It is usually a description of the remote-access role of a VPN concentrator—not the name of one required appliance or protocol.
How a remote access concentrator works
- A remote user connects: A user or device reaches the organization’s VPN endpoint over an untrusted network, such as the public internet.
- The endpoint checks access: The endpoint authenticates the connection and applies authorization so the user receives only permitted access.
- A VPN tunnel carries traffic: The endpoint establishes or terminates the tunnel and routes the allowed traffic into the organization’s network.
The Australian Cyber Security Centre describes this as a many-to-one pattern: individual users or devices connect inbound to a central VPN concentrator. What the term does—and does not—mean
“Concentrator” describes a role: handling multiple VPN connections at a central point. The function may run on a dedicated appliance, or be included in a router, firewall, SD-WAN headend, controller, or cloud service. A separate hardware box is not inherent in the definition. Cisco’s general explanation describes VPN concentrators as handling remote-access or site-to-site VPNs and many tunnels; its page also refers to historical dedicated products, which should not be mistaken for a requirement in current deployments. Remote access, site-to-site VPN, and L2TP roles

In Cisco’s VPDN description, the LAC receives a PPP client session and forwards it to an LNS. The LNS authenticates the user and completes PPP negotiation. Where the concentrator function can run
- Dedicated VPN appliance: A purpose-built device can terminate and manage VPN tunnels.
- Integrated networking platform: The role can be part of a larger product. For example, Cisco documents a Catalyst SD-WAN remote-access headend that establishes IPsec tunnels with clients. Cisco Catalyst SD-WAN remote access
- Controller: HPE Aruba describes a controller acting as a VPN concentrator for branch or data-center tunnels. This is an implementation example, not a universal product requirement. HPE Aruba VPN concentrator documentation
- Cloud networking service: A cloud provider may use the term for a service that aggregates network connections. AWS’s VPN Concentrator is one such service, with its own intended use and limits.
AWS VPN Concentrator is a service-specific example
AWS uses VPN Concentrator for an attachment intended to aggregate many low-bandwidth site connections. AWS recommends considering it at around 25 or more remote sites in that profile. Its published guidance states that one attachment can aggregate up to 100 sites, each under 100 Mbps, with 5 Gbps aggregate per concentrator and up to five concentrators per Transit Gateway. These figures describe the named AWS service only; they are not universal capacity limits for VPN concentrators. How it differs from ZTNA and SASE
These terms describe different access approaches, not alternate names for a concentrator. Cisco’s overview characterizes a traditional VPN as an encrypted tunnel that may provide broad network access after authentication; ZTNA as access to selected applications based on identity and context; and SASE as cloud-delivered remote-access and broader networking and security functions. - Access scope: VPN commonly admits a user to permitted network resources, while ZTNA focuses on specific applications.
- Enforcement point: A conventional VPN relies on the organization’s VPN endpoint; ZTNA and SASE may use application-aware or cloud-delivered enforcement.
- Operational change: Moving beyond an existing VPN model can require identity and policy readiness, cloud-service integration, and wider network or security architecture changes.
When you encounter the term
In a general networking discussion, read “remote access concentrator” as the central VPN function for remote users unless the context identifies a particular protocol or vendor service. If the discussion mentions L2TP, check whether it specifically means an L2TP Access Concentrator (LAC). If it mentions AWS, Cisco, or another vendor platform, use that provider’s documentation for product-specific behavior and limits.
