The cheapest practical way for a startup to prototype an IoT device is usually to begin with an off-the-shelf wireless development board, not a bare chip. It gets you to a working connected experiment with less board-design and integration work. Move to a compact module or custom chip-based design only when the product’s size, power, interfaces, or production requirements justify that extra work.
Start with a wireless board to test the product idea
A development board combines a microcontroller with the supporting hardware needed to experiment, so you can focus first on what the device should do: read sensors, control outputs, connect to a network, and exchange data. Raspberry Pi describes Pico W as a board for IoT and wireless projects; its product information lists a wireless module supporting 2.4 GHz 802.11n WLAN and Bluetooth 5.2, as well as low-power sleep and dormant modes. Those capabilities make Pico W one example of a quick-start board, not a universal answer. Check that its wireless protocols, interfaces, memory, and power behavior fit the experiment you need to run. A board that is convenient on a workbench may not meet the size, battery-life, or connectivity requirements of the eventual product.
Check whether connectivity is already included
Do not assume every board in a family has wireless networking. Raspberry Pi’s Pico documentation distinguishes non-wireless Pico and Pico H boards from wireless Pico W and Pico 2 W variants. If you choose a non-wireless board, account for the added radio hardware and the integration work needed to connect it. That route may make sense when the separate connectivity hardware better fits the product, but it is not automatically the simpler or cheaper prototype.

Compare prototype paths by total effort and system cost

A chip’s price alone does not represent the cost of a working device. Compare the complete bill of materials and the engineering effort required to get a reliable prototype running. No current, apples-to-apples price comparison or startup-specific build-cost figure is established here, so get current supplier quotes for the exact parts and quantities you intend to use.
Move to a compact module when the requirements call for it
A module can be a useful step between a development board and a custom design. Espressif’s ESP32-PICO Series Datasheet documents chip variants, package dimensions, and in-package memory. The ESP32-PICO-MINI-02 and MINI-02U datasheet provides module characteristics and PCB layout recommendations. Use those documents to assess whether a particular part meets the actual design constraints; a compact package does not eliminate the need to account for the rest of the board, antenna design, firmware, or sourcing.

Evaluate a module or chip-based design when a board’s size, power behavior, peripherals, or production form factor no longer fits the product. Until then, the extra integration work may distract from validating the core idea.
Account for software licensing before commercializing
Raspberry Pi’s Pico documentation says that libcyw43 and BTstack are free for non-commercial projects. If your intended use is commercial, check the licensing terms for the selected product and software before settling on the design. A prototype that works technically is not, by itself, confirmation that its software terms fit a commercial product.

Keep debugging hardware optional
Raspberry Pi describes its Debug Probe as a USB-to-debug kit, with hardware and cables, for Pico development on Raspberry Pi and other computer platforms. It can be useful when you need that debugging setup, but it is an optional development aid rather than a prerequisite for every prototype. See the Pico product page for the Debug Probe information.

Raspberry Pi’s 2022 launch article was titled “Raspberry Pi Pico W: your $6 IoT platform.” That $6 figure is a historical launch-price claim, not a current retail quote or the total cost of a finished prototype. Check current prices and availability for the board, modules, supporting parts, and any required connectivity hardware before preparing a budget.
