Cloud storage may look better when flexibility, managed operations and access to cloud services matter more than owning the capacity. Repatriation may look better for stable, heavily used workloads when a full cloud bill exceeds the cost of buying and operating infrastructure. But the memory and storage squeeze is not, on the evidence available here, proof that hyperscalers have broadly raised storage prices—or that cloud has become cheaper. Component costs and cloud service prices are related questions, not interchangeable ones. The useful response is to recheck your workload’s total cost under both options, including the costs that a capacity-only comparison leaves out.

Is cloud storage getting cheaper or more expensive again?

There is no reliable basis here for a broad answer that cloud storage prices are moving in either direction because of memory, NAND or other storage-component costs. The available provider pricing pages describe how services are billed; they do not establish that component input prices have caused changes to cloud-storage tariffs. The HEPiX presentation titled “Memory and storage prices” is not accessible at the cited link, so its figures and causal claims cannot be verified from it.

That distinction matters: DRAM, NAND, SSD and hard-drive markets affect the economics of buying equipment, while a cloud provider sets prices for a service that bundles storage with features such as durability, management, network access and billing options. A connection between hardware supply pressure and cloud prices is plausible, but the sources here do not show its size or timing. Treat the current squeeze as a reason to test your assumptions and model price scenarios—not as evidence that either cloud or on-premises storage has won.

For an individual workload, the bill depends on more than stored capacity. Google Cloud’s pricing documentation describes tier and usage charges, including transfer and retrieval-related billing. AWS likewise documents storage-class selection, lifecycle transitions and usage analysis as cost controls for S3. Google Cloud Storage pricing and AWS’s S3 cost-optimization guidance are useful starting points for understanding those service-specific variables.

What does “cloud storage” mean in a cost comparison?

Object, block and archive storage are not interchangeable

Before comparing a cloud bill with hardware, identify the actual service and performance target. Object storage, block storage and an archive tier serve different access patterns. An archive price is not a like-for-like alternative to frequently accessed data that needs low latency. Block storage performance choices can also change the price, so match the required throughput, IOPS and latency rather than comparing headline capacity rates.

The bill follows usage as well as capacity

Model the charges tied to how data moves and is used: reads and writes, requests or operations, retrievals, outbound transfer and transfers between regions. Include retention and deletion patterns, too. For S3, AWS says objects can be moved to a more cost-effective storage class, and lifecycle configurations can automate transitions; the savings depend on choosing classes and rules that fit the data’s actual access pattern. Cloud architecture can change the comparison. A default storage tier is not necessarily the lowest-cost appropriate choice, but optimizing tiers does not make retrieval, operations or transfer irrelevant. Compare a sensible, optimized cloud design against on-premises—not an unoptimized default against an idealized hardware purchase.

What published comparisons can—and cannot—tell you

Provider and vendor comparisons can make assumptions visible, but they are scoped models rather than universal rankings. Oracle’s Cloud Economics page compares selected, on-demand balanced block-storage configurations in the eastern United States. Oracle reports these monthly figures:

These are Oracle’s own selected configurations and prices, not an independent market-wide comparison. They are specific to the page’s eastern U.S. comparison and on-demand pricing; they do not establish equivalent prices for object storage, other regions, different performance profiles or a complete workload. Check Oracle Cloud Economics for its assumptions and current details before using the figures in a decision.

Lenovo Press’s 2026 generative-AI TCO analysis provides another example of model sensitivity. Under its stated purchase and operating-cost assumptions, Lenovo calculates about 13.4 months to modeled break-even for one 8× H200 system versus a three-year reserved Azure H200 instance. That is a vendor-authored AI infrastructure comparison, not a storage-only result or a general break-even forecast. Its result applies to the specified configurations and assumptions, not to every organization. The paper also contains an inconsistency in a separate utilization calculation, so that threshold is not a sound basis for a general rule. When does bringing a workload back on-premises make sense?

It is a stronger candidate when use is steady and predictable

Owning equipment can spread its capital cost across sustained use. That may be attractive for a workload whose capacity and performance needs are stable enough to keep the purchased hardware busy over its useful life. The comparison changes if demand is spiky, uncertain or likely to grow quickly: cloud elasticity can avoid buying for a peak that is needed only occasionally, while owned capacity may sit idle or require a premature refresh.

Ownership means taking on the operating work and risk

A hardware quote is only the beginning of an on-premises total-cost estimate. Add power, cooling, rack space or colocation, maintenance, spares, facilities, staff time, capacity headroom and refresh cycles. Include the costs and risks of backup, redundancy, disaster recovery and meeting the required restore time. If the organization lacks spare facility capacity or operational expertise, those constraints may change the answer even when the equipment price looks favorable.

Lenovo’s modeled break-even example illustrates why utilization and time horizon matter, but it does not substitute for your own inputs. A useful model should include the planned ownership period, financing or capital treatment, utilization across that period, and the cost of replacing or expanding the equipment.

How to compare cloud, on-premises and hybrid options

Build the comparison around the same workload, service level and time horizon. The three practical choices are not simply “cloud” or “buy servers”: keep the workload in cloud and optimize it, move predictable capacity to owned or colocated infrastructure, or split the workload across environments. Hybrid is a decision option, not a guaranteed cost winner; the sources cited here do not provide a neutral head-to-head evaluation of hybrid architectures.

Option Can fit when Costs and trade-offs to include
Optimize in cloud Demand varies, managed services are valuable, or the workload benefits from cloud access and geographic reach. Storage tier, operations, retrieval, transfer, region, commitments or discounts, and the engineering needed to manage lifecycle rules.
Own or colocate capacity Demand is stable and sustained enough to use the purchased capacity, and the organization can operate it. Acquisition and refresh, utilization, financing, power, cooling, facilities or colocation, maintenance, staffing, spares and headroom.
Use a hybrid design Different parts of the workload have materially different demand, latency, resilience or cloud-service needs. All relevant costs on each side, plus integration, data movement, duplicated capacity, cross-environment operations and recovery design.

For every option, account for migration engineering, the period of dual-running, transfer time, egress or other exit costs, operational risk and contract flexibility. Factor in data sovereignty and recovery requirements as well as price. BCG’s 2025 cloud-economics report discusses price movements alongside sovereignty demands and wasted resources, underscoring that a cloud decision can involve more than the storage line item; it does not, by itself, establish which storage location is cheaper for a particular workload. A practical modeling sequence

  1. Define the workload: list capacity now and over time, growth, retention, deletion, read/write frequency, performance needs and regions. Separate data that needs fast access from data that can tolerate archival retrieval.
  2. Set the service level: specify availability, redundancy, backup, disaster-recovery requirements and acceptable restore time. Use equivalent resilience targets for both alternatives.
  3. Model cloud as configured: estimate the actual storage tiers, requests or operations, retrievals, outbound and inter-region transfers, and performance options. Include applicable commitments or discounts, and test lifecycle policies against expected access behavior.
  4. Model ownership over the same horizon: include equipment acquisition and refresh, expected utilization, financing, power, cooling, rack or colocation, maintenance, staffing, spares and spare capacity.
  5. Add transition and exit costs: account for migration engineering, data transfer, dual-running, service disruption risk and the cost of leaving or changing a provider or facility.
  6. Test uncertainty: vary growth, utilization, access frequency, cloud prices, hardware costs and the ownership period. A result that changes sharply with a small assumption change is a close decision, not a reliable headline verdict.

Keep the model specific to your region, service configuration and contract. Published cloud prices can change and often depend on details beyond capacity; recheck provider pricing pages at the time of a decision. A storage-only estimate is also not a full workload TCO if compute, network, applications or operational labor changes between designs.
