No—not by that fact alone. An SVG without an obvious <script> element is not automatically safe to process. The risk depends on what your application does with it: parse it, render it as an image, open it as a document, insert it inline, embed it, or convert it. Those contexts can allow different behavior.
Why “no scripts” is not a complete safety check
SVG is an XML-based document format, not merely a passive picture. The W3C definition of script execution includes more than <script> elements: it also covers event-handler attributes such as onclick and scripts introduced through other web-platform features. A search that finds no script tag therefore does not establish that a file has no scriptable content.
SVG can also refer to external resources. Blocking JavaScript alone does not necessarily block every fetch or dependency. The W3C describes secure processing modes that disable both script execution and external references, while other modes permit them. The relevant question is what behavior the particular processing context allows. W3C SVG 2: Conformance Criteria

What to do with SVGs from users or other untrusted sources
Choose a deliberate control based on the application’s use case. OWASP ASVS 4.0 requirement 5.2.7 says applications should sanitize, disable, or sandbox user-supplied SVG scriptable content, specifically highlighting inline scripts and foreignObject in its XSS guidance. OWASP ASVS

- Define the handling path. Decide whether the file is only parsed, rendered as an image, shown as a standalone document, inserted inline, embedded, or converted. Do not treat those operations as equivalent.
- Set an explicit content policy. For untrusted uploads, sanitize content, disable scriptable features, or isolate rendering in an appropriately sandboxed context. A regular-expression search for
<script>alone is not a complete sanitization policy. - Decide whether external loading is permitted. If the application does not need external references, use a processing or sanitization policy that prevents them. Account for URL-bearing SVG features as well as references introduced by other web-platform features.
- Protect the host page when inserting SVG inline. MDN warns that a script referenced by inline SVG can execute in the current page context. Its guidance recommends controlling allowed scripts with CSP

The W3C media-type security considerations warn that malicious XML entity expansion can consume large amounts of memory in constrained environments. Avoid assuming that disabling scripts addresses parser-level resource exhaustion. W3C: SVG media type security considerations
- Assess the actual software path. A browser’s handling of SVG as an image does not certify a server-side library, thumbnail generator, previewer, or conversion pipeline. Each component may parse or render the file differently.
What a missing script tag does—and does not—tell you
It tells you only that a particular check did not find that particular element. It does not rule out event-handler attributes, script supplied through other features, external references, or XML parser risks. Nor does it tell you which behaviors an application’s chosen parser or renderer permits. Safety comes from a defined policy for the complete processing path, not from one textual search.
