An access-control policy sets the organization’s rules, responsibilities, and review expectations for access. IAM capabilities administer identities and entitlements; zero-trust architecture evaluates and enforces access to resources using identity and other context. They work together, but they are not interchangeable. Use the sample below as a starting structure and tailor its scope, roles, procedures, and review triggers to your organization.

Access control policy sample

Adapt this outline to your organization rather than copying it unchanged. NIST SP 800-53 Rev. 5 control AC-1 identifies core policy elements including purpose, scope, responsibilities, management commitment, coordination, and compliance. It also calls for supporting procedures, a responsible official, and defined review and update intervals or triggers. The specific role names, approval paths, and schedules should be set locally.

1. Purpose and objectives

State what the policy governs and why. Identify the risks or business needs it addresses, such as limiting access to approved users and services, protecting information, and supporting accountability.

2. Scope

Specify which parts of the organization and which resources are covered. Consider workforce members, contractors, systems, information, applications, cloud services, and other in-scope resources. If different rules apply to different environments, say so.

3. Policy owner and responsibilities

Name the official responsible for developing and distributing the policy. Define locally tailored responsibilities for approval, access administration, request handling, periodic access review, exception approval, and enforcement. Explain how relevant organizational groups coordinate.

4. Access principles

Describe how the organization decides who may access which resources and under what conditions. State how authorization rules are approved and applied. Do not assume a single role model or authorization method suits every system.

5. Procedures and related standards

Point to the procedures and technical standards that put the policy into practice. Depending on the environment, these may cover requesting, approving, provisioning, changing, reviewing, and removing access. A policy states governance expectations; procedures explain the workflows, while technical configurations enforce them. NIST cautions in its AC-1 annotated example: “Simply restating controls does not constitute an organizational policy or procedure.”

6. Exceptions and escalation

Define who may approve an exception, how it must be documented, and when it expires or must be reconsidered. Set an escalation route for disputed requests or urgent access. These are useful sample-design choices; AC-1 does not prescribe a universal exception process.

7. Review and maintenance

Set an organization-defined review schedule and identify events that trigger an update, such as an audit finding, an incident, or a relevant legal or standards change. State who evaluates proposed changes and how the current version is distributed.

How policy, IAM, and zero trust differ

In practical terms, the policy says what the organization requires and who is accountable. IAM helps manage the identities and entitlements involved. A zero-trust architecture shapes how resource access decisions are made and enforced. An IAM product is not itself an access-control policy, and adopting a zero-trust architecture does not remove the need for policy and procedures.

What zero trust changes about access decisions

NIST SP 800-207 describes zero trust as a shift away from relying on static network perimeters toward protecting users, assets, and resources. A user’s or device’s location or ownership alone does not establish implicit trust. Subject and device authentication and authorization occur before a session to an enterprise resource is established.

NIST’s implementation material describes identity and endpoint information, analytics, and other inputs as relevant to access decisions that may be evaluated continually during a session. This makes the resource and decision context central, rather than treating presence inside a network boundary as sufficient authorization. NIST documents multiple ways to implement zero trust; it does not prescribe one architecture for every organization.

What to account for in cloud environments

NIST SP 800-210 addresses access control across infrastructure as a service (IaaS), platform as a service (PaaS), and software as a service (SaaS). These service models can be hierarchical: guidance for functional components at a lower layer may also apply at higher layers, but each model has its own access-control focus.

For a cloud policy, identify which service models and components are in scope, then clarify which responsibilities belong to your organization and which apply to the provider. Avoid treating “cloud access” as a single uniform control boundary when the services and responsibilities differ.

How to use NIST’s zero-trust examples

NIST SP 1800-35, finalized June 10, 2025, describes work by the National Cybersecurity Center of Excellence with 24 collaborators to build 19 example zero-trust implementations using commercially available technologies. The guide includes implementation details, lessons, and mappings to standards and guidelines. These examples can help teams examine implementation patterns; they are not ready-made organizational policies or evidence that one vendor approach is universally best.

The project documentation describes identity-governance, software-defined-perimeter, microsegmentation, and secure access service edge (SASE) approaches. It explains that the examples were developed incrementally and frames zero trust as concepts and principles, with continuous improvement of access-control processes and policies as an objective. The examples assume existing cybersecurity capabilities and focus on conventional enterprise IT; operational technology (OT) and Internet of Things (IoT) environments are out of scope.
