If AI has made a step faster but your work still takes just as long, the problem may be what happens around that step. AI can save time on suitable tasks, but that does not automatically shorten a workflow, improve its output, or free time for higher-value work. Diagnose task fit, review, handoffs, adoption, incentives, and time allocation before concluding that the tool—or your team—is the problem.

Why AI can save time without making work feel faster

A faster task is not necessarily a faster process. A draft may take minutes instead of an hour, yet still need substantial checking. It may then sit in an approval queue, or the time saved may be absorbed by meetings and other work. The relevant outcome is the full workflow, from its real starting point to a usable result—not just the time spent interacting with AI.

Evidence supports this distinction, but does not establish one productivity effect that applies to every job. In a randomized field experiment across 66 firms and 7,137 knowledge workers, 80% of treated workers who used the tool spent two fewer hours on email per week in the second half of the six-month experiment. The researchers did not detect changes in the quantity or composition of workers’ tasks from individual-level AI access. The study is listed as forthcoming in American Economic Review: Insights on the American Economic Association page. Those findings describe that intervention and period, not a forecast for every workplace.

The International Labour Organization’s 2026 review says reported savings of a few percent of working hours have not yet translated into higher measured output, earnings, or employment in the evidence it reviewed. A 2026 Bank of Korea analysis using nationally representative South Korean household survey data estimated 3.8% less average work time—about 1.5 hours per week—but found an essentially zero relationship between AI-linked time savings and actual output growth in its sample. Its estimate of a potential productivity gain of about 1.0% assumes all saved time is redirected to productive activity; it is not an observed output increase. Find where the workflow is stuck

Treat the following as hypotheses to test, not automatic explanations. A team can have several blockers at once.

1. The task may not fit the AI’s capabilities

AI performance can vary sharply across tasks, even when they seem similarly difficult to a person. In a controlled field experiment with 758 management consultants doing realistic consulting tasks with GPT-4, workers using AI on tasks within its capability frontier completed 12.2% more tasks and completed them 25.1% faster on average, with improved quality. The same research found AI could worsen performance on tasks outside that frontier. These are results from a particular experiment, not expected gains for all workers or current AI systems. 2. Speed may be shifting effort into review and rework

A quick first draft counts for little if people must spend the saved time checking facts, correcting errors, securing approvals, or repairing downstream work. Measure total effort through acceptance and actual use, including reviewer time and rework. The consultant experiment shows that performance depends on whether a task falls within the AI’s capabilities; it does not establish a universal verification cost.

3. A faster step may be waiting on a handoff

Map what happens after the AI-assisted task. A result may wait for a colleague, a queue, an approval, or another system. If the bottleneck is elsewhere, shortening one step may not change delivery time. The multi-firm email experiment’s lack of detected shifts in task quantity or composition after individual access is a reminder that access alone does not reorganize shared work.

4. People may not be using the tool in the work that matters

Availability is not the same as adoption. Usage may be low because the tool does not fit the task, workers lack appropriate access, or using it adds friction. Microsoft Research’s synthesis of its workplace studies says effects vary by role, function, and organization and depend on adoption and utilization. OpenAI’s 2025 enterprise report is also contextual evidence, but it is vendor-authored and draws on company survey and usage data; neither source establishes a universal causal productivity estimate. 5. No one has changed the process or incentives

If responsibilities, sequence, approval rules, and targets stay the same, a local time saving may not become more output. The Bank of Korea identifies workflow redesign and reallocation as unfinished steps in the productivity disconnect. It states that “these gains have not yet extended to workflow redesign, organizational transformation, or labor reallocation.” The OECD’s 2024 report similarly describes the complementary adjustments businesses may need to make in how they manage staff, organize production, use information, and interact with customers and suppliers. Its analysis predates much of the current generative-AI workplace evidence, so it is useful for understanding organizational adjustment, not as a current estimate of generative-AI productivity. 6. Released time may be going somewhere other than valuable work

Time saved is not output unless you can see what happened to it. It may be taken up by other tasks, meetings, interruptions, or unplanned work. This is a practical inference from the gap between reported time savings and measured output in the ILO and Bank of Korea findings—not a claim that saved time always disappears.

Measure the whole workflow, not just the AI step

Choose one bounded process, such as preparing a recurring report or responding to a defined type of customer request. Establish how it works now before introducing AI. This measurement approach is practical guidance drawn from the evidence on task fit and organizational change; it is not a validated, one-size-fits-all instrument.

  1. Set the boundaries. Define the event that starts the workflow and the point at which its output is accepted and usable. Keep the definition the same in before-and-after comparisons.
  2. Map the steps and handoffs. Record who does each step, how long work takes, where it waits, and which approvals or systems it passes through.
  3. Record baseline outcomes. Track end-to-end cycle time, review and rework effort, output quality, error rates, and workload allocation. Include waiting time so that a faster task does not conceal a slower queue.
  4. Test AI on a specific task. Check whether the tool has the context and capability needed. Compare its output with the work standard, and retain human review at consequential steps.
  5. Measure actual use and total effort. Record whether people use the tool in the intended workflow, along with time spent prompting, checking, correcting, and getting approvals.
  6. Compare the complete process. Use the same start and finish definitions after the change. Check cycle time, quality, rework, handoffs, and adoption—not just generation speed.
  7. Decide where saved time goes. Agree in advance whether released capacity will go to more work, better service, quality improvements, or another explicit goal. Then measure whether that change occurs.

Do not declare success from faster drafts alone, or failure because a single task did not improve. If quality falls, the task may be a poor fit or review may be insufficient. If task time falls but cycle time does not, inspect queues and handoffs. If neither changes, check actual use and whether the AI is being applied to an appropriate step. If time falls but output does not rise, examine workload allocation and whether the organization has changed the process or incentives.

What the evidence can—and cannot—tell you

The studies point to variation rather than a universal AI productivity figure. The consultant experiment tested realistic tasks with GPT-4; the multi-firm study examined access integrated into applications workers already used; the Bank of Korea note analyzed South Korean survey data; and the ILO review synthesized evidence across settings. Their numbers measure different things over different periods. None should be treated as a guaranteed result for your team.

The practical takeaway is diagnostic: determine whether AI fits the task, whether its output survives review, whether the rest of the process can keep pace, whether people actually use it, and what happens to any time released. A tool can make a step faster; making the whole system faster requires evidence that the complete workflow changed.
