Technology is changing academic research and learning by making new ways to collect, analyze and share information possible—and by changing how students encounter teaching, feedback and support. But access to a tool, faster task completion or a polished result is not, on its own, proof of stronger research or lasting learning. The effects depend on the discipline, the people using the technology, the quality of its design and the institution around it.

How technology is changing academic research

Digital tools can affect research at every stage, from choosing questions and conducting experiments to sharing findings and engaging with the public. The OECD describes this wider shift as part of the digitalization of science, rather than as a change limited to computers in the laboratory. Its account also emphasizes that disciplines differ: data-intensive collaboration in particle physics or astronomy raises different issues from medical research or the social sciences, which have different histories and forms of engagement.

More routes from research to readers

Digital publishing, repositories and preprint services can make research information easier to find and access. This supports a broader move toward open science, which the OECD describes through three connected aims: access to scientific publications and information, greater access to research data, and engagement with people and organizations beyond the research community. The OECD’s account of digital technology and changing scientific practice also stresses that openness does not by itself settle questions of quality, sustainability or equitable participation. Repositories and open access need responsible stewardship and durable infrastructure.

AI across scientific work

AI is being applied to scientific work, with potential productivity benefits as well as governance questions. The OECD’s 2023 report surveys current and emerging applications and the policy and research-system choices involved in integrating them; it does not establish that AI has transformed every field to the same degree or that productivity gains are assured. In practice, whether an AI or other digital tool is useful depends on the research question and method. A tool suited to handling large, collaborative data sets may not address the needs of a project built around different kinds of evidence. Researchers and institutions also have to consider how data are managed, how work can be checked and reproduced, and how new tools affect the quality and integrity of the scientific record.

How technology is changing learning

In higher education, digital platforms include learning analytics, adaptive learning, generative-AI tutoring, student-support systems and career-building tools. UNESCO IITE’s 2025 analysis describes platforms that analyze learner behavior, predict performance and aim to support tailored interventions. These are platform categories and intended functions, not a guarantee that every product—or every implementation—produces better outcomes. Personalization depends on design

Analytics and adaptive systems can be used to identify when a learner may need support and to tailor activities or interventions. That possibility depends on how the platform is designed and used, including whether its feedback is appropriate and whether instructors can make informed use of it. Personalization is an aim of some platforms, not an automatic result of collecting learner data.

Task performance is not the same as learning

Generative AI can help a student produce or improve an immediate answer, but that output alone does not show that the student has gained durable knowledge or transferable skill. The OECD’s OECD Digital Education Outlook 2026 distinguishes successful task completion from learning: without pedagogical guidance, outsourcing work to GenAI may improve performance without producing real learning gains. The report describes more promising uses when AI is guided by clear educational purposes, including tutoring and collaborative learning. Its recommendation is selective use that supports teaching without displacing learners’ cognitive effort or weakening educational relationships.

This distinction matters when judging claims about digital learning. A tool may make an assignment quicker or improve a particular submission; a claim about learning requires evidence of outcomes such as retained knowledge or transferable skills. The OECD’s 2025 review of systematic reviews, meta-analyses and empirical studies concludes that successful digitalization requires pedagogical as well as technical solutions. The review covers a range of tools and study designs; it does not supply one causal estimate for the effect of all technology across all learners and settings.

What teacher surveys say about AI use

OECD reports three findings from TALIS 2024 about lower-secondary teachers. They describe that surveyed teacher population—not university faculty, students or teachers in every education system.

The figures show both practical interest and concern among the surveyed teachers. They do not establish how common AI use is among university students or faculty, nor do they measure whether AI use improves learning.

How to judge a technology’s academic value

For a university, research team or individual instructor, the useful question is not simply whether a tool is new or available. Evaluate the purpose, evidence and conditions of use together.

  • Purpose: Does it support practice, feedback, tutoring or collaboration, or mainly produce a finished task?
  • Outcome: Is the claimed benefit faster task completion, a better immediate result, retained knowledge, transferable skill or broader student success? Look for evidence that measures the outcome being claimed.
  • Human role: Does the design help educators teach and preserve learner agency, or substitute for meaningful interaction and cognitive effort?
  • Access: Do intended users have the devices, connectivity, accessible digital resources and professional support they need? A computer and internet connection can enable access, but do not by themselves cause academic success.
  • Privacy and trust: Are expectations for learner data, transparency, bias testing, safety and appropriate use clear?
  • Research integrity: Does the approach broaden access and collaboration while supporting quality, reproducibility and responsible data stewardship?

These questions are more useful than treating “digital learning” or “AI in research” as a single intervention. They reflect the differing opportunities and risks discussed by OECD and UNESCO, rather than a ranking of particular platforms or vendors.

What technology can—and cannot—promise

Digitalization can widen routes to research information, enable new ways to work with data and give educators additional options for feedback and support. Those capabilities create opportunities, not uniform outcomes. Institutions need long-term digital infrastructure and skills to realize open science’s benefits, while equitable educational access requires devices, connectivity and digital resources. In learning, sound pedagogy and purposeful use matter alongside technical access; in research, discipline, governance and the care taken with the scientific record matter alongside new capabilities.
