First test the exact key file the failing command uses. If the local client cannot read it, check whether it is complete, intact, and compatible; if it can, investigate which identity SSH offers and whether the server authorizes its public key.
What “error in libcrypto” means
OpenSSH uses this wording as a fallback for a cryptographic-library error when no more specific library message is available. The upstream OpenSSH error mapping therefore makes the message a clue about key loading, not a diagnosis of one particular defect.
Keep two stages separate: the client must first load the private key; then the server must accept the offered identity for the requested account. A key-loading failure needs to be addressed before a later Permission denied (publickey) can be diagnosed as an authorization problem.
Find the stage that is failing
Capture the complete SSH output and note where the error appears. A message such as Load key "…": error in libcrypto points to the client’s attempt to read a key. If the key loads and SSH proceeds to authentication but the server rejects access, check the selected identity, host, username, and public-key authorization instead.

SSH’s client manual describes identity selection and authentication. Community reports also show that a key-loading error may be followed by a public-key denial, so read the entire output rather than treating the final line as the sole diagnosis: OpenSSL discussion.
If SSH cannot load the key
Check the exact file used by the failing command
Verify the file at the path supplied to ssh or ssh-add—especially in CI—not merely the original key stored in a vault or on a workstation. Confirm that it contains the entire private key, including its matching begin and end markers and all intervening data. Look for truncation, missing line breaks, or YAML quote characters that have become part of the file.

When a key comes from an environment variable or CI secret, check how the runner converts the value into a file or passes it to an agent. The resulting file is what matters. Do not print a real private key in CI logs; inspect its structure and permissions through a private, controlled method. CI reports describe newline loss and differences between file-type and string-type variables, but behavior depends on the provider and configuration: community CI discussion.
Check line endings and whitespace
If the key has passed through a Windows-to-Unix transfer, a web form, YAML, or a messaging app, check for altered line breaks, stray whitespace, or carriage returns (r). Some CI users report fixing their particular cases by normalizing line endings or ensuring a final newline. These are useful checks, not universal fixes; change one thing at a time and test the exact file again.

Test whether the local client can read it
Run a key-inspection or agent-loading check against the exact file that SSH uses. For example:
ssh-keygen -y -f /path/to/private_key > /dev/null
ssh-add /path/to/private_keyssh-keygen -y attempts to derive the public key from the private key; it may prompt for the key’s passphrase. ssh-add tests whether the agent can load it and can also prompt. Consult the ssh-keygen manual for key inspection and management options. If these checks cannot read the file, focus on its completeness, line endings, passphrase, format, and compatibility with the installed client before changing server settings.

Do not remove or regenerate a key just because one CI report blames an algorithm. The cited reports conflict about RSA and Ed25519, and do not establish that either algorithm is universally responsible. Test the actual file and client first.

Once a local parsing check succeeds, use verbose SSH output to see which identity the client offers and whether it is the one you intend. For example:

ssh -vvv -i /path/to/private_key username@example.comCheck that the host and username are correct, and that the public key corresponding to this private key is authorized for that account on the server. A locally readable key can still fail remote authentication if SSH selects another identity or the server does not authorize its matching public key.
CI-specific handling
In a CI job, validate the decoded or materialized key file inside the runner without exposing its contents. Follow the provider’s current documentation for file secrets and environment-variable secrets: they may be handled differently, and reports from one configuration do not establish behavior for another.
Base64 transport, newline adjustments, and changing key algorithms appear as user-reported workarounds in CI discussions, not as general OpenSSH requirements. Use such a workaround only when it addresses a demonstrated transformation in your pipeline, then test the resulting file with the same local parsing check.
