Scalable video coding (SVC) is a way of encoding video as a layered bitstream: a base layer can be decoded on its own, while additional layers add detail or improve the video’s fidelity. A receiver or delivery system can use the layers that suit its capabilities or current network conditions.
How scalable video coding works
Instead of treating each encoded video as one indivisible representation, SVC organizes coded components hierarchically. Lower-level components provide a usable representation; enhancement components improve the fidelity of those lower components. This layered design can let a system adapt what it delivers without fully re-encoding the video in some system-level uses. The exact result depends on the layers present and the system handling them; scalability does not itself guarantee compatibility with a particular device or service.
For H.264/AVC, SVC is the scalable video coding extension specified in Annex G of H.264, not a synonym for video compression generally. ITU-T identifies H.264 as technically identical to ISO/IEC 14496-10 and lists edition V16, dated June 2026. Its history identifies three SVC profiles: Scalable Baseline, Scalable High, and Scalable High Intra. ITU-T Recommendation H.264
What can be scaled?
RFC 6190 describes three distinct fidelity dimensions: spatial (picture size), quality (or signal-to-noise ratio, SNR), and temporal (pictures per second). These are separate ways of adapting a representation, not interchangeable meanings of “video quality.” RFC 6190

How SVC differs from ordinary video coding terminology
SVC refers specifically to scalable coding: a layered representation whose enhancement components improve lower-level components. It should not be used as a general name for every codec, every adaptive-streaming method, or every video whose resolution or bitrate can change. In this context, H.264 SVC is the extension in Annex G of the H.264 standard.
H.265 (HEVC) is a separate standard, paired with ISO/IEC 23008-2; ITU-T lists its edition V11, dated January 2026. That does not make H.265 interchangeable with H.264 SVC, nor does the separate H.265 listing establish capabilities or adoption of any HEVC scalable extension. ITU-T Recommendation H.265

What the definition does not tell you
A standards definition describes the coding design; it does not establish how common the technique is in current products, whether a given device can decode it, or whether an encoder implements the extension. Check product-specific documentation for those practical compatibility questions. RFC 6190 specifies an RTP payload format for the H.264 SVC extension and is useful for understanding the protocol context, but it is not evidence of present-day device support.
