It can retrieve relevant lessons, compare them with current telemetry and threat intelligence, explain why a precedent may apply, and recommend a response. People and policy should govern consequential actions, while verified outcomes feed a maintained learning loop.
NIST’s current guidance, SP 800-61 Rev. 3, published April 3, 2025, supports continual learning across incident response. It does not prescribe an AI-agent architecture. The design below applies that lifecycle to an agent while distinguishing NIST guidance from proposed system-design choices.
What NIST’s incident-response model means for an agent
NIST SP 800-61 Rev. 3 places incident response within cybersecurity risk management and the NIST Cybersecurity Framework 2.0. Its six functions are Govern, Identify, Protect, Detect, Respond, and Recover. Govern, Identify, and Protect support preparation and risk management; Detect, Respond, and Recover cover response work. Lessons from activities across all six functions feed Improvement, where they are analyzed, prioritized, and used to inform the functions.
NIST puts it directly: “Lessons learned from performing all activities in all Functions are fed into Improvement, and those lessons are analyzed, prioritized, and used to inform all of the Functions.” The proposed implication for an agent is that memory should connect incident work to ongoing improvement—not simply append transcripts to an archive.

The guidance also recognizes that incidents can be frequent and complex, and recovery can take weeks or months. It says lessons should often be shared as soon as they are identified rather than held until recovery ends. An agent can therefore update working context during a response, but it must distinguish a new observation from a confirmed lesson. NIST defines the learning loop; it does not specify an AI memory schema or authorize an agent to take response actions.
What the agent should remember
Store a traceable account of what happened and what was learned, rather than compressing an incident into a single narrative such as “this alert was a false positive.” One practical design inference from NIST’s emphasis on analyzing and prioritizing lessons is to keep these record types separate:
- Observation: the evidence collected, such as an alert, log event, analyst note, or telemetry finding, with its source and timestamp.
- Interpretation: the assessment made from that evidence, including who or what made it, its rationale, and its confidence.
- Decision and action: what was recommended, approved, attempted, or executed, by whom, and under what policy or authority.
- Outcome: what happened after the action, including whether it helped, failed, caused disruption, or remains unknown.
- Lesson status: whether a statement is observed, inferred, tested, or approved. These labels are a proposed control, not a taxonomy prescribed by NIST.
Keep failed and harmful interventions searchable alongside successful ones. Otherwise retrieval may surface only a polished success story and conceal the conditions under which a similar action caused damage. Preserve provenance, timestamps, and corrections so responders can see what a record was based on and whether it has changed.

How to use memory during a response
1. Establish the current incident context
Start with current alert evidence and available telemetry, then add relevant asset, business, and operational context. The agent should label the source and age of each important input. A historical match is not a substitute for checking what is happening now.
2. Retrieve candidate precedents and current intelligence
Search organizational incident history for potentially relevant cases, and use current threat-intelligence sources where appropriate. Present retrieval as a set of candidates, not a verdict: show which evidence was matched, why it is relevant, and where the cases differ. Include age and provenance so an analyst can judge whether a precedent still applies.
A 2025 arXiv preprint, “Advancing Autonomous Incident Response: Leveraging LLMs and Cyber Threat Intelligence”, describes a proposed hybrid approach using similarity retrieval from a CTI vector database and standardized queries to external CTI platforms to enrich alerts. Its abstract also describes expert cross-validation of generated response suggestions. This is a research proposal, not a validated deployment standard; the abstract does not establish a verified numeric effect size or broad production reliability.

3. Explain the recommendation and its uncertainty
For each proposed next step, show the supporting current evidence, any relevant precedent, the source and date of that precedent, and the important differences or unknowns. Make the distinction between fact and inference visible. A past incident is evidence to consider, not proof that the same cause or remedy applies to a new one.
4. Separate advice from execution
Keep the recommendation layer distinct from tools that contain, eradicate, or recover. Define which actions the agent may prepare, which require an analyst’s confirmation, and which require leadership or another designated authority. NIST identifies leadership decision authority for high-impact actions such as shutting down critical services. Approval boundaries should reflect organizational risk and policy; do not let a retrieved precedent silently authorize an action.

After a recommendation is accepted, rejected, or modified, record the decision and the outcome when known. If a recommendation fails or causes harm, retain that result and its context. Mark unresolved conclusions as unresolved rather than allowing them to become settled policy by repetition.

Guardrails for consequential actions
Containment can disrupt business operations, so matching a past incident is not enough to justify an automated shutdown or other high-impact intervention. The system should make the decision path inspectable: what it retrieved, what current evidence it considered, what action it proposed, and who or what approved execution.
A 2026 arXiv preprint, “AIR: Improving Agent Safety through Incident Response”, describes candidate patterns including semantic checks grounded in current environment state and recent context, tool-mediated containment and recovery, and guardrails synthesized during eradication to help prevent recurrence. These are ideas described in a preprint, not universally proven controls or an established operational standard. They should be evaluated against an organization’s systems, policies, and risks before use.
- Require human approval for actions that can materially affect critical services or business operations.
- Limit tool permissions to the actions the agent is explicitly allowed to perform, and log approvals and execution.
- Show the evidence and retrieved precedent behind a recommendation before execution.
- Provide a way to stop, reject, or reverse an action where the environment permits it.
- Keep current telemetry and intelligence in the decision loop; memory alone cannot establish present conditions.
Keep memory current and correctable
Threats, assets, and response procedures change. A lesson that was accurate for an old environment may mislead responders after systems, ownership, or procedures have changed. Preserve timestamps and provenance, assign owners to operational playbooks, and review or retire stale entries. NIST notes that implementation details vary with technology and organization and that a static publication cannot capture every such change.

During an incident, the agent can retain newly observed facts as provisional context so that useful information is not lost while teams are still responding. Afterward, responders can compare recommendations with decisions and outcomes, correct mistaken interpretations, and identify which lessons are ready for wider use. The write path should support revision and retirement, not just adding new text.
How to evaluate a memory-driven agent
Assess the design on its ability to make precedent useful and accountable, not merely on whether it can retrieve a similar-looking incident. The following are evaluation axes inferred from the lifecycle and safety concerns above, not a NIST ranking of products.
- Provenance and freshness: Can a responder see each item’s source, age, and status?
- Retrieval relevance: Does the system explain why a precedent matched and surface material differences?
- Write and correction controls: Can owners review, correct, validate, and retire lessons?
- Action boundaries: Are recommendations separate from execution, with approval requirements appropriate to impact?
- Auditability: Can an organization reconstruct why a precedent was considered and how a decision was reached?
- Current-context integration: Does the workflow consider current telemetry and, where appropriate, current CTI rather than relying on memory alone?
- Realistic evaluation: Has the system been assessed on reviewed incidents, including failed or harmful recommendations, rather than only success cases?
These criteria are particularly important because the cited CTI and safety papers are preprints. Their abstracts describe approaches, but do not establish that a particular memory architecture is reliable in production or effective across organizations.
Close the learning loop
After response and recovery, compare the agent’s recommendations with what responders actually did and what followed. Record corrections and outcomes, then have appropriate owners review which lessons should inform detection, response, recovery, or preparation. Preserve enough audit history to explain why a precedent was retrieved and how it influenced a recommendation. That creates a governed learning loop: memory can improve future assistance without turning one incident’s assumptions into permanent policy.
