The Ministry of Finance says most GST rate changes for goods and services took effect on 22 September 2025; a reform headline alone does not establish the rate for any particular product.
What changed, and when did it take effect?
The Ministry of Finance FAQ on decisions of the 56th GST Council meeting, published by the Press Information Bureau on 3 September 2025, says rate changes for services and goods other than specified tobacco products took effect on 22 September 2025. For those specified tobacco products, existing GST and compensation cess rates continue until a later date is notified. Check for later notifications before relying on the FAQ for a current transaction.
For goods, the FAQ identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the notification for CGST rate changes. Consult the GST Council’s rate-notification index to locate official notifications, then confirm the exact product entry and any applicable exemption. The notification, not a broad description of GST 2.0, is the place to verify a SKU’s treatment. The FAQ is available from the Press Information Bureau.
Check each product and each transaction
- List your products and existing classifications. Record each SKU alongside the GST classification currently used for it. The applicable classification is product-specific; the reform did not create one universal rate for every item in an online catalogue.
- Verify the notified entry. For every SKU, check the relevant rate notification and any applicable exemption notification. Confirm the precise entry and effective date before changing a product listing, invoicing setting, or tax code. Do not assume a rate from a product category label alone.
- Flag transactions around 22 September 2025. Identify affected orders whose supply, invoice, or payment dates fall on different sides of the change date. For these transactions, use the Section 14 time-of-supply rules; the result depends on the combination of dates, not simply the invoice date. The Ministry of Finance FAQ provides the framework and examples.
- Keep a verification record. Retain the notification and product classification you checked, the effective date applied, and details of any corrected invoice or tax-setting change. This is a practical audit-trail measure, not a claim that a particular record format is mandated.
If a transaction’s dates or facts do not fit the official examples, or the classification is disputed, get advice from a qualified GST professional rather than selecting a rate based on assumption.

Separate GST rates from marketplace TCS and registration
A marketplace transaction can raise separate questions about who made the supply, supplier registration, and tax collected at source (TCS). CBIC’s e-commerce FAQ discusses TCS and supplier registration for supplies made through an e-commerce operator, and distinguishes those supplies from a seller’s own-account sales. These are related compliance issues, but the rate notification alone does not show that GST 2.0 changed a seller’s marketplace registration or TCS position. CBIC’s page contains older material, so do not use its older numerical examples as current GST 2.0 rate guidance.

No. The Ministry of Finance FAQ states: “No, there is no change in threshold of the registration required for goods under CGST Act, 2017.” Sellers still need to assess their own registration circumstances; this answer concerns the goods threshold and does not determine every seller’s obligations.
