There is no single market price for a unit of “intelligence.” AI services charge for access or usage—often tokens, seats, or defined outcomes—but those units do not measure the same thing. To compare prices meaningfully, define a workload, measure the full cost of completing it to an agreed quality standard, and then assess what that result is worth to the buyer.

What does it mean to price AI?

The phrase “price of intelligence” sounds as if intelligence were a standardized quantity, like a kilowatt-hour. It is not. AI providers sell different combinations of model access, software, infrastructure, service guarantees, and completed work. A quoted rate is meaningful only in relation to what is being charged for and what the service delivers.

A useful distinction is between three measures:

  • Billing unit: what appears on the invoice, such as tokens processed, user seats, a subscription, or a completed outcome.
  • Workload cost: the total expense of getting a defined task done, including model calls, tools, retries, and any required human review.
  • Buyer value: the economic or practical benefit of the result, such as time saved, revenue gained, or risk reduced.

These measures answer different questions. A low billing rate does not necessarily mean a task is cheap to complete, and a low task cost does not prove that the result creates enough value to justify buying it.

Why a token is not a unit of intelligence

OpenAI Help Center puts the billing concept plainly: “Tokens are the units that OpenAI models use to process text.” OpenAI’s token explainer describes tokens as the pieces of text models process. A token is useful for measuring usage within a service; it is not a standardized measure of reasoning, accuracy, or business value.

Providers may tokenize the same text differently, and models can use different amounts of input and output to handle a task. Two token rates therefore cannot establish which service delivers more capability per dollar without a common workload and a quality comparison.

Even within one service, a per-token rate may omit important billable components. OpenAI’s API pricing page separates input, cached input, cache writes, and output, and lists separate charges for some tools. Rates can vary by model, context length, processing mode, and service. Google Cloud’s Vertex AI pricing page likewise separates models, modalities, input and output types, and additional services. These pricing structures make a headline rate an incomplete estimate of a real workload.

Access, usage, and outcome pricing allocate costs differently

AI offers can be understood through three broad billing approaches: access, usage, and outcomes. This is a practical way to read an offer, not a claim that every provider fits neatly into one category.

Access pricing can make budgets easier to plan, but the fee may not track how much work a user actually performs. Usage pricing ties charges more closely to consumption, but transfers more of the cost uncertainty to the buyer. Outcome pricing can align payment with a result, but only when the result and acceptance rules are clear. Each approach allocates usage and performance risk differently.

Why the price per token is not the price per task

A task may involve a long prompt, a large context, generated output, repeated model calls, tool use, or retries. In an agentic workflow, the system may make multiple calls before it completes one job. The relevant comparison may therefore be cost per successful completed task—not the price of one call or one million tokens.

McKinsey’s July 2026 interview discusses six drivers of agentic operating expenditure and describes how repeated calls and tool use can make per-token measures less informative. Its interviewee, David Tepper, Pay-i CEO and cofounder, argues from Pay-i’s experience that cost per completed task is useful. Treat that as an enterprise perspective, not an independently established, representative estimate of industry costs.

For a defined workflow, a practical accounting model is:

Total task cost = model usage + tool and service charges + retries and failure handling + required human review.

Not every provider exposes every element in one bill, and some costs—such as review effort—may sit outside the AI invoice. Still, leaving them out can make two offers appear comparable when they are not.

How to compare AI prices fairly

Compare services on a fixed workload and an explicit acceptance standard. The goal is not to reduce capability and price to one score, but to see what each service costs to produce a result that meets the same requirement.

  1. Define the task. Specify the input, context, modality, expected output, and any tools the workflow may use.
  2. Set the quality threshold. Decide what counts as an acceptable result, and record how much retrying or human review is needed.
  3. Record the billing basis. Identify whether the offer charges by seat, subscription, input or output tokens, cached tokens, tool use, or a defined outcome.
  4. Measure total consumption. Count the calls and billable components required to finish the task, not just the first model request.
  5. Check operating conditions. Compare relevant differences in latency, throughput, availability, context tier, and processing region.
  6. Estimate buyer value separately. Measure time or cost avoided, revenue effects, or risk reduction, and state the evidence behind those estimates.

This comparison should be date-stamped. Provider prices and service terms change, so consult the live OpenAI API pricing and Vertex AI pricing pages when evaluating a current offer. Do not infer total cost from a low input-token rate alone: another model may need more calls, more output, additional tools, or extra review. A higher rate could still be economical for a particular workload if it reliably avoids other costs, but that conclusion requires workload evidence.

What falling inference prices do—and do not—show

A historical price comparison can show that inference prices have fallen for a particular set of models; it does not establish a universal price for intelligence. A 2025 Nature Machine Intelligence article reports GPT-3.5 API pricing of US$20 per million tokens in December 2022 and Gemini-1.5-Flash pricing of US$0.075 per million tokens in August 2024. The article describes the models in its comparison as exceeding GPT-3.5 performance and presents the change as a 266.7-fold reduction.

Those figures are a paper-specific historical comparison, not current rates or a guarantee that Gemini-1.5-Flash will complete a given task at lower total cost or equal quality. Models, pricing schedules, workloads, and evaluation methods differ. A cost-performance claim is useful only when its task, quality benchmark, models, and dates are visible.

The physical costs beneath AI services

AI access may feel like a software service, but its underlying compute depends on physical infrastructure and specialized hardware. The OECD’s analysis of AI compute and environmental impacts identifies energy and water use, emissions, e-waste, and resource extraction as potential impacts of training and inference.

That infrastructure helps explain why compute matters economically, but it does not establish a universal electricity cost or provider cost per task. A buyer should distinguish the price a service charges from the provider’s underlying cost base: one does not reveal the other without additional evidence.

When can AI fairly be called a commodity?

Commoditization is not the same as a common price. If several services offer interchangeable performance for the same workload, under the same operating conditions, buyers may be able to compare them largely on cost. But access becoming widely available—or one token rate falling—does not prove that capabilities, reliability, data handling, integration, or outcomes are interchangeable.

For a buyer, the practical test is whether competing offers meet the same task and acceptance standard with comparable total effort and service conditions. If one service requires more supervision, performs less reliably, or cannot meet a necessary latency or availability requirement, its price is not directly comparable to an alternative that can.
