Local AI runs models on your device or infrastructure you control; cloud AI sends requests to a provider’s remote systems. Local processing can keep prompts on-device, avoid network round trips, and work offline, while cloud services can offer easier access to larger models and scalable computing. Neither is automatically cheaper, faster, or more private: the right choice depends on the task, hardware, data, and operating requirements.

How local AI and cloud AI differ

The key distinction is where inference—the work of generating an answer from a prompt—takes place. With local AI, the model runs on a computer or other infrastructure under your control. With cloud AI, the prompt is transmitted to a provider’s infrastructure for processing, and the response is returned over a network.

That difference affects more than where data is stored. It changes who operates the computing environment, what hardware is available, whether a connection is required, and how costs accrue. Microsoft’s developer guidance focuses on Windows applications, but its comparison illustrates these general trade-offs: Microsoft Learn: Local AI vs. cloud AI.

Privacy and security: where does your prompt go?

Local AI limits one kind of data transfer

If inference runs entirely on your device and the application does not transmit prompts elsewhere, those prompts need not be sent to an AI provider. Microsoft summarizes the benefit and responsibility this way: “Since data remains on the device, running a model locally can offer benefits regarding security and privacy, with the responsibility of data security resting on the user.” This is not a guarantee that a local setup is secure. The device, application, accounts, stored files, backups, and updates still need protection.

Cloud AI adds provider data handling

Using a cloud service means the request reaches provider infrastructure. Before sending sensitive information, check the service’s current terms and applicable organizational rules: what data is retained, how it is handled, who can access it, and what controls are available. Do not infer the answer from the word “cloud” or from a server’s location alone.

Cloud computing may use domestic or international infrastructure, and location can affect latency and other considerations. But a domestic data center does not, by itself, establish that a service meets a particular privacy or compliance requirement. The OECD discusses public-cloud compute across domestic and international settings and notes that AI inference can be latency-sensitive: OECD, AI Compute and the Need for Global Governance.

Local shifts security work to the operator

Local inference reduces dependence on a provider receiving each prompt, but it puts more responsibility on the person or organization managing the endpoint. For a personal computer, that includes device access and local storage. For a business deployment, it can also include configuration, maintenance, and update practices. Decide based on the actual data path and controls, not a blanket assumption that local means private or cloud means unsafe.

Cost: compare the whole workload, not just the listed price

Local and cloud AI have different cost structures. Microsoft’s Windows-oriented guidance describes local AI as having no additional cost beyond the initial device hardware investment, while cloud costs can accumulate with resource use and time. That is a useful distinction, not a universal verdict about which will cost less.

  • Local costs: suitable hardware and its replacement, electricity, maintenance, and the engineering or operations effort needed to install, update, and support models.
  • Cloud costs: service or usage charges, which can vary with how much and how long you use the provider’s resources, plus the effort needed to integrate and manage the service.

A device you already own may make local experimentation economical, but it still has limits and operating costs. A cloud service avoids buying and maintaining local compute for each workload, but frequent or sustained use can increase usage charges. A cost-benefit preprint proposes evaluating hardware requirements, operating expense, and performance together; it is a comparison framework, not a definitive price list or universal break-even calculation: Cost-benefit analysis of local and cloud AI inference (preprint).

To compare your own options, estimate the same period and workload for each: include expected usage, hardware purchase or replacement, power, support, and service charges. Without a specific model, device, workload, and current provider pricing, there is no evidence-based general threshold at which one option becomes cheaper.

Speed and availability: what does “faster” mean?

Local inference avoids the network round trip

When the model runs on the device, a request does not have to travel to a remote provider and back. That can reduce network latency, and local inference may continue without an internet connection. But the device still has to perform the computation: model size, available CPU or GPU, memory, and the task all affect whether it responds quickly enough.

Cloud inference depends on both connection and provider response

A cloud request depends on connectivity, network conditions, and the provider’s response time. Cloud services can draw on provider-managed computing resources, but that does not guarantee a faster answer for every user or task. Network distance may matter, yet performance cannot be judged from geography alone.

There is no universal speed winner in the available guidance. Compare the actual model and workload on the hardware or cloud service you intend to use; do not assume that a consumer device will run a particular model quickly without checking its requirements.

Model and hardware fit: can your device do the job?

Local inference is constrained by the compute, memory, and storage available where the model runs. A device may be able to run a smaller or less demanding model but not the model or workload you need. Check the requirements for the specific model and application before choosing a device; the general label “AI-capable” does not establish that it can handle your intended workload.

A GPU-equipped desktop or workstation can be one route to more local compute, but the appropriate configuration depends on the model and task. There is no single hardware recommendation supported here. If a device cannot support the required model or performance, cloud inference—or a hybrid approach—may be more practical.

Operations and scale: who maintains the system?

With local deployment, you or your organization are responsible for the environment the model runs in. Updates, compatibility, hardware capacity, and ongoing support all become part of the operating work. Scaling up can mean upgrading hardware or adding devices.

With cloud services, the provider manages the underlying infrastructure and can offer scalable resources. That reduces some infrastructure work, but you still need to manage the service integration, usage, and data-handling choices. The trade-off is not simply “control versus convenience”: it is also a question of which responsibilities you want to operate and pay for.

Can local and cloud AI be combined?

Yes. A hybrid design can try local inference first and send a request to a cloud model when local inference is unavailable, the device is unsupported, or a task needs a larger model. Microsoft describes this fallback pattern in its Windows developer guidance.

Fallback changes the privacy boundary: a prompt that stays local in one case may be transmitted to a provider in another. Decide which conditions trigger cloud use, whether fallback is allowed for sensitive tasks, and how users will be told when their data is about to leave the device. A hybrid system is only as predictable as its fallback rules and user communication.

Which option should you choose?

Choose local first when… Choose cloud first when…
You need inference to work without internet, want to avoid sending prompts to an AI provider, and have hardware that supports the model and workload. You want provider-managed computing resources or need a model or workload your available local hardware cannot support.
You can take on device security, updates, compatibility, and capacity planning. You can rely on a connection and have reviewed the provider’s data terms, service requirements, and usage costs.

If neither column fits, consider a hybrid design—but make its cloud fallback explicit. For any option, start with the task and data sensitivity, then confirm model fit, total cost, connectivity, and who will operate the system. Provider prices, supported models, and hardware requirements change, so check current terms and specifications before committing.
