What the four words in MOOC mean
- Massive: Designed for large-scale participation, potentially without the enrollment limits of a conventional classroom. It does not mean each learner receives the individual attention of a small seminar.
- Open: Often means people can register without conventional admissions prerequisites. It does not necessarily mean free, unrestricted in every respect, or openly licensed. UNESCO-UNEVOC TVETipedia reproduces this Commonwealth of Learning definition: “A Massive Open Online Course (MOOC) is an online course available for large enrolment on the open web, where open largely refers to open registration, and not necessarily courses in open licence.” Read the glossary entry.
- Online: Delivered through the internet. A course requiring in-person instruction is generally blended or hybrid rather than fully online, although learners may sometimes use downloaded materials in low-bandwidth settings and still participate online.
- Course: A planned learning experience with goals and organized materials, often including activities or assessments—not simply a collection of unrelated videos.
There is no single universally fixed definition. The UNESCO guide notes that the concept remains open to interpretation, so the practical features of an individual course matter more than the label alone. UNESCO guide to MOOCs.
What learners may find in a MOOC
Course formats vary. A MOOC may combine video and text lessons with discussion forums, exercises, quizzes, or other assessments. For example, edX describes those kinds of course materials and assessment options in its help center. It says most of its courses are free to access and most offer an optional paid verified-certificate track; those are edX-specific arrangements, not rules for all MOOCs. edX: What is edX?
A UNESCO example announced in May 2026 illustrates another design: a free digital citizenship and AI MOOC arranged in five thematic modules, with videos, expert testimonials, discussion forums, and case studies. The announcement said participants who completed at least 80% of content and assessments would be eligible for an official certificate. Because it described a scheduled cohort, its page should be checked for current enrollment dates and terms. UNESCO announcement.

Does “open” mean free, and is the certificate a qualification?
Not necessarily. Registration may be open while graded assessment, a verified certificate, or other services cost money. An open registration policy also says nothing by itself about whether learners may reuse, adapt, or redistribute course materials; those permissions depend on the materials’ license.
Likewise, completing a MOOC does not by itself establish that its certificate is equivalent to an accredited degree or recognized by a particular employer. Check what the provider says the credential represents and whether the institution or organization you care about accepts it.

How a MOOC differs from online education and open education
Online education is the broader category: it includes many kinds of internet-delivered teaching, including courses with limited enrollment or formal admissions. A MOOC is an online course designed for broad participation. Open education concerns openness in access and/or permissions. Therefore, a course can be online without having an open license, and an openly licensed resource does not automatically amount to a complete course.

- Subject and outcomes: What skills or knowledge does the course aim to teach?
- Entry requirements: Are there prerequisites, registration limits, or eligibility rules?
- Format and pace: Is it self-paced or cohort-based, and are there required live or in-person activities?
- Cost and licensing: Which materials are free, what requires payment, and what reuse permissions apply?
- Assessment and interaction: Are there graded assignments, forums, instructor feedback, or peer activities?
- Credential: Is a certificate available, what does it certify, and what does it cost?
- Access and support: Check language, accessibility, technical requirements, and learner support.
How common are MOOCs?
The scale figures available use different dates and measures, so they should not be read as a single continuous enrollment trend. An OECD working paper published in 2020, reporting figures from Class Central/Shah for 2019, said more than 110 million individuals had signed up for MOOCs; it also reported that over 900 higher-education institutions and nearly 500 firms or institutions offered more than 13,500 courses worldwide. These are figures reported by the paper from its cited source, not an OECD census. OECD working paper.
A UNESCO 2023 publication, citing Shah for 2021, referred to at least 220 million students in MOOCs. Because this is a different year and source chain, and uses “students” rather than the 2019 report’s “individuals signed up,” it should not be used to calculate a precise growth rate against that earlier figure. Where the term came from
MOOCs emerged in the late 2000s. The OECD’s 2020 working paper describes platforms including Coursera, edX, and Udacity as developing in 2012. That is historical context, not a current ranking or assessment of those platforms.
