Create a reusable Copilot profile by choosing its host, writing an agent Markdown file in the supported location, and describing the role and tools it needs. This guide builds a LoadRunner/VuGen-focused example. It is an instruction profile—not a LoadRunner integration, a copy of VuGen, or proof that Copilot can execute scripts or run load tests.

What a custom agent does—and what it does not do

A custom agent is a reusable, role-specific configuration for Copilot. For GitHub Copilot cloud agent, GitHub describes a profile as a Markdown file containing YAML frontmatter and a Markdown prompt body: frontmatter sets identity and capabilities, while the body provides behavioral instructions. The file can also specify tool access and, where supported, MCP configuration. See GitHub’s custom agent configuration reference.

For this example, the role is to help explain or draft LoadRunner/VuGen virtual-user script work using context supplied by the developer. SAP Help’s 2023 Virtual User Generator Installation Guide describes VuGen as a tool for creating virtual-user (Vuser) scripts, primarily through recording; it says those scripts emulate users without a graphical user interface through direct function calls. That description supplies the subject matter, not evidence of a Copilot-to-VuGen connection. The profile itself does not provide VuGen or establish that the agent can execute a script.

Choose the Copilot host before writing the profile

File locations and supported frontmatter differ by host, so first decide where the agent will run. The GitHub cloud-agent instructions and VS Code documentation describe distinct workflows.

Use case Profile location and format Important distinction
GitHub Copilot cloud agent for a repository .github/agents/my-agent.agent.md GitHub’s creation guide says the profile must be committed and merged into the repository’s default branch before it appears in that repository’s agent picker.
Organization- or enterprise-level GitHub cloud-agent profile An agents directory at the corresponding organization or enterprise root scope Use the scope appropriate to who should receive the profile; consult GitHub’s creation guide for the applicable setup.
VS Code workspace agent .github/agents; a .agent.md file with optional YAML frontmatter and an instruction body Available controls depend on the selected agent harness.
VS Code user-level agent ~/.copilot/agents or ~/.claude/agents Use a user-level location when the definition is for your own workspaces rather than shared with repository contributors.

For VS Code, Microsoft documents both manual file creation and the Agent Customizations editor. Its guidance recommends checking generated frontmatter, tools, and instructions rather than assuming the editor produced the right profile for the chosen harness. See Microsoft’s custom agents documentation. For GitHub cloud agent, use the GitHub custom-agent creation guide.

Create a repository-level GitHub cloud-agent profile

  1. Choose the repository and scope. This walkthrough uses a repository-level profile so it can be shared with that repository’s contributors. Create .github/agents if it does not already exist.
  2. Create the file. In that directory, add loadrunner-helper.agent.md. GitHub’s guide uses the filename pattern my-agent.agent.md.
  3. Add a concise description and, if useful, a display name. GitHub’s configuration reference marks description as required. Make it clear which tasks should use the profile; a friendly name can make it easier to recognize in a picker.
  4. Choose tools deliberately. If you omit tools, GitHub says all tools available to the agent are enabled. An explicit list narrows access, and tools: [] disables tools. A script helper that only needs repository context should not receive broader access without a reason. Confirm tool names accepted by the host and repository; availability varies by environment. MCP tools can be named or namespaced when the host supports them.
  5. Write the instructions. Tell the agent what role it has, what context to ask for, what output to produce, and how to distinguish assumptions from verified facts.
  6. Commit and merge the profile. In GitHub’s cloud-agent workflow, it becomes available in the repository’s picker after the file is merged into the default branch.
  7. Select and review it. GitHub documents selecting a custom agent in Copilot CLI with /agent, a prompt reference, or a command-line argument. In VS Code, select the intended harness and agent in the chat or Agents interface. Try representative tasks and inspect both responses and tool use before relying on the profile.

Starter file: LoadRunner/VuGen helper

This example uses GitHub-style frontmatter and an explicit, limited tool list. It is an editorial example, not a vendor-provided template or a tested profile. Confirm that the field names and tool names are supported by the host where you plan to use it.

name: loadrunner-helper
description: Helps explain and draft LoadRunner/VuGen virtual-user script work from repository context.
tools: [read, search]
---

You help developers understand and draft LoadRunner/VuGen-related virtual-user script changes.

Before proposing code, ask for the LoadRunner version, protocol, and relevant script or error details when they are missing. Explain assumptions, keep suggestions grounded in supplied repository context, and distinguish illustrative code from verified vendor syntax. Do not claim to execute VuGen or run a load test unless the user has provided an available tool and evidence that it ran. State what a developer should review in the installed version's documentation before relying on version-specific behavior.

The prompts about version, protocol, script or error details, and human review are design choices for this helper. They encourage a useful answer without implying that the profile knows the developer’s installation or validates vendor-specific syntax. The 2023 SAP guide covers basic VuGen context and points readers to online or locally installed Help Centers; consult the documentation for the installed LoadRunner version before relying on version-specific details. SAP Help for LoadRunner.

Choose between editing the file and using VS Code’s editor

Approach Best fit Trade-off
Edit the Markdown file directly You want direct control of the profile text and frontmatter. You are responsible for checking that each field is valid for the target harness.
Use VS Code’s Agent Customizations editor You want an editor-assisted way to create a profile in VS Code. Review its generated frontmatter, tool choices, and instructions for accuracy and harness compatibility.

Choose scope separately from authoring method. A workspace profile belongs with the project for contributors to share; a user-level profile is suited to reuse across your own workspaces. The file location does not make an agent’s instructions universally available in other Copilot hosts.

Keep fields and capabilities host-specific

GitHub’s cloud-agent configuration reference documents fields including description, name, target, tools, model, user-invocable, disable-model-invocation, mcp-servers, and metadata. Their behavior depends on the environment. Do not assume a field documented for an IDE works on GitHub.com: GitHub’s current reference says argument-hint and handoffs from VS Code and other IDE custom agents are not supported for Copilot cloud agent on GitHub.com. Check the reference for the chosen host rather than treating frontmatter as portable across all Copilot harnesses.

How to make the LoadRunner instructions useful

  • Ask for essential context. LoadRunner version, protocol, relevant script excerpt, and error details can change what advice is appropriate.
  • State the expected output. For example, ask for an explanation or a proposed script change, with assumptions called out.
  • Separate examples from verified syntax. Require the agent to label illustrative code and identify what needs checking in the installed version’s documentation.
  • Do not imply execution. Unless an available tool actually ran and there is evidence of the result, the agent should not say it executed VuGen or ran a load test.
  • Keep access proportionate. Grant only the tools the role needs, and review how the agent uses them on representative tasks.
