Microsoft announced new development tools and browser capabilities; a Web Directions survey recorded usage among its respondents; and the Software Engineering Institute (SEI) reported on resilience, architecture and delivery work during its fiscal year. Those records show what was launched, reported or explored, not that every developer adopted it or that the entire industry changed at once.
What counted as a hit in 2010?
The clearest hits were converging priorities: tools aimed at more kinds of devices and cloud services, browsers expanding web-platform capabilities, and engineering organizations paying attention to resilience and delivery. They are different kinds of evidence. A vendor announcement establishes what a company said it was releasing; a survey describes its respondents; an institutional report documents that organization’s work. None alone proves industry-wide success.
The year also resists a simple “hits and misses” scorecard. The available evidence identifies launches, investment and reported usage, but does not provide comparable measures of market outcomes or failed projects. A fair retrospective can identify momentum and the gap between ambition and demonstrated adoption without declaring a universal winner or inventing a definitive miss.
Developer tools reached toward devices and cloud services
Visual Studio 2010 and .NET Framework 4
Microsoft announced general availability of Visual Studio 2010 and .NET Framework 4 on April 11, 2010. The company positioned the release as supporting development for new devices as well as emerging cloud services. It also said Silverlight 4 would reach the web later that week. These are release details and Microsoft’s framing of the products’ intended scope—not evidence that developers broadly adopted them. Microsoft’s launch announcement quoted Bob Muglia, then president of its Server and Tools Business, saying customer and partner feedback had helped shape the release.

What the announcement can—and cannot—show
The launch is evidence that a major developer-tool vendor was presenting its environment and framework as relevant to multiple targets, including cloud services. It does not establish that the tools fulfilled every promise, displaced alternatives or were adopted across the profession. Those outcomes require evidence beyond an announcement.
Browsers and web-platform capability expanded
Internet Explorer 9 Platform Preview
At MIX10 on March 16, Microsoft announced an Internet Explorer 9 Platform Preview. The company highlighted expanded HTML5 support, hardware-accelerated graphics and text, and a new JavaScript engine. The same announcement discussed Microsoft’s planned contributions to jQuery and OData software development kits for multiple languages and platforms, linking browser work with cross-platform web applications. These descriptions reflect Microsoft’s stated capabilities and intentions at the time, not an independent evaluation of performance or subsequent adoption. Survey evidence: jQuery among respondents
A separate view of practice comes from the Web Directions State of Web Development 2010 survey. Its overview says nearly 80% of respondents reported using jQuery, compared with 63% the previous year. That is a notable increase within the survey, but it describes respondents—not all web developers, and not a census of the industry. The survey overview supplies the comparison.
Taken together, Microsoft’s browser announcement and the survey suggest two distinct aspects of the web’s development environment: a vendor push on platform capabilities and substantial reported use of a JavaScript library in the survey sample. The sources do not establish a causal link between them.

What the 2010 survey reported about server-side development
The Web Directions results give specific figures for answers to two different questions. The percentages below belong to those survey questions and should not be read as shares of all developers or as a ranking of the entire market.

The figures come from the Web Directions 2010 results. They are useful snapshots of what respondents said they used, but the survey’s sampling limits prevent treating them as universal usage rates or proof that a language or framework “won.”

Engineering practice put resilience and continuous delivery on the agenda
The Software Engineering Institute’s (SEI) fiscal year 2010 ran from October 1, 2009, through September 30, 2010. Its annual report describes institutional initiatives rather than a census of software teams. Among them, SEI launched the CERT Resilience Management Model (CERT-RMM), published CMMI Version 1.3, and explored how architecture principles could be applied to agile practices in support of continuous delivery. SEI’s FY2010 annual report records this work.
The report also describes tactical exploration of service-oriented architecture using a smartphone to access information from assets such as unmanned aerial vehicles. That example shows the institute considering architectures that connect mobile access with remote information sources. It does not demonstrate broad deployment or measurable success across the software industry.

Cloud mattered strategically, but the investment figure is Microsoft’s
Microsoft’s fiscal 2010 annual report says the company invested $8.7 billion in research and development, with most of that devoted to cloud technologies. This is Microsoft’s company-reported spending for its fiscal year, not an industry-wide total or a measure of all cloud development. It is evidence of the company’s strategic emphasis, consistent with the cloud-oriented framing of its developer-tool launch. Microsoft’s fiscal 2010 annual report provides the figure and attribution.
What looks like a miss—and what the evidence leaves unresolved
The gap between capability and outcomes
Several developments were presented in ambitious terms: tools for new devices and cloud services, browser improvements, cross-platform support and practices intended to aid continuous delivery. The available records establish that these aims were announced or explored. They do not supply comparable outcome data showing which capabilities succeeded in the market, improved software delivery or became standard practice.
No defensible industry-wide winner
The survey’s jQuery, PHP and Ruby on Rails figures concern its own respondents, while the Microsoft and SEI material has organizational scope. The sources therefore cannot support a claim that one language, framework, platform or methodology won software development in 2010. Nor do they identify a well-supported, single “miss” with comparable evidence of failure.
The most accurate assessment is that 2010 brought visible investment in broader development targets, web capabilities and engineering resilience, alongside a survey snapshot of tools and technologies in use. The record is meaningful, but narrower than a verdict on the whole industry.
