories and use-case profiles rather than requiring every item to apply identically to every system.

Protect data, models, and development infrastructure
Restrict access to approved data and tools; protect build, test, and deployment environments; use least privilege for pipelines and registries; and monitor for exposed secrets. Keep provenance and integrity information for training and other relevant datasets where known. NIST SP 800-218A recommends guardrails and controls across the AI development lifecycle; adapt them to the system rather than treating a checklist as proof of safety.

Review generated outputs and constrain agent actions
Require qualified people to validate AI-generated code, tests, infrastructure configuration, security findings, and recommended remediations. Constrain agent privileges, and require approval before consequential tool actions. Keep the ordinary secure-development pipeline in force; AI assistance does not replace code review, testing, or authorization.

It presents human stakeholders as monitoring and validating AI-produced material. These are identified risk types, not measured incident rates. The reference puts the accountability boundary plainly: “Human experts remain responsible for governance, approval, and mission outcomes, while AI may support and accelerate analysis, automation, and execution.”

Test against criteria and retain decision evidence
Run functional, security, and risk evaluations against the criteria set for the system. Keep records sufficient to explain what was assessed and what informed release decisions, such as:
- Model version, relevant data and dependency provenance, and material prompts or configuration.
- Evaluation methods, results, known limitations, and the acceptance criteria used.
- Risk decisions, exceptions, human reviews, and approvals.
The exact evidence set will vary by system and context; the aim is to make decisions traceable and support investigation when the system changes or an incident occurs.

Monitor, respond, and reassess changes
Track incidents, newly discovered vulnerabilities, changes in behavior or drift, and unexpected use. Reassess when a change could affect risk—for example, a new model or dependency, expanded permissions, different data, or a changed deployment context. Update requirements and controls as evidence changes. NIST frames risk management as continuous and lifecycle-wide, not as a one-off certification event.

How should controls change with risk?
A small internal assistant with limited access does not present the same risk as an agent that can alter production infrastructure or a system used in consequential decisions. Start with the actual context and capabilities, then scale review and safeguards to the plausible impact and exposure.
- Use and impact: Who relies on the output, who could be affected, and what happens if it is wrong?
- Access and autonomy: Can the system read sensitive information, execute tools, change code, or act without a person approving each step?
- Dependencies and data: Which models, datasets, libraries, services, and other third parties influence behavior, and what provenance or integrity information is available?
- Change and oversight: What changes trigger reassessment, and who has authority to pause deployment, approve an exception, or accept residual risk?
Use stronger isolation, tighter permissions, more extensive evaluation, and additional human approval where the context warrants them. No single framework automatically closes the gap for every organization, and the cited guidance does not establish that adopting it by itself reduces incidents or guarantees a safe outcome.
Keep framework guidance separate from legal obligations
The NIST AI RMF is voluntary. NIST SSDF and SP 800-218A are secure-development recommendations. The European Commission page reviewed describes its high-risk AI guidance as a draft, non-binding aid for providers and deployers; it does not determine whether a particular product or company is subject to the AI Act. Verify current guidance and assess applicable law for the relevant product, role, and jurisdiction before making a compliance claim.
