Residential and datacenter proxies change the network an authorized scraper uses to reach a site; neither guarantees access. A site can detect residential proxy traffic, apply configurable rate limits, or respond to request patterns and other signals regardless of proxy type. Choose egress based on a legitimate collection need, keep requests within the target’s rules, and treat blocks or challenges as a reason to pause—not as a prompt to rotate IPs.
What residential and datacenter proxies change
A proxy routes a request through an intermediary, so the target sees the proxy’s network address rather than the scraper’s direct egress address. In common usage, “residential” describes egress associated with residential networks, while “datacenter” describes egress from data-center infrastructure. Provider labels and implementations can vary; those labels alone do not establish a particular address’s origin, quality, speed, or acceptability to a target.
For scraping, the practical question is whether a network category fits a permitted use case and how the target responds to the resulting traffic. A proxy changes the egress path. It does not grant permission, change the target’s rules, or guarantee that a request will be served.
Residential vs. datacenter proxies: a decision framework

The reviewed sources do not establish a universal winner, comparative success rate, speed advantage, price, or provider ranking for the two categories. Treat performance statements from proxy vendors as vendor claims unless independently verified under conditions relevant to your project.

When residential proxies fail
Residential egress is not inherently undetectable. Cloudflare’s “Additional detections” documentation, last updated April 15, 2026, describes detection ID 50331651 for traffic from residential proxy networks and similar commercial proxies. For a matched request, Cloudflare says Bot Management sets the bot score to 29 and uses anomaly detection as the score source. That documents one detection behavior; it does not mean every site uses it or that every residential address is blocked.
Residential traffic can also encounter a target’s rate limits or other controls. A network label cannot ensure a response when the target evaluates matching requests, request patterns, or additional signals. If access is denied or challenged, changing residential addresses is not evidence that the collection is permitted.

When datacenter proxies fail
Datacenter egress can fail when target-side controls limit or deny the requests. Cloudflare’s rate-limiting documentation describes rules that match requests and take configured actions when thresholds are reached; its “Rate limiting best practices” page includes examples aimed at content scraping. These controls show why the source network category is only one part of the interaction.
The cited sources do not establish a single datacenter-proxy detection rule, a comparative failure rate, or a general performance ranking. Do not assume a datacenter address will be accepted—or rejected—without evidence about the particular target and permitted workflow.

Why changing IPs may not solve a block
A target’s limits need not be a simple counter attached to one IP. Cloudflare’s rate-limiting documentation says its counters are scoped to data centers, with limited sharing among data centers in the same geographic location, and that it does not support a global counter across its entire network. This is specific to Cloudflare’s documented system, but it illustrates why a proxy change is not a reliable way to infer that a target’s counter has reset or that a limit has been avoided.
Cloudflare’s best-practices examples also cover request characteristics beyond source IP, including paths, query parameters, response codes, bot scores, and cookies. Depending on the target’s configuration, changing egress may leave the relevant request pattern or other signals unchanged. Rotation therefore is not a dependable remedy for rate limits, challenges, or denials—and should not be used to get around them.

Choose proxies around the permitted workflow
- Network category: Identify whether the project has a legitimate requirement for a particular egress category, and check the target’s rules. Do not equate a category with guaranteed access.
- Session continuity: Determine whether an authorized workflow needs stable state across requests. Check the provider’s documented session controls; the cited sources do not validate particular vendors’ sticky-session behavior or prescribe rotation intervals.
- Geography: Use a region only when the collection has a legitimate region-specific need. Confirm documented provider coverage and the target’s rules; the cited evidence does not establish a geographic success comparison.
- Terms and operations: Review provider usage terms, support, reporting, and failure-handling practices. Treat provider performance claims as claims unless independently checked.
- Target response: Distinguish ordinary network failures from throttling, denial, or challenge responses before deciding what to do next.
A responsible collection workflow
- Prefer an authorized source. Check whether an official API, licensed feed, or another authorized source meets the data need.
- Review the target’s rules. Read applicable terms and crawler guidance before making requests. RFC 9309 standardizes the Robots Exclusion Protocol, which gives crawler-facing rules that crawlers are requested to honor. It explicitly states: “These rules are not a form of access authorization.” Robots.txt guidance is not permission to access content.
- Set a conservative request rate. Observe responses and reduce or stop requests when controls indicate throttling, denial, or a challenge. Seek an authorized route instead of rotating proxies to get around the response.
- Keep operational logs. Record response codes, timings, and failures so your team can distinguish a network outage from a target-side limit or denial. Use those records to decide whether to pause and seek permission or another source.
- Reassess persistent failures. If requests continue to fail, revisit the source and the project’s authorization. Changing egress does not establish permission.
Cloudflare’s plan-dependent rate-limiting fields and features can change; consult its current documentation when assessing a specific implementation. The cited materials describe Cloudflare behavior and do not settle the lawfulness of a particular scraping project in any jurisdiction.
