The specification, dated September 29, 2006, describes this as a reunification that established a compatible 64-bit programming model while keeping distinct implementation environments and optional facilities. EDN reported the debut on November 6, 2006, alongside the Power Architecture Platform Requirements (PAPR) specification and a consolidated processor roadmap.
What Power ISA Version 2.03 changed
Version 2.03 consolidated two strands of the architecture: embedded Book E and the general-purpose PowerPC Version 2.02. The specification calls the result a “reunification of the architecture” and identifies a single, compatible 64-bit programming model as a significant benefit. It also provided a framework that distinguishes a pervasive base architecture from optional functional categories.
This did not mean every processor implementation gained every feature, or that embedded and general-purpose privileged environments became interchangeable. The specification treats the Book III-E embedded and Book III-S general-purpose supervisor architectures as mutually exclusive categories because their privileged architectures differ substantially. Application compatibility had largely been maintained across the architecture’s history, with applications using Auxiliary Processing Units (APUs) identified as the main exception.
How the five-book specification was organized
The 2006 specification comprises five books and appendices. Each book addresses a different layer or implementation context:

- Book I, User Instruction Set Architecture: The base instruction set and related facilities available to application programmers. It also contains the APU-derived material, including the vector extension known as Altivec.
- Book II, Virtual Environment Architecture: The storage model and related application-level facilities.
- Book III-S, Operating Environment Architecture: Supervisor instructions and facilities for general-purpose implementations. It primarily carries forward Book III material from PowerPC Version 2.02, with additions for large-page and big-segment support.
- Book III-E, Operating Environment Architecture: Supervisor instructions and facilities for embedded implementations. It derives from Book E and extends it with APU function.
- Book VLE, Variable Length Encoded Instructions Architecture: Alternative instruction encodings intended to increase instruction density in very low-end implementations.
APUs, Altivec, and instruction encodings
Version 2.03 gave Auxiliary Processing Units a more explicit place in the architecture, extending architectural endorsement and control over them. Book I added five APU-derived chapters; one covers the vector extension also known as Altivec. These facilities are part of the specification’s expanded architecture, not a promise that every implementation supports them.
VLE addresses a different concern: instruction density. Its alternative encodings were intended for very low-end implementations. It is therefore useful to distinguish the APU and vector material, which adds functional capabilities, from VLE, which provides an alternative way to encode instructions.

How the launch was reported
The specification itself is dated September 29, 2006. Separately, EDN’s November 6, 2006 report described Power.org as debuting Power ISA Version 2.03 alongside PAPR and a consolidated processor roadmap. EDN also reported collaborative development under an advisory council led by IBM and Freescale Semiconductor. The report establishes the launch context, but the available account does not independently establish a more precise public announcement date.

No. Version 2.03 is a historical release from 2006. The OpenPOWER Foundation’s ISA page lists Version 3.1c, dated May 26, 2024, as its latest listed version. The current page presents a three-book structure, unlike Version 2.03’s five-book organization; the two documents should be read in their own release contexts rather than treating their book structures as identical.
