Qodo has the clearest documented merge-blocking rule enforcement of the three. CodeRabbit’s reviewed documentation supports automated review feedback, committable suggestions and configurable static-analysis rulesets, while Cubic describes plain-English rules and learning from review feedback. The available sources do not establish that either CodeRabbit’s custom review instructions or Cubic’s rules automatically block a merge. These are claims in vendor materials, not results from hands-on testing; confirm the exact required-check behavior in your own Git setup.

What counts as enforcing a rule?

A finding is not a merge gate just because an AI reviewer flags it. In practice, a violation might appear only as a comment, trigger a requested-changes review, fail a status check, or prevent merging because repository branch protection requires that check. Those outcomes offer different levels of control.

To establish enforcement, follow the whole path: introduce a known violation, observe how the tool reports it, check whether it fails a status required by your branch policy, and verify whether a maintainer can dismiss or override the result. A comment alone does not prove that a pull request cannot merge.

Qodo vs. CodeRabbit vs. Cubic

Cubic Cubic’s comparison page says teams can add plain-English rules and that the tool learns from senior engineers’ prior PR comments and accepted or dismissed findings. Its documentation shows a review inbox tracking requested changes and approvals. Whether configured rules automatically block merging through a failing or required check. Can a configured rule violation produce a merge-blocking status, and what override controls and audit history are available?

What each tool’s rule story means

Qodo: strongest explicit merge-blocking claim

Qodo’s rules materials describe centrally managed standards, rule discovery from codebase context and review decisions, analytics, and checks for rule conflicts or stale rules. More directly, its glossary says a rule-linked finding can block a merge until resolved. That is the clearest explicit enforcement statement in the reviewed vendor sources, but it still needs validation against the Git provider and branch protection settings your team uses.

CodeRabbit: documented review and configurable analysis

CodeRabbit’s materials support automated PR review and suggestions that can be committed. Its PMD documentation describes configurable or generated rulesets for that static-analysis integration. That is useful evidence of configurable analysis, but it should not be generalized into a claim that all team instructions become required merge checks.

Cubic: plain-English rules and feedback learning

Cubic says teams can add plain-English rules and that reviews learn from engineers’ comments and from accepted or dismissed findings. Its review inbox tracks requested changes and approvals. The reviewed sources do not say whether a custom rule violation automatically fails a required check or otherwise prevents a merge, so ask for a demonstration of that exact behavior.

What Cubic’s published benchmark does—and does not—show

Cubic’s comparison page, updated September 26, 2026, reports results from Martian’s Code Review Bench for August 26–September 25, 2026. These measurements concern bug detection; they do not show whether a product enforces rules or blocks merges.

How to verify enforcement before choosing

Run the same controlled test for each product in a test repository connected to your Git provider. Make the failure path visible—not just the AI finding—and include the people and permissions that will manage exceptions.

  1. Add one deliberately violated rule and open a test pull request.
  2. Identify the result: is it a comment, a requested-changes review, a failing status, or a check that can be configured as required?
  3. Test branch protection: leave the violation unresolved and confirm that the repository actually prevents merging.
  4. Test dismissal and overrides: have the appropriate maintainer dismiss or override the finding, then check whether the action and reason are recorded.
  5. Check rule operations: ask whether rules apply at organization, repository, directory or workflow level, and how conflicting or outdated rules are handled.
  6. Confirm fit: verify support for your Git host and any static-analysis integrations you rely on.
  7. Measure review burden: use your own code to assess time cost and false positives. Bug-detection benchmark scores cannot establish how well governance controls work.

Which one should you choose?

If documented merge-blocking rules are the deciding criterion, start with Qodo: it is the only one of the three whose reviewed sources explicitly describe linking a rule violation to a finding that can block a merge. Consider CodeRabbit when automated review, committable suggestions or configurable static analysis fit the need, and Cubic when plain-English rules and feedback learning are priorities. For CodeRabbit and Cubic, treat merge blocking as unverified until the vendor demonstrates a failing required check under your repository’s branch policy.

The evidence here is predominantly vendor-owned documentation and product material, not independent testing. A Qodo-hosted customer testimonial from Ofer Morag Brin, Head of Mobile Engineering, says, “Maintaining consistent standards is critical for our engineering teams.” That is a customer quote hosted by the vendor, not an independent evaluation of product behavior.
