To create a device-specific Peripheral Access Crate (PAC), start with a CMSIS-SVD file for the exact microcontroller, check whether a maintained PAC already supports it, then generate and review Rust code with a tool such as svd2rust. Generation turns the register description into a typed low-level API; it does not verify that the description is complete or accurate, nor does it provide a high-level HAL or board support package.

What a PAC is—and what it is not

A CMSIS-SVD file is an XML description of a microcontroller’s features, including peripherals, register addresses, and register functions. A PAC generator reads that description and produces Rust code for accessing the device’s registers. The quality of the resulting API therefore depends in part on the quality of the input description.

A PAC is the register-level foundation for device-specific firmware. A Hardware Abstraction Layer (HAL) can build on it to offer more ergonomic, task-oriented peripheral APIs. A board crate can sit above those layers and configure peripherals and pins for a particular development board. These serve different purposes; generating a PAC does not automatically create either of the higher-level layers.

Before generating: identify the chip and check existing support

  1. Identify the exact part or supported family. A vendor name alone is not enough: register descriptions and support can differ between chips from the same vendor.
  2. Locate its register description. Prefer a current description with public documentation and a way to report discrepancies. Rust Embedded’s SoC-support guidance emphasizes keeping descriptions up to date and making corrections possible.
  3. Search for an existing PAC. Check crates.io and the device or family’s documentation before creating another crate. A maintained, suitable PAC can save both generation work and the ongoing responsibility of fixing register-description errors.

Choose a generator and target deliberately

svd2rust is an established option for turning CMSIS-SVD into a typed peripheral API. Its documentation lists these target modes: cortex-m, msp430, riscv, xtensa-lx, and none. If you omit --target, it assumes cortex-m, so specify the target when that default does not match your chip. See the svd2rust documentation for the current options and target-specific setup.

Other generators include chiptool, raltool, and svd2pac. They are not interchangeable choices with one universal winner: check architecture support, generated API, safety and ownership model, validation behavior, and maintenance needs for the particular chip and downstream firmware.

For example, svd2pac documents a deliberate low-level design: it uses unsafe register access and omits ownership so drivers can implement their own safety logic. It also documents strict SVD validation as the default and offers a validation-level option. Those are design characteristics to weigh against a project’s needs, not evidence that the tool is best for every device.

Generate and format the PAC

The basic svd2rust workflow is to create a Cargo library, place the device’s SVD file in the project, and run the generator against it. The tutorial demonstrates this invocation:

svd2rust -i <device>.svd

Replace <device>.svd with the actual filename. Output layout and supporting files depend on the chosen target and generator options.

For Cortex-M, follow the documented post-generation steps

The svd2rust documentation’s Cortex-M example uses form to split generated code into a src/ tree, then formats the crate with Cargo:

form -i lib.rs -o src/
cargo fmt

The Cortex-M setup described in the documentation also includes a build.rs, a linker script, generated library code, and runtime-related feature and dependency configuration. In particular, rt is an opt-in feature in the documented setup. Do not copy Cortex-M files or configuration blindly for another target: use the instructions for the selected target and the installed generator release.

Review the generated API against the device

Generated code reflects the SVD data supplied to the tool; code generation alone does not establish that the register map is correct. A tutorial on the workflow reports that vendor SVD formatting can differ from what a generator expects and mentions community patches for some STM32 files. This is an input-quality and maintenance concern, not evidence that all vendor SVD files fail.

  • Compare peripheral and register names, addresses, and described fields with the device’s vendor reference manual.
  • Compile the crate for its intended target configuration and check its integration requirements, including no_std, runtime or linker setup, and downstream HAL conventions.
  • Keep any SVD corrections or generator-specific patches reproducible, and provide a public route for reporting discrepancies so updates can be maintained.

Understand the access model as well as the generated names. In svd2rust, peripheral access is modeled around singleton peripherals. The documented Peripherals::take path is gated by critical-section and can succeed once; later calls return None. The API also documents unsafe escape hatches. Generated types help structure access, but they do not make every operation intrinsically safe or remove the need to understand the hardware’s semantics.

How the PAC fits into a HAL and board crate

A HAL can wrap the PAC with more ergonomic peripheral types and implement applicable embedded-hal traits. The Rust Embedded Book recommends re-exporting the register crate from a HAL under the name pac, regardless of the crate’s actual package name, so downstream users can find the PAC consistently. See its interoperability guidance.

The embedded-hal ecosystem provides traits that let reusable drivers work across compatible platforms; its documentation describes blocking traits alongside companion async and polling crates. A board crate adds another layer by preconfiguring hardware for a specific board. Which layers to build depends on whether the goal is direct register control, reusable peripheral abstractions, or convenient support for a particular development kit.

What to verify before publishing or depending on the PAC

  • The crate targets the exact chip or family claimed, and its SVD provenance and version are documented.
  • Generated register definitions have been checked against authoritative device documentation, with known discrepancies and patches recorded.
  • Target-specific runtime, linker, feature, and no_std requirements are explicit.
  • Users have a public way to report incorrect register descriptions, and maintainers can update the source description and regenerate the crate.
  • Any HAL built on the PAC follows appropriate interoperability conventions, including a pac re-export and applicable embedded-hal traits.
