Because “indexed” and “shown in Search” are different outcomes: a URL may be known to Google without earning an impression, and passing Google’s technical requirements does not guarantee indexing or visibility. Start by confirming the zero in the right Search Console property and report, then inspect affected URLs before changing the site.
What “indexed” and “zero impressions” actually tell you
Google’s minimum technical requirements are that Googlebot can access a page, the server returns HTTP 200, and the page contains indexable content. Meeting those requirements does not guarantee that Google will index a URL; as Google Search Central puts it, “Just because a page meets these requirements doesn’t mean that a page will be indexed; indexing isn’t guaranteed.” Even an indexed URL is not guaranteed search exposure.
Search Console’s reports answer separate questions. Page Indexing and URL Inspection help you investigate whether Google knows about or indexes a URL. The Performance report shows impressions and clicks, with breakdowns such as page and query. A green status in one report—or in a third-party SEO dashboard—does not establish that a specific URL is crawlable, rendered as intended, selected as canonical, or receiving impressions.
First, verify that the zero is real
- Select the right property. In Search Console, choose the property that contains the affected canonical URLs. A duplicate URL can resolve to another canonical, potentially outside a property you control.
- Set the exact date range. Open the Search performance report and confirm that the month in question is selected. Check filters and search type instead of assuming a Web Search view represents every report surface.
- Segment the result. Compare page-level and query-level views. Determine whether zero impressions applies to the whole site, a group of pages, or one URL; compare clicks as well as impressions.
- Check for reporting anomalies. Review Search Console’s data anomaly information before diagnosing a site change. If the concern is falling interest in a topic rather than a reporting issue, compare demand in Google Trends.
Google’s [traffic-drop troubleshooting guide](https://developers.google.com/search/docs/monitor-debug/debugging-search-traffic-drops) recommends looking at the pattern of affected pages and checking Page Indexing for site-wide problems. A month of zero is an observation to validate, not proof of an indexing bug, penalty, or serving failure.

Inspect affected URLs individually
Choose a few representative pages and use URL Inspection in Search Console. Review the reported index status, test the live URL, and compare the inspected URL with the page shown in Performance. This helps distinguish a page Google knows about from one that is currently accessible and eligible, and can reveal when Google associates a duplicate with another canonical URL.
Use the [URL Inspection documentation](https://support.google.com/webmasters/answer/9012289) alongside Page Indexing and Crawl Stats. The reports provide different views of crawling and indexing conditions; neither alone confirms why a page has no impressions. Check access, response codes, and index directives
For each affected URL, check that it is publicly accessible to Googlebot, returns HTTP 200, and has indexable content. Review robots.txt and page-level robots directives together, not in isolation.
- A robots.txt rule can prevent Googlebot from crawling a URL. The URL may still be known or appear in Search, because blocking a crawl does not necessarily remove all knowledge of it.
- If a page is blocked from crawling, Google may be unable to read a page-level
noindexdirective. The page must be crawlable for Google to see that instruction. - Client and server error responses are not indexed as normal pages. Confirm the actual response for the URL rather than relying on a dashboard summary.
Google lays out these eligibility conditions in its [technical requirements](https://developers.google.com/search/docs/essentials/technical). If Search Console indicates availability problems, investigate host availability and server logs as well as the reports. A sitemap can help Google discover URLs, but it does not guarantee indexing or rankings; Google’s [crawling and indexing FAQ](https://developers.google.com/search/help/crawling-index-faq) says, “In general, we cannot make predictions or guarantees about when or if your URLs will be crawled or indexed.”

Check Google’s chosen canonical and duplicate signals
In URL Inspection, compare the page’s declared canonical with the canonical Google selected. Google chooses a representative URL from duplicate clusters and may select a different URL from the one your site declares. If the selected URL is elsewhere, that can explain why the inspected version is not the one appearing in Performance.

rel="canonical"tags and the URLs they point to;- redirects, including HTTP/HTTPS and host variants;
- duplicate or near-duplicate pages and CMS-generated canonical output.
If Google selected the wrong canonical, correct the underlying signals rather than repeatedly requesting indexing. Google says reevaluation of a duplicate cluster after a fix may take up to two weeks; that is an upper timeframe, not a guarantee that every URL will be processed within it. Indexing requests are subject to quotas, so reserve them for important URLs. See Google’s [canonicalization guidance](https://developers.google.com/search/docs/crawling-indexing/canonicalization).

For JavaScript-driven pages, inspect the rendered DOM and whether essential resources load, using URL Inspection or the Rich Results Test. Google notes that its rendering service may not fetch resources it considers unnecessary for essential content. Important text should not depend on unsupported URL-fragment navigation or a user-permission prompt. Client-side analytics also may not accurately represent Googlebot activity. If many pages or the whole site are affected, check Search Console’s Security Issues and Manual Actions reports. Technical availability, crawling and indexing problems, security warnings, and spam-policy issues can all affect Search visibility. A green third-party score does not establish that any one of these is present—or rule it out.
Match the evidence to the likely cause

This is a practical way to sort the evidence, not an official Google classification. The actual cause cannot be established from a claim that all metrics are green; it requires URL-level and report-level checks.
What to record before making changes
- The Search Console property, date range, search type, filters, and page/query segments used to confirm the zero.
- For representative URLs: live-test result, reported index status, declared canonical, and Google-selected canonical.
- Relevant Page Indexing and Crawl Stats findings, response codes, robots directives, and any security or manual-action notices.
- For JavaScript pages, whether essential content appears in the rendered output and required resources load.
With those details, you can separate a reporting mismatch from an access, indexing, canonicalization, rendering, or visibility issue instead of treating “indexed” as proof that Google is serving the URL.
