No—not on the evidence in Citizen Lab’s 2014 report. The report describes a Hacking Team implant bundled with a copy of the Qatif Today news app and a suspected third-party distribution link. It does not show that the analyzed APK was distributed through Google Play or bypassed the store’s checks. Citizen Lab also could not confirm that the Dropbox-hosted file in the suspected seeding was the same APK it analyzed.
What Citizen Lab established about the Android backdoor
In its June 24, 2014 report, Citizen Lab attributed an Android implant to Hacking Team. The analyzed sample was described as a functional copy of the Qatif Today Android news app bundled with the surveillance payload.
The report discussed a suspected link to a Dropbox-hosted APK, but did not confirm that the file was identical to the sample under analysis. That leaves the precise distribution route unresolved—and provides no evidence that Google Play hosted or approved the implant.
What the malware could do
Citizen Lab reported that the sample’s permissions and code indicated extensive surveillance capabilities. These were findings about samples examined in 2014, not an assessment of current Android devices or a claim that a present-day device is infected.

- Process calls and read or write SMS messages.
- Access location, contacts, calendar, camera, and microphone.
- Attempt to gain root access, including an exploit attempt associated with CVE-2012-6422.
- Drop a binary intended to provide persistent root access and command execution.
- Attempt to access data held by messaging and voice applications.
The lure’s focus on Qatif was discussed in the context of protests in Saudi Arabia’s Eastern Province. Citizen Lab could not identify the targeted individual; a political connection was presented as speculation, not established attribution.
Why the VirusTotal result does not prove a Google Play bypass
Citizen Lab recorded that QatifNews.apk was detected by 0 of 50 antivirus products when it was first submitted to VirusTotal on March 11, 2014. That is a result for one sample at one point in time. VirusTotal scanning is not evidence of a Google Play review, and the result says nothing about current detection rates or whether the APK passed Play’s checks.

Likewise, Google’s historical aggregate malware figures cannot establish what happened to this implant:

These are population-level figures for 2015, published by Google in 2016—not test results for the Qatif Today sample. Google’s report also said it checked more than 6 billion installed applications per day; that aggregate statement does not identify the route or outcome for this particular APK. What Google Play Protect does now
Google’s current Play Protect guidance says it checks apps from Google Play before download and scans devices for potentially harmful apps from other sources. It can warn users about detections and may remove known harmful apps in some cases. Google says a lightweight automatic scan runs daily, and users can request a full scan. Google’s present-day documentation describes current product behavior; it does not establish that Play Protect, in its current form, was available in 2014 or that it detected or missed the Hacking Team sample. The distribution route described by Citizen Lab remains a suspected third-party route, not a demonstrated Google Play bypass.

What “backdoor” means in Google’s malware guidance
Google defines a backdoor as code that enables unwanted, potentially harmful remote-controlled operations on a device. Classification depends on behavior: for example, dynamic code loading used to extract text messages can qualify. Google distinguishes malicious behavior from arbitrary code execution where there is no reason to believe the code was added for a harmful purpose.
