The term generally concerns weapons that can select targets and apply force without a person intervening in those critical tasks; simply using AI, operating without a crew, or being robotic does not by itself make a weapon autonomous in this sense.
What does “lethal autonomous weapon” mean?
The defining question is what the weapon can do without human intervention—not whether it uses a particular technology label. The International Committee of the Red Cross (ICRC) describes autonomous weapon systems as weapons that select and apply force to targets without human intervention. Its 2014 expert-meeting report likewise focused on autonomy in critical functions such as acquiring, tracking, selecting, and attacking targets, while noting that no internationally agreed definition existed.
A proposed working characterization in a UN Convention on Certain Conventional Weapons (CCW) chair’s rolling text, dated 7 April 2025, describes a lethal autonomous weapon system as an integrated combination of weapons and technological components that can identify and/or select, and engage, a target without a human user intervening in those tasks. The document says the characterization is without prejudice to future understanding or modification, and records that it remained under discussion. It is not an adopted treaty definition. What makes a weapon autonomous in this context?
Target selection and engagement
The core issue is whether the system can identify or select a target and engage it without human intervention in those functions. Definitions vary over which tasks must be autonomous: some emphasize selecting and attacking, while the 2025 chair’s text refers to identifying and/or selecting as well as engaging.

Activation is not the same as choosing a target
A person may activate or launch a system without choosing the particular target or deciding when and where it will strike. The ICRC’s 2021 description explains that, after activation, a system may use sensor information and a generalized target profile to trigger an attack. The user may not select or know the specific target, timing, or location. See the ICRC’s position on autonomous weapons.
Technology labels are not definitions
“AI-powered,” “uncrewed,” and “robotic” describe technologies or platforms, not necessarily who performs the critical targeting decisions. A system can use AI without autonomously selecting and engaging targets; conversely, the definitional question is about functions and human intervention, not whether a system carries a particular label.

Why do definitions differ?
Definitions draw different boundaries because they answer several distinct questions: which targeting functions count, what kind of human involvement matters, and what components make up the weapon system. The 2025 CCW paper also records disagreement over whether “lethal” should be part of the term and whether the characterization should cover effects beyond death.

What are the humanitarian and legal concerns?
The ICRC identifies potential risks to civilians and combatants, escalation, difficulty anticipating and limiting a system’s effects, challenges for applying international humanitarian law, and ethical concerns about machines substituting for human life-and-death decisions. These are the ICRC’s stated concerns, not a claim that every system has identical effects. Its 2014 report also records differing views on whether existing international humanitarian law is sufficient or whether a new prohibition or a rule requiring and defining meaningful human control is needed. What rules or restrictions have been proposed?
The ICRC recommends prohibiting unpredictable autonomous weapon systems and systems designed or used to apply force against persons. For other systems, it recommends strict constraints, including limits on target types, duration, geographic scope, scale, and circumstances of use, as well as effective human supervision that allows timely intervention and deactivation. These are ICRC recommendations, not a statement that such restrictions have been adopted as binding law. See the ICRC’s recommendations for new rules.
A UN CCW working paper dated 7 April 2025 recaps discussion of a rolling text covering a working characterization, international humanitarian law, prohibitions and regulations, and accountability and responsibility. On 12 May 2025, ICRC President Mirjana Spoljaric described that text as a sound basis for negotiations and called for work toward a legally binding instrument. These statements describe proposals and positions at those dates; they do not establish that a treaty was adopted.

In the same UN consultation context, Secretary-General António Guterres said: “Machines that have the power and discretion to take human lives without human control are politically unacceptable, morally repugnant and should be banned by international law.” This expresses his policy position, not a legal definition or finding.

- Identify the target-related tasks. Determine whether the system identifies, selects, tracks, or engages targets.
- Locate human decisions. Establish whether a person chooses the specific target and strike circumstances, or merely activates a system that can make those decisions itself.
- Check the operating limits. Consider whether the system is constrained by target type, time, geography, scale, and circumstances, and whether a person can supervise, intervene, or deactivate it.
- State the definition being applied. Because there is no universally agreed definition, name the source and date rather than treating one formulation as settled international law.
