A client operating system is an operating system on a device that runs software or supports a user accessing services from other systems. The operating system manages the device’s local hardware and provides services for applications; “client” describes the device or program’s role in relation to a particular service. It is not a separate, universally standardized family of operating systems.
What does “client operating system” mean?
The phrase combines two ideas. An operating system manages computer hardware resources and provides common services for programs, or supplies an environment in which users run applications. NIST’s glossary records these definitions in different source contexts: NIST CSRC glossary: operating system.
A client is the software or machine that accesses a service. In cloud terminology, NIST describes a client as “a machine or software application that accesses a cloud over a network connection, perhaps on behalf of a consumer” (NIST CSRC glossary: client). So the expression usually refers to an endpoint OS being used to run client software or access remote services—not to a special technical type of OS.
What does “client” mean in an operating system?
“Client” is a role in a relationship, not an inherent property of an operating system. For HTTP, RFC 9110 defines a client as “a program that establishes a connection to a server for the purpose of sending one or more HTTP requests.” It clarifies that client and server refer only to the roles programs perform for a particular connection; the same program can be a client on one connection and a server on another (RFC 9110, §3.3).

A web browser, command-line tool, mobile app, or custom application can act as a client when it initiates requests to a service. In HTTP, these request-making programs are examples of user agents (RFC 9110, §3.2). The OS runs or supports that client software, but the client role belongs to the software or endpoint in the specific service context.
Can a device be both a client and a server?
Yes. A device can run applications that request information from remote services while also hosting a service that other devices contact. The roles are not mutually exclusive: they depend on the particular connection or service, not on a permanent label assigned to the device or its operating system.

Network designs can also combine client-server and peer-to-peer components. RFC 5694 describes systems that use both approaches, so it is more precise to identify the service or connection being discussed than to label an entire device simply “a client” (RFC 5694).

The cited standards and glossaries define “operating system” and “client” separately; they do not establish “client operating system” as a universal formal OS class. In everyday technology writing, the phrase generally distinguishes an endpoint OS used to access services from software or systems described as providing those services. The exact meaning depends on context.

Be careful not to confuse this usage with specialized meanings of “client.” For example, OAuth 2.0 classifies clients according to whether an application can keep its credentials confidential; that is an OAuth application distinction, not an operating-system category (RFC 6749, §2.1).
