The project’s August 20, 2024 groundbreaking marked the start of land preparation—not the start of chip production. A Saxony government update dated September 14, 2026 reported that the facility had reached its topping-out ceremony; ESMC plans to install its first manufacturing equipment in the cleanroom in 2027.
What TSMC is building in Germany
The Dresden facility is being developed by ESMC, a joint venture of TSMC, Bosch, Infineon and NXP. TSMC described the project as serving Europe’s automotive and industrial semiconductor needs. ESMC says it will operate as an open foundry, so its intended customer base extends beyond the three European shareholders.
At the groundbreaking on August 20, 2024, TSMC Chairman and CEO C.C. Wei said: “Together with our partners, Bosch, Infineon and NXP, we are building our Dresden facility to meet the semiconductor needs of the rapidly growing European automotive and industrial sectors.” (TSMC’s announcement)
Investment and German state aid are different figures
ESMC and TSMC announced a total project investment of more than €10 billion. That amount is expected to comprise equity, borrowing and public support. Separately, the European Commission approved a €5 billion German state-aid measure under EU rules. The aid is a component of the project’s financing, not its total cost. The commonly used “$11 billion” headline is a rounded dollar rendering of the announced investment; the cited announcements do not establish a specific conversion rate or date for that conversion.

Planned capacity and chip technologies
At full planned design capacity, the fab is intended to process 40,000 300 mm wafers per month, equivalent to 480,000 wafers per year. These are announced capacity figures, not actual output; the plant is still under construction.
The announced process classes are 28/22 nm planar CMOS and 16/12 nm FinFET. ESMC also identifies technology variants including embedded flash, RRAM, MRAM, radio frequency and other non-volatile memories. The project’s stated focus is automotive and industrial applications; these process classes should not be described as leading-edge nodes.

Construction status and production schedule
Milestones describe different stages, so “tool-in,” initial production and full-capacity operation should not be treated as interchangeable dates.

Equipment installation is a construction and commissioning milestone, not proof that the fab has begun production. The end-of-2027 initial-production target appeared in TSMC’s 2023 announcement; later descriptions specify 2027 equipment installation and a 2029 full-capacity target. ESMC says its ramp schedule depends on customer needs and market conditions, so these dates are plans rather than guarantees.

Jobs and what the figures do not show
ESMC projects nearly 2,000 direct high-tech professional jobs at full capacity. This is a company projection, not a verified current employment count. Announced capacity and job projections likewise do not establish realized output, customer allocations, yields or economic impact.
The project adds planned semiconductor manufacturing capacity in Europe, but the available figures do not show that it will eliminate Europe’s supply dependence or guarantee resilience. ESMC has invited supplier interest through its company information, although that invitation does not by itself establish a specific contract or procurement opportunity (ESMC).
