Internet standards are shared technical specifications and procedures that let independently operated networks, devices, and services communicate and work together. They set common expectations for how systems behave, helping the Internet function as a network of networks rather than a single centrally operated system.
What an Internet standard defines
An Internet standard describes technical behavior that separate systems can implement in compatible ways. Its scope may include protocols, procedures, and conventions used in or by the Internet; it is not limited to the TCP/IP protocol suite. A specification developed by another standards organization may also be applied in an Internet context without the IETF redefining the underlying technology. RFC 2026

How an Internet standard differs from an RFC
An RFC is a document in the Internet’s Request for Comments publication series; it is not automatically an Internet standard. The RFC series also contains technical specifications, procedures, research, and other Internet-related material. The IETF’s RFC 2026, published in October 1996, characterized an Internet Standard as a specification that is stable and well understood, technically competent, supported by multiple independent interoperable implementations and substantial operational experience, backed by significant public support, and useful in some part of the Internet. That document has been updated, so its description is useful context for maturity, not a complete statement of today’s process rules. RFC 2026
How IETF standards are developed
The IETF’s current guide describes a process that starts when a person or group shares an idea—usually in an Internet-Draft—for discussion in the IETF community. The proposal can then be reviewed and revised as it develops toward publication. Guide to the IETF standards process

RFC 2026 documents enduring process goals such as technical excellence, implementation and testing, clear documentation, openness, fairness, and timely work. For current procedural details, consult the IETF’s standards-process guide rather than treating the 1996 RFC as an unchanged rulebook.
Who develops standards used on the Internet?
The IETF is a central standards body for Internet protocols, but it is not the only organization whose work supports or is used by Internet technologies. The Internet Society also identifies the W3C, IEEE Standards Association, ISO/ANSI, ETSI, ITU-T, and OASIS as organizations that develop relevant standards and technologies. How to assess a particular standard
To understand a specification’s significance, look beyond its name or publication series and check:
- Scope: What behavior does it specify, and how is it intended to be used on the Internet?
- Current status: Is the document a standard, a proposal, or another kind of RFC or specification?
- Implementation: Are there multiple independent implementations that interoperate?
- Operational experience: Has the specification been used in real systems, and what experience supports its maturity?
- Review and support: Was it developed through open review, and does it have meaningful community support?
- Usefulness: Does it address a practical need in some part of the Internet?
These checks help distinguish a published technical document from a mature, widely useful standard. For RFCs, verify the document’s status with the RFC Editor or IETF rather than inferring it from the RFC number alone.
