The European Union is building routes from semiconductor research to industrial use through shared pilot lines, competence centres and funding initiatives. The European Chips Act has been in force since 21 September 2023; a proposed “Chips Act 2.0” and a concept for an advanced-chip plant are still works in progress, not proof that Europe has secured new manufacturing capacity or semiconductor independence.

How the EU Chips Act connects research with industry

The European Chips Act, Regulation (EU) 2023/1781, entered into force on 21 September 2023. Its Chips for Europe Initiative is intended to strengthen technology capacity and innovation and bridge advanced research with industrial exploitation. The initiative supports shared infrastructure and business assistance rather than treating laboratory results as production-ready chips. The regulation sets the legal framework; the Commission’s overview describes the initiative.

Pilot lines: a bridge between a lab process and a factory

Pilot lines provide facilities for developing semiconductor processes, testing and experimentation, prototyping, and small-scale production. They let researchers and companies work on manufacturing methods and device concepts before attempting industrial-scale production. They are not, by themselves, high-volume commercial fabs.

In its June 2026 proposal, the European Commission reported that five general semiconductor pilot lines were operational to varying extents as of May 2026, with further equipment still being added. That status matters: “operational” does not mean every line is fully equipped or running at full capacity. The Commission describes the lines as targeting critical gaps while building on existing European strengths. The proposal and its supporting material provide the status report.

Competence centres: practical help for businesses

Competence centres are intended to help businesses—especially small and medium-sized enterprises and startups—through support, training and access to infrastructure. They complement pilot lines: a centre can help a company find expertise and facilities, while a pilot line provides a setting for process development and experimentation. The Commission presents both as parts of the research-to-industry pathway. Its Chips Act overview explains these roles.

What the EU’s quantum-chip pilot lines cover

The Commission’s May 2026 account reported six established quantum-chip pilot lines. Together, they cover superconducting, spin, photonic, diamond, neutral-atom and trapped-ion approaches. These are different technology routes, not interchangeable implementations of a single chip design; the infrastructure is meant to support development and experimentation across several quantum hardware families. The reported count describes pilot lines established, not commercial quantum-chip production. The Commission proposal lists the six approaches.

What Chips Act 2.0 would add—and its current status

The European Commission published its Chips Act 2.0 proposal on 3 June 2026. It is proposed legislation, not enacted law. On 4 October 2026, the European Parliament’s procedure tracker listed it as awaiting committee decision in the ordinary legislative procedure. Its provisions should therefore be understood as proposed actions unless and until the legislative process concludes. The Parliament procedure record tracks its status.

The proposal would continue the research-to-industry approach through five components:

  • Pilot lines: continued process development and testing infrastructure.
  • Quantum chips and photonic integrated circuits: capacity focused on these technology areas.

  • A funding instrument: a proposed fund for startups, scaleups and SMEs.

The proposal sets out policy intentions; it does not establish that every measure has been funded, built or made available. The Commission’s proposal describes its components.

The advanced-chip plant is a concept, not a completed fab

On 3 June 2026, the Commission announced an advanced-chip pilot concept for an EU semiconductor plant. The idea combines leading-edge-node manufacturing with chiplet integration and 2.5D/3D packaging, bringing advanced fabrication together with methods for assembling multiple chip components into more complex systems. The Commission estimated an initial investment need of €20–40 billion, depending on the option selected. That is a planning estimate, not secured spending or operating capacity. The same announcement discussed the possibility of mobilising €3–4 billion in public and private investment to support fabless chip-design firms through future EU, member-state, industry and private-investor funding. This, too, is a potential future mobilisation figure—not a statement that the money has already been committed.

Why the Commission says advanced chips matter

The Commission links advanced chips to AI and cloud infrastructure and to strategic applications in defence, health, space, robotics, secure communications, drones and autonomous vehicles. These are policy motivations for the proposed capability, not evidence that a plant concept will meet demand in those sectors.

What the financing figures show—and what they do not

The European Commission reported that the European Investment Bank financed semiconductor projects with €1.9 billion from 2018 through 2022, mobilising €5.8 billion of investment. These are historical, period-specific figures; they do not establish current annual financing or the amount available to any particular project today. The Commission’s Chips Act communication reports the figures.

What this approach can—and cannot—establish

EU policy is assembling a staged pathway: research and design support, shared process-development and testing facilities, help for companies to reach those resources, and proposed mechanisms for scale-up. Pilot lines can reduce the gap between an idea and a manufacturable process, but they are not a substitute for the investment, equipment, workforce and sustained operation needed for commercial production.

The measures also differ in maturity. The Chips Act is enacted; pilot lines and quantum-chip lines have been reported as operational or established to varying degrees; Chips Act 2.0 remains a proposal; and the advanced-chip plant remains a concept with an estimated investment need. Those distinctions rule out treating European semiconductor independence as an accomplished result. The cited EU material also does not support a reliable ranking of the EU’s research capacity against the United States or East Asia, or a current EU share of global chip output.
