An electronic logging device (ELD) connects to a commercial motor vehicle’s engine to record driving time automatically and support the driver’s electronic record of duty status (RODS). In the United States, most drivers and carriers already required to keep RODS under federal hours-of-service rules must use a compliant ELD, subject to specific exceptions. An ELD records and transfers log information; it does not replace the underlying hours-of-service rules.

What an ELD does—and what it does not do

FMCSA describes an ELD as a device that synchronizes with a vehicle’s engine to automatically record driving time. It supports the driver’s RODS, the record used to document duty status for hours-of-service compliance. The federal rule sets device performance and design requirements, requires devices to be self-certified and registered, and includes rules for supporting documents, data transfer, and protection against harassment based on ELD data or connected technology. The ELD rule governs how covered drivers record and transfer RODS; it does not change the basic hours-of-service limits or their exceptions. Whether a driver needs an ELD depends on the applicable RODS requirements and any ELD exception—not simply on whether a vehicle is a truck or has a particular label.

Who generally needs to use an ELD?

FMCSA says the rule applies to most motor carriers and drivers who are required to maintain RODS under 49 CFR 395.8(a). Coverage includes commercial buses as well as trucks, and can include Canada- or Mexico-domiciled drivers operating in the United States. Who may be exempt from the ELD requirement?

FMCSA identifies several principal exceptions, but eligibility turns on the details of the operation. A broad description such as “short haul” or “older truck” is not enough to establish an exemption.

  • Qualifying short-haul timecard operations: Drivers operating under the applicable short-haul timecard exception do not have to keep RODS and are not required to use an ELD.
  • Limited RODS use: A driver required to keep RODS no more than 8 days in any 30-day period does not have to use an ELD. RODS obligations can still apply on days they are required.
  • Qualifying drive-away-tow-away operations: The exception applies when the vehicle being driven is the commodity being delivered, or when the vehicle being transported is a motorhome or recreational vehicle trailer under the stated conditions.
  • Vehicles manufactured before model year 2000: Drivers of these vehicles are excepted from the ELD requirement.

Can a smartphone or handheld device be an ELD?

Yes, a portable handheld device, smartphone, or other wireless device can be used—but it does not qualify merely because it runs a logging app. It must meet FMCSA’s technical specifications and be on the agency’s registered ELD list. Carriers are responsible for checking that the exact device is registered and has not been revoked. Registration reflects the provider’s self-certification; it is not a permanent endorsement or a guarantee that every configuration sold under a brand qualifies. How to check an ELD before choosing or using it

  1. Identify the exact device or bundle. Confirm the model and configuration with the provider; a brand name alone may not identify the listed device.
  2. Check FMCSA’s current registered and revoked ELD lists. Verify the exact device’s status before purchase or use, and check again when its status may have changed. FMCSA ELD homepage and device lists
  3. Confirm vehicle and engine compatibility. Ask the provider whether the specific unit works with the vehicle and engine in the operation.
  4. Review roadside transfer and daily-use requirements. Confirm which data-transfer methods the device supports and how drivers present records during an inspection.
  5. Evaluate installation and fleet needs. Check setup requirements, driver usability, fleet administration, support terms, and total cost in the provider’s current materials.

FMCSA’s registration listing is the key compliance check, but it does not establish that a device is compatible with every vehicle or suitable for every fleet’s workflow.

Current FMCSA device-removal notice

On August 6, 2026, FMCSA reported removing MOONLIGHT ELD, HGRS ELD, HIGHEST ELD, TRUCKFORD ELD, and Sparkle ELD from its registered list because the companies failed minimum requirements. The agency’s notice directed affected carriers to replace those devices with registered ELDs before October 6, 2026. Because list status and agency notices can change, consult the current FMCSA ELD homepage for the latest information.
