Near real time means information or media becomes available after a short delay, but the phrase has no universal cutoff in seconds. The acceptable delay depends on the task. To judge a claim, identify what starts and ends the measurement and whether it covers the whole application or only network transit.
What does near real time mean?
Near real time describes a system that delivers information soon after an event, with a delay short enough for its intended use. “Near-real-time” and “nearly real time” are common variants. The phrase alone does not say whether the delay is a fraction of a second, several seconds, or longer.
For example, a delay acceptable for viewing a live broadcast may be too long for a voice conversation or remote control. The relevant question is not simply “How many seconds?” but “How much delay can this particular use tolerate?”
How many seconds is near real time?
There is no single number that applies across industries and applications. A number is meaningful only when its context and measurement boundaries are clear.

For streaming media, the IETF’s informational RFC 9317: Operational Considerations for Streaming Media, published in October 2022, gives these rough working categories:

These are streaming-media categories, not universal definitions of “near real time.” RFC 9317 describes ultra-low-latency delivery as targeting less than one second of glass-to-glass delay, while noting that interactive applications can need still lower delays and fall outside the document’s scope.

What should latency measure?
For streamed media, RFC 9317 defines latency as the “glass-to-glass” time from the real-world event to the media being appropriately played on an end-user device. That end-to-end measure is different from network latency, which describes packet travel time across a network.
Processing and buffering can add delay beyond packet transit. Depending on the system, a meaningful end-to-end measurement may need to include service ingestion, encoding, decoding, and playback buffering. Startup delay is also distinct from ongoing stream latency: the latter measures the gap between an event happening and its playback, not simply how long a viewer waits for a stream to begin.

Why does the use case change the target?
A person watching a live event may accept a delay that would disrupt a conversation or make a control loop unsafe. RFC 9317 names videoconferencing, voice calls, remote video gameplay, and remote control of drones, vehicles, or surgical robots as examples where feedback needs can push latency targets well below one second.
“Real time” deadlines in control systems should not be assumed to mean the same thing as a consumer’s expectation for live media. Define the consequence of a late update for the actual task before choosing a target.

What trade-offs come with lower latency?
Reducing streaming delay can involve practical compromises. RFC 9317 notes that low-latency live delivery may require dedicated premium services and can bring higher costs, lower media quality, less flexibility in adaptive bitrate or resolution, and greater susceptibility to visible disruption.
Therefore, the lowest possible latency is not automatically the best setting. A useful target balances responsiveness against cost, quality, flexibility, and reliable playback under the conditions the service is expected to handle.

How to evaluate a near-real-time claim
When a vendor or system description promises near-real-time performance, ask for details that make the number interpretable:
- Measurement boundary: What event starts the clock, and what event marks availability to the user or system?
- What the number includes: Is it network transit, processing, or end-to-end application latency?
- How it is reported: Is it an average, a percentile, or a maximum, and under what load and network conditions?
- Use-case tolerance: What happens if the target is missed? Does the information lose value, interrupt an interaction, or make control unsafe?
- Trade-offs: What changes in cost, quality, flexibility, or user-visible reliability are required to reduce delay?
An example of protocol-specific usage
Microsoft’s Smooth Streaming Protocol introduction, updated October 30, 2024, says MPEG-4-based HTTP delivery allows switching “in near-real-time” between compressed media quality levels. The page does not attach a numeric delay to that phrase, so it illustrates protocol-specific usage rather than establishing a general threshold.
