Brazil’s route to making more hardware at home is a layered industrial strategy, not a promise to build a self-sufficient advanced-chip industry in one step. It combines an existing electronics assembly base with support for semiconductor research, design and production, plus public financing and procurement aims. The central test is whether those policies produce lasting technical capability and more domestic value—not simply whether large sums are announced.
What “manufacturing at home” means
Hardware production covers activities with very different levels of technical depth. An electronics plant can assemble products from imported parts; a deeper supply chain may make components locally, design chips, or process semiconductors. These activities can reinforce one another, but success in one does not demonstrate capability in the others.

This distinction matters when judging Brazil’s policies: electronics assembly is a useful industrial platform, but it is not evidence by itself of a complete domestic hardware supply chain.
Brasil Semicon adds a semiconductor layer to existing policy
Law 14,968, enacted on 11 September 2024, created Brasil Semicon and modernized Brazil’s industrial-policy framework for information and communication technology and semiconductors. The law covers research, development, innovation, design, production, and application; it also includes displays and solar panels. Its stated directions include increasing domestic value added, strengthening research and technology, improving productivity and employment, encouraging national procurement and industrial integration, supporting regional equality, and advancing technological sovereignty. These are statutory goals, not proof that the outcomes have already been achieved.

The law builds on PADIS, a federal incentive program for semiconductor and related industries that originated under Law 11,484 of 2007. In the new framework, participating companies must be qualified under PADIS for the financing instruments described in the statute. The law permits support for new projects and for existing projects to be expanded, modernized, or updated.
How the law authorizes financing and project support
Law 14,968 authorizes BNDES and Finep to structure or use several types of support for PADIS-qualified semiconductor projects. Authorization is not a guarantee that a particular company or project qualifies, that a funding call is open, or that financing is available on any specific terms.

Eligible project costs can include imported as well as domestic equipment, so support for a factory does not by itself mean that its machinery or inputs will be locally produced. For businesses, current qualification rules, regulations, calls, and financing terms need to be checked with the responsible institutions before making plans.
Brazil’s starting point: electronics assembly in Manaus
The Manaus Free Trade Zone, established in the 1960s, provides a longstanding manufacturing base. The OECD’s 2026 Production Transformation Policy Review describes federal and local tax incentives for manufacturing—especially assembly—of products such as cell phones, computers, motorcycles, and other electronics. Benefits are conditional on minimum production requirements inside the zone and apply to production for domestic sales as well as exports.

Companies in the zone import components from other Brazilian states and abroad. That arrangement can support production and jobs while leaving a question about how much value and technical capability are retained locally. The OECD identifies employment and value added as contributions of the zone, while also noting its persistent trade deficit as a concern for long-term sustainability.
The OECD reports that Amazonas state GDP per capita rose sevenfold between 1970 and 2010, compared with an increase of less than twofold in São Paulo. This is a long-run regional comparison, not an estimate of the Free Trade Zone’s isolated causal effect and not an evaluation of Brasil Semicon.

Public commitments are not yet production results
The Center for Strategic Studies and Management (CGEE), in its 2026 report The Brazilian Landscape of Science, Technology, and Innovation in Semiconductors, reports more than R$21 billion in combined public commitments for 2024–2026. Within that total, CGEE reports R$7 billion annually through 2026 in semiconductor tax incentives. These are reported commitments and allocations, not a measure of actual expenditure or resulting output.
CGEE also reports an MCTI-announced R$220 million investment to revitalize CEITEC, focused on adapting infrastructure for silicon-carbide semiconductors used in clean energy and electric vehicles. Separately, it reports a R$100 million Finep semiconductor program for research and innovation using non-reimbursable FNDCT funds. The cited figures describe an announcement and a program allocation; they do not establish that the full amounts have been disbursed or that production capacity has been delivered.

The available program and sector reporting cited here does not establish the latest attributable production, export, or disbursement outcomes for Brasil Semicon. That makes it important to distinguish announced support from factory investment, operating facilities, qualified production, and competitive sales.
Semiconductors sit within a wider digital-industrial plan
The Ministry of Development, Industry, Trade and Services (MDIC) places semiconductor capability within Mission 4 of Nova Indústria Brasil, which focuses on industrial digital transformation. Its priority chains include semiconductors, industrial robots, and advanced digital products. MDIC sets targets to digitalize 25% of enterprises by 2026 and 50% by 2033; these are policy goals, not measured progress figures. The ministry identifies potential relevance across energy, health, defense, agriculture, and digital infrastructure.
This wider setting matters because semiconductor capacity depends on more than a factory. It requires skilled people, research and design, suppliers, buyers, and firms able to use advanced digital products. The policy connection is an intended industrial direction; it does not establish that all those capabilities are already in place.
How to judge whether the strategy is working
Investment totals are only one input. A credible assessment should follow whether support becomes durable productive capacity and whether that capacity can compete and generate broad domestic returns. The following measures reflect the goals in Law 14,968 and the trade-offs identified by the OECD; they are an analytical framework, not an official scorecard.

- Technical depth: distinguish assembly from domestic component supply, chip design, research, and semiconductor processing.
- Domestic value and inputs: track local supplier development alongside dependence on imported components and equipment.
- Scale and competitiveness: examine productivity, costs, access to customers, and the ability to sell in domestic and export markets.
- Public return: compare disbursements and private investment with jobs, research and development, productivity, and sustained production.
- Regional effects: assess where employment and value creation occur, alongside fiscal and trade sustainability.
Brazil therefore has a plausible foundation for expanding domestic hardware capability: an established assembly base, a statutory semiconductor program, and a broad set of authorized policy tools. Whether that foundation becomes a step-change in manufacturing remains an outcome to be demonstrated, not something established by the laws, targets, or commitment figures alone.
