The results depend on how teams work and whether they use cloud infrastructure’s flexibility effectively.
What is DevOps?
Microsoft describes DevOps as a way to unite people, processes, and technology across application planning, development, delivery, and operations. It coordinates work among roles that might otherwise operate in separate silos, including development, IT operations, quality engineering, and security. Tools and automation can support that work, but purchasing tools alone does not create DevOps.

Myth 1: DevOps is just a set of tools
Tools can automate builds, tests, deployments, and monitoring, but DevOps also requires people to coordinate and take responsibility for the full path from planning to production. A tool may help a team collaborate or make a process repeatable; it cannot, on its own, resolve siloed ownership or decide how the team will handle reliability.

When evaluating a DevOps effort, look at whether teams share information and responsibility, whether recurring work is automated consistently, and whether delivery and operational outcomes are tracked together—not simply which products are installed.
Myth 2: DevOps means deploying faster at the expense of reliability
Delivery speed and reliability should be considered together, not as an inevitable trade-off. DORA’s 2022 report found that high software-delivery performance benefits organizational performance when operational performance, including reliability, is also high. It also reported that teams combining version control and continuous delivery were 2.5 times more likely to have high software-delivery performance. That is an association reported by DORA, not a promised result for every team; the report emphasizes that findings depend on context.

DORA’s 2022 report supports treating delivery and operations as connected outcomes rather than optimizing deployment speed in isolation.
Reliability also need not be left solely to an operations team. DORA’s 2021 report found that a shared-responsibility model—where developers and operators are jointly empowered to contribute to reliability—predicts better reliability outcomes. That means shared contribution, not the removal of operational responsibility.

Cloud computing provides a way to access configurable computing resources on demand; it does not guarantee that a particular workload will become cheaper or perform better after migration. NIST’s SP 800-145 defines cloud computing as “a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources” that can be rapidly provisioned and released with minimal management effort or provider interaction. The definition describes the model’s capabilities, not an automatic business result.

NIST identifies five essential characteristics: on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service. The standard also describes three service models and four deployment models. These characteristics help explain what a cloud strategy can offer; realizing value depends on how a workload and its operating practices use them.
NIST Special Publication 800-145, written by Peter Mell and Timothy Grance, provides the formal definition and cloud-model characteristics.

DORA’s 2024 report says that leveraging flexible cloud infrastructure directly increases organizational performance. It also warns that migrating without adopting cloud’s inherent flexibility can be more harmful than staying in a traditional data center. The practical question is therefore not simply “cloud or on-premises?” but whether the workload can benefit from on-demand provisioning and elasticity, whether resource use is measured and visible, and whether the organization has the operational capability to manage the resulting architecture.

How to evaluate a DevOps or cloud change
- For DevOps: assess collaboration and shared ownership, automation and repeatability, delivery cadence, and reliability outcomes together.
- For cloud: assess workload fit, flexibility and elasticity, on-demand provisioning, visibility into measured resource use, and the team’s ability to operate the architecture.
- For either: define the outcome you want to improve and judge the change against that outcome. A new tool or a completed migration is an input, not proof of success.
