The term describes an adversary and its sustained campaign—not a particular malware sample, attack method, or automatically identified group.
What does “advanced persistent threat” mean?
NIST defines an APT as an adversary with sophisticated expertise and significant resources. The adversary may use multiple attack vectors, including cyber, physical, and deceptive methods, to establish or extend footholds in an organization’s IT infrastructure. Its objectives may include stealing information, undermining or impeding important organizational work, or positioning itself to pursue those aims later. NIST’s glossary definition draws on NIST SP 800-39 and related publications.
NIST’s concise formulation says an APT “pursues its objectives repeatedly over an extended period; adapts to defenders’ efforts to resist it; and is determined to maintain the level of interaction needed to execute its objectives.” NIST’s APT topic page presents the definition in connection with SP 800-53 Rev. 5.
What makes an APT persistent?
Persistence is about repeated, adaptive pursuit over time. It does not mean that an attacker must remain continuously connected to a network or use the same access method throughout. The defining idea is that the adversary keeps trying to achieve its objectives, responds to defensive resistance, and seeks enough continued interaction to act.

- Maintained interaction: It works to sustain or regain the access and engagement needed to carry out its aims.
What does “advanced” mean in an APT?
“Advanced” refers to the adversary’s expertise and resources in NIST’s definition. It does not mean that every APT must use a novel exploit or unusually complex malware. Methods can include multiple avenues—technical, physical, or deceptive—and the defining feature is the capable adversary’s sustained pursuit of objectives.
How is an APT different from an isolated intrusion?
An isolated intrusion may involve a single successful or unsuccessful attempt. An APT describes a broader pattern: a capable adversary’s repeated pursuit, adaptation to resistance, and organizational objectives over time. Analysts may have difficulty seeing that pattern because individual actions can resemble ordinary probing when viewed separately. A 2020 article listed by NIST discusses the challenge of detecting multi-stage campaigns whose steps may be difficult to connect; it provides context, not a universal sequence that every APT follows. Does an APT always mean a nation-state or a specific malware?
No. The definition is based on capability and behavior, not on a universal attribution. Calling activity an APT does not, by itself, identify who is behind it, prove that it is state-sponsored, or name a particular threat group. Likewise, finding sophisticated malware alone does not establish that an incident is persistent. Identifying an actor or connecting a tool to a campaign requires separate evidence.

A joint DHS/FBI alert, last revised March 8, 2018, described activity targeting government and organizations in energy, nuclear, water, aviation, and critical manufacturing. The alert said some peripheral organizations were used as staging points for pivots toward intended high-value targets, and described reconnaissance, spear-phishing, exploitation, and credential gathering. This illustrates how activity across organizations and stages can serve a larger campaign; it is a historical account, not evidence that the same activity or targets remain current.
