Technology is important in education when it helps learners reach instruction, supports effective teaching or builds useful skills. It is not automatically an improvement: its value depends on the learning need, access, teacher preparation and evidence that it improves outcomes. Digital tools should support—not replace—teachers and human interaction.
What impact can technology have on learning?
Digital tools can give students more opportunities to practise, extend learning time, present material in different ways, support personalized instruction and enable interaction or collaboration. UNESCO’s 2023 Global Education Monitoring (GEM) report summarizes systematic reviews that found small-to-medium positive effects compared with traditional instruction. Those findings do not mean technology alone caused the gains: additional teacher support, instructional time and other resources may also have contributed. UNESCO’s report explains both the potential and the limits of the evidence.
Technology can also help people learn when distance, disability or a shortage of trained teachers makes conventional access difficult. UNESCO describes approaches such as radio instruction and mobile learning for hard-to-reach learners. Their usefulness depends on suitable infrastructure, accessible content and preparation for the teachers and facilitators involved; a tool that works in one setting may not work in another. UNESCO’s technology-in-education report discusses these conditions.
Why does access determine who benefits?
Having a device or digital resource available in principle does not mean every student can use it. UNESCO’s 2023 GEM report says 46% of households globally had a computer at home in 2020, while one in four primary schools globally lacked electricity. These figures refer to different measures—household computer access and school electricity—and should not be treated as interchangeable or as current estimates for every country. Where connectivity, electricity, devices or accessible formats are missing, digital instruction can exclude the very learners it is meant to help. Conversely, appropriately chosen tools can extend learning opportunities to students who live far from schools or trained teachers. The question is not simply whether technology is present, but whether learners with different backgrounds, abilities and resources can benefit from it.
What are the risks of relying on technology?
- Unequal access: Students with less reliable connectivity or fewer devices may fall further behind if essential work moves online.
- Distraction or harm: Poorly designed or excessive technology use can distract learners and may harm outcomes; screen time by itself is not evidence of engagement or learning.
- Weak evidence: Results from a technology program may reflect extra instructional time, teacher attention or other resources rather than the product itself.
- Fast-changing products: UNESCO reports that education technology products change every 36 months on average, which can make careful evaluation difficult.
- Limited independent evaluation: The 2023 report says 7% of education technology companies in the United Kingdom had conducted randomized controlled trials and 12% had used third-party certification. These are UK-specific figures, not global estimates.
These cautions do not mean technology has no educational value. They mean that a purchase, rollout or increase in device use should not be mistaken for proof of better learning. UNESCO notes that evidence is limited and uneven, with much of it coming from richer countries.

How should a school evaluate an education technology?
Compare a proposed tool with realistic alternatives, including existing teaching methods. Before adopting or expanding it, answer these questions:
- Learning objective: What specific learning problem is the tool meant to address?
- Evidence and attribution: Is there credible evidence for learners and conditions like yours? Could added teacher support, time or resources explain the reported result?
- Access and inclusion: Can students use it reliably, including those with disabilities, limited connectivity or less access to devices at home?
- Teacher preparation and interaction: Does it help teachers teach and students interact, or add workload and displace useful human support?
- Total cost and sustainability: Account for electricity, connectivity, maintenance, training and replacement, not just the purchase price.
- Outcomes and review: Decide how learning will be assessed, then review whether the tool is helping before expanding its use.

What should count as success?
Measure whether students learn—not how many devices were distributed, logins recorded or hours spent on a platform. Assess the intended learning objective and consider who benefited, who could not participate and what support teachers needed. If a tool does not improve learning or access in its actual setting, reconsider its design, support or continued use.
Technology’s role also needs to fit the purpose of education. UNESCO’s position is that digital tools should support education grounded in human interaction rather than aim to replace it. Its recommendations set out that human-centered approach.

How important is technology in education, in practice?
It can be an important means of improving access, supporting instruction and developing relevant skills—but it is not an end in itself. Its importance in any school or learning program depends on whether it addresses a real need, is accessible and sustainable, strengthens teaching, and produces measurable learning benefits without displacing valuable human support.
