Suspend means temporarily pausing a task, thread, computer, or cloud instance; resume means continuing from that suspended state. The exact effect depends on what is suspended: an app task might stop network activity, a computer might enter a sleep state, and a cloud instance might preserve memory for later restoration.
What suspend and resume mean
The terms describe a pause and continuation, but they do not name one universal operation. A suspended item may stop doing work while keeping some of its state. Resuming it continues or restores that work according to the behavior of the particular API, operating system, or cloud service.
To understand a particular suspend/resume control, identify what it affects, what activity stops, what state is retained, and what happens when it resumes.
How suspend and resume behave in different contexts
Application tasks
In Apple’s Foundation URL Loading System, a newly created URLSessionTask starts suspended; calling resume() begins it. Suspending a task stops its network traffic and makes it exempt from timeouts. Calling resume continues its data transfer. This describes that API’s task behavior, not what happens when an entire device sleeps. Apple’s URLSessionTask documentation describes these methods.

Process tasks
Apple’s Foundation Process.resume() resumes execution of a suspended task. In this API, suspend and resume messages must be balanced: if the system sends multiple suspend messages, it must send the same number of resume messages before execution continues. This rule is specific to the API, rather than a universal rule for all suspend/resume operations. See Apple’s Process documentation.
Operating-system power states
For a computer, system suspend is a transition from its working state into a supported sleep state. System resume is the transition back to the working state. The Linux kernel describes these transitions in its system suspend and resume flows documentation. What happens to individual devices during the transition depends on the platform and its power-management implementation; the kernel’s device power-management documentation describes device-level callbacks.

Software threads
A suspended thread is not scheduled for processor time, according to Microsoft Learn’s Windows documentation. Microsoft cautions that SuspendThread is designed primarily for debuggers and is not intended as a synchronization mechanism. Suspending a thread is therefore not a general-purpose safe way to coordinate concurrent work.
Cloud instances
In Google Compute Engine, suspending an instance stores its memory and application state so they can be restored when the instance resumes. Stopping an instance is different: it does not preserve guest memory, device state, or application state. These are Google Compute Engine semantics, not a promise about every cloud provider. Suspend versus stop
Suspend usually means pausing while retaining enough state for continuation, but the retained state depends on the specific system. Stop generally means ending execution rather than pausing it. The distinction can have concrete consequences: Google Compute Engine says a suspended instance preserves memory and application state, while a stopped instance does not preserve guest memory, device state, or application state. Other products may define these operations differently, so check the documentation for the specific service or control.

What to check before using a suspend control
- Scope: Is the control for a task, process, thread, whole computer, or virtual machine?
- What pauses: Does it stop network activity, processor scheduling, or system activity?
- State retention: Which parts of the task or system’s progress, memory, and device state are preserved?
- Resume behavior: Does the operation continue existing work, restart a transfer, or return a computer to its working state?
- Platform-specific rules: Are there balancing requirements, limitations, or safety warnings in the relevant documentation?
