Public cloud providers offer substantial AI infrastructure and services, but access to those tools does not guarantee that an organization can put AI into production or earn a return. The more defensible criticism is that AI capability is uneven by region and workload, while provider offerings alone do not solve customers’ problems with data, integration, governance, staffing, and cost. That is a real gap between cloud AI’s promise and its delivery—not evidence that providers have no usable AI services or that customers broadly reject them.

What does “missing the mark” mean for cloud AI?

AI capability is not a single feature that a provider either has or lacks. A useful assessment separates at least four questions: can a suitable accelerator be accessed in the required region; does the provider offer services that fit the workload; can those services work with the organization’s existing systems and controls; and can the organization operate the resulting system reliably at an acceptable cost?

A provider may have an impressive model service but lack the accelerator capacity or location a particular customer needs. Conversely, abundant compute does not make a poorly scoped project, inaccessible data, or an unprepared operations team production-ready. “Missing the mark” is therefore best understood as a mismatch among infrastructure, service, and organizational needs—not a blanket verdict on all public clouds.

Is public-cloud AI available where organizations need it?

Not uniformly. The OECD’s 2025 working paper describes a method for identifying public-cloud regions and aggregating AI compute capabilities by geography. It treats AWS, Microsoft Azure, and Google Cloud as global leaders, but also recommends including providers such as Alibaba Cloud, Tencent Cloud, and Huawei Cloud, as well as regionally important European services including OVHcloud, Hetzner, and Exoscale. Which providers matter depends in part on a country’s available services and market structure. Market presence is not the same as local availability. The OECD paper cites Statista’s 2024 estimate that AWS, Google Cloud, and Azure together held 67% of the global infrastructure-as-a-service market. That is a secondary citation in the OECD paper, not an original OECD market estimate. A leading global share does not establish that a suitable accelerator, service, or quantity of capacity is available in a customer’s chosen region.

Why region and workload matter

Before comparing model catalogs or headline performance claims, establish where data may be stored and processed, which accelerators are actually available in the required location, and whether the workload is model training or inference. These needs can differ substantially: training may require access to large amounts of accelerator capacity, while inference may be judged more by response time, operating cost, and proximity to users or data. The available evidence does not provide a neutral, current provider-by-provider scorecard for regional accelerator capacity or price/performance, so a universal winner cannot be named.

Why do AI projects stall before delivering value?

Provider capability is only one part of delivery. In a survey of 782 infrastructure-and-operations leaders conducted in November and December 2025, Gartner reported that 28% of surveyed AI use cases fully succeeded and met ROI expectations, while 20% failed outright. Gartner cited overly ambitious or poorly scoped initiatives, weak integration into existing workflows, skills gaps, and data-quality or availability problems. These are outcomes for surveyed I&O use cases—not cloud-provider failure rates or a comparison among vendors. Gartner research director Melanie Freeze summarized the operational issue this way: “AI that doesn’t fit into the organization’s operations simply can’t deliver ROI.” She also said, “High-performing I&O leaders start with realistic AI business cases and upfront preparation.” Those points help explain why buying or adopting a cloud service may be necessary for a project but insufficient to make it succeed.

Production requires more than a successful pilot

A pilot can demonstrate that a model or managed service works in a constrained setting. Production adds requirements: dependable data pipelines, integration with identity and existing applications, security and governance controls, monitoring, trained staff, and a cost model that holds up under sustained use. If those pieces are not ready, a technically successful demonstration can still fail to become an operational service.

Vendor-sponsored studies also describe this transition as a challenge, but their sponsorship and definitions matter. Google Cloud’s 2025 survey of more than 500 global technology leaders reported that 98% were actively exploring generative AI and 39% had deployed it in production; respondents identified data quality and security as leading challenges, with cost efficiency both an important consideration and a potential benefit. AWS describes IDC-commissioned research involving more than 900 organizations across 15 industries and 10 countries as finding that skills, observability, integration, and cost complicate scaling AI beyond pilots, and that cloud providers and software companies need to work together on deployment. Because AWS commissioned the study, its findings should be read with that attribution. The page also distinguishes between organizations reporting 10 or more agents in production and organizations with at least one agent use case in full production; those definitions are not interchangeable measures of scaled adoption. Does widespread cloud AI use contradict the criticism?

No. Usage and shortcomings can coexist. Flexera’s 2026 State of the Cloud survey reports active workloads at AWS for 84% of enterprise respondents and at Azure for 82%. When experimentation and future plans are included, the figures are 92% for AWS and 94% for Azure. Flexera also says every respondent used some form of public-cloud GenAI service, and 45% used GenAI extensively, up from 36% the previous year. The survey sample sizes shown include 620 enterprise respondents and 753 respondents overall. The figures demonstrate that public-cloud AI services are in use, not that every service meets customer expectations or that projects deliver value. Likewise, adoption statistics cannot establish that a provider caused the execution problems Gartner describes. The surveys differ in sponsorship, population, and definitions, so their percentages should not be treated as measurements from one common benchmark.

How should you choose a cloud provider for an AI workload?

There is no evidence here for a single provider that is best for every AI workload. Compare providers against the actual use case and operating constraints, rather than relying on a general ranking or a list of advertised features.

  1. Confirm regional fit. Identify where data must reside or be processed, then verify that the required services and suitable accelerator capacity can be accessed in those locations. Do not infer local capacity from global market share.
  2. Define the workload. Specify whether the project involves training, inference, or both; estimate the scale, latency, and availability needs; and compare only services that address those requirements.
  3. Test integration. Map how the proposed service will work with existing data stores, identity and access controls, security tools, applications, and developer workflows. A service that cannot fit the operating environment may create more work than it removes.
  4. Set governance and control requirements. Decide who can access data and models, how outputs and applications will be governed, and what control the organization needs over each layer. Verify that the proposed service can support those requirements.
  5. Model the full cost. Make costs visible for compute, data movement, storage, and capacity that sits idle. Check whether the project remains affordable under realistic usage rather than evaluating only the price of a short pilot.
  6. Check operational readiness. Assign owners for deployment, monitoring, incident response, and ongoing evaluation. Identify skills gaps and define success in business and operational terms before expanding a pilot.

This is a workload-selection framework, not a published provider ranking. The available sources do not establish a neutral, current, region-by-region comparison of provider prices, accelerator performance, customer satisfaction, or capacity. For a consequential deployment, verify current availability and commercial terms directly for the relevant region and service, then test the intended workflow with representative data and operating conditions.

What a fair verdict on cloud providers and AI looks like

Public cloud providers have made AI services broadly available and are being used extensively, but adoption alone is not proof of satisfaction, readiness, or return. The strongest evidence for a “missing the mark” argument is narrower: regional compute availability is uneven, and many AI initiatives encounter execution problems before producing expected value. Those problems are shared across the provider and customer sides of the deployment. Choosing a cloud matters, but success also depends on whether the service fits the location, workload, data, governance, cost limits, and operational capacity of the organization using it.
