Teaching students and staff to recognize phishing is important, but it cannot secure a school by itself. K-12 districts also need protections for devices, accounts, exposed services and sensitive data, plus a plan to respond to incidents and restore critical systems. The challenge is to build those layers in a way the district can maintain with its available staff, expertise and budget.

Why awareness training is not enough

Phishing can trick a person into revealing credentials or opening a malicious file, so training can help reduce one route into school systems. But cyber risk does not begin and end with user behavior. The U.S. Department of Education identifies phishing and outdated software among K-12 cybersecurity weaknesses, and describes incidents that include data breaches, ransomware and intrusions into online classes or meetings. A trained employee cannot patch an exposed server, enforce multifactor authentication or restore a damaged system without the right tools and processes.

Historical incident figures show why schools should take the problem seriously, but they should not be mistaken for a current rate. The Government Accountability Office reported that K12 Security Information eXchange data recorded 11 publicly reported K-12 ransomware incidents in 2018 and 62 in 2019. Those are reported counts for those years, cited in a GAO report published October 13, 2021—not a measure of annual incidents today. GAO report

The Department of Education also attributes to K12 SIX the finding that schools in nearly every state were victims of cyberattacks between 2016 and 2021. Separately, it reports that more than 78% of surveyed education technology leaders said their schools were investing in cybersecurity monitoring, detection and response, citing a 2025 CoSN report. What a layered school security program includes

K12 SIX’s October 2024 version 1.0 guidance for the 2024–2025 school year groups 14 recommended protections into five categories. The range matters: it pairs awareness with measures that prevent attacks, limit their spread, support response and enable recovery. K12 SIX advises districts to aim at least for its baseline practice, while noting that the recommendations do not guarantee security or replace comprehensive risk management. 1. Sanitize internet traffic

Block malicious web content, defend against email attacks and segment or limit exposed services. These measures reduce the chance that a harmful message or reachable service becomes an easy path into the network. Segmentation can also help contain damage if one system is compromised.

2. Safeguard devices

Restrict administrative access and use endpoint protection on school devices. Limiting who can install software or change security settings reduces opportunities for accidental or malicious changes; endpoint protection helps defend devices against threats that get through other controls.

3. Protect identities

Use multifactor authentication (MFA), improve password and account management, and minimize third-party risk. MFA adds a verification step beyond a password, while sound account practices help ensure people have only the access they need. Schools should also understand what access outside service providers have and manage that exposure.

4. Practice continuous improvement

Install security updates, back up critical systems and manage sensitive data. Updates address known software weaknesses; careful data management limits unnecessary exposure. Backups support restoration after destructive incidents, but they need to be protected and periodically tested to establish that recovery is practical.

5. Communicate and collaborate

Train users to improve awareness, prepare for cyber incidents and contribute to collective defense through information sharing. Training belongs in the program, but it is one protection among many—not a substitute for technical controls, response planning or recovery capability.

Who owns cybersecurity risk?

IT teams play a critical role, but the risk is not theirs alone. K12 SIX’s implementation rubric states: “While K-12 IT staff have a critical role to play, organizational risk management—including for cybersecurity issues—is a core governance responsibility of policymakers and leaders across the organization.” In practice, leaders need to set priorities, assign responsibility, provide resources and make decisions about acceptable operational trade-offs. IT staff can implement and monitor controls, but they cannot resolve those governance questions in isolation.

A useful plan connects each protection to an owner and a recurring task: who approves access, who tracks updates, who confirms backups, who contacts service providers during an incident, and who can authorize decisions that affect teaching operations. This makes security part of how the district is run rather than a one-time awareness campaign.

How to choose controls a district can sustain

There is no single implementation sequence or product that fits every school. K12 SIX’s rubrics consider user impact, financial cost, technical complexity and IT staff time. For each proposed control, a district can use those same dimensions alongside the threat it addresses and what happens if it fails.

  • Identify the risk and outcome. Specify whether the control prevents an attack, detects it, supports response or enables recovery.
  • Check compatibility. Confirm that identity, device and application protections work with the district’s existing systems and account policies.
  • Estimate ongoing work. Include configuration, monitoring, updates, user support and testing—not just initial purchase or deployment.
  • Assess workflow impact. Consider how a control affects students, teachers and other staff, and provide a usable support path when access is blocked.
  • Assign an owner and a test. Decide who maintains the control and how the district will verify that it still works.

For example, MFA is stronger when it is paired with account management and a recovery process for people who lose access to a verification method. A backup is valuable only if it is protected and the district knows how to restore from it. These are operational checks, not reasons to defer the controls.

Where schools can start

Schools do not need to design a program from scratch. CISA’s K-12 Cybersecurity Foundations package includes a Getting Started Guide described as relevant regardless of school size, expertise or funding; a more detailed Implementation Guide; a six-part video series; and quick-reference materials. Districts can use the Getting Started Guide to orient their work, then consult the more detailed materials as they develop implementation steps. CISA K-12 Cybersecurity Foundations

A practical first pass is to map current protections against the five K12 SIX categories, identify critical systems and data, and note gaps that create the greatest operational risk. Leaders and IT staff can then prioritize controls the district can maintain, document incident responsibilities, and schedule backup and response exercises. Training remains part of that work, but it should sit alongside the measures that protect systems and make recovery possible.
