You can practice Terraform’s init, plan and apply workflow without a cloud account by using a built-in local-only resource. Terraform will initialize the working directory, preview a change, ask for approval, and record results in local state—but it will not create cloud infrastructure. To manage AWS, Azure, Google Cloud or another remote system, you need the relevant provider and its authentication.

What you can learn without a cloud account

A local-only exercise is enough to rehearse Terraform’s core workflow and see how configuration, a plan, apply and state fit together. Terraform’s local-only resources calculate values and save results in state; they do not represent cloud infrastructure. This makes them useful for learning the command sequence without suggesting that a server, bucket or network has been provisioned.

For this exercise, leave out a cloud block, a remote backend, cloud providers and cloud resources. With no cloud or other backend selected, Terraform defaults to the local backend, which stores state on your computer’s filesystem. The default state file is terraform.tfstate in the root module directory.

Local practice versus managing cloud resources

Cloud-provider A provider plugin interacts with a remote system and applies infrastructure changes. The provider’s required authentication is needed. For example, HashiCorp’s AWS tutorial requires an AWS account and local credentials. Provider-specific resource lifecycle and remote infrastructure behavior.

The default local backend is not shared team state: it stores state on the local filesystem. Backend behavior depends on configuration, so do not treat this exercise as practice for remote state collaboration.

Practice the Terraform command sequence

1. Create a local-only configuration

Make a clean directory for the exercise and add a small Terraform configuration that uses a built-in local-only resource. Keep the configuration free of cloud resources, cloud providers, a cloud block and remote backend settings. That keeps the exercise focused on Terraform’s local workflow.

2. Initialize the working directory

From that directory, run:

terraform init

Initialization prepares the directory for Terraform, including installing providers and modules referenced by the configuration when there are any. It is safe to repeat. In this deliberately local-only configuration, you do not need cloud-provider credentials.

3. Preview the proposed change

Run:

terraform plan

Read the proposed actions before proceeding. A plan is a preview; it does not itself change resources. Use it to connect the configuration you wrote with the change Terraform proposes to make.

4. Apply only after reviewing

Run:

terraform apply

When you have not supplied a saved plan file, apply generates a fresh plan and asks for approval before executing its listed operations. Review the prompt, approve only if the proposed actions match what you expect, and then inspect the result and local state. Apply executes the operations proposed in a Terraform plan.

5. Change one input and compare plans

Change one input in the configuration, run terraform plan again, and compare the proposed actions with the previous plan. You can then apply if the new proposal is what you intend. This gives you another round of plan review without crossing into cloud provisioning.

Where local practice stops

A configuration that manages a remote system needs the corresponding provider plugin and the authentication that provider requires. The exact setup varies by provider; HashiCorp’s AWS tutorial, for example, requires an AWS account and local credentials. Local-only practice does not demonstrate cloud deployment, cloud networking, provider authentication, shared remote state or cleanup of resources in a cloud account.
