Define a narrow job, explain the bot’s limits, keep conversations short, provide a human route for the right situations, protect user information, and test both routine and failure cases. These practices apply to scripted bots and LLM-backed chatbots; voice-specific implementation advice is labeled below.
Start with a user task, not a chatbot
Before choosing a platform or model, identify a recurring user need the bot can handle better or more conveniently than the alternatives. A chat interface is not automatically an improvement. Microsoft’s bot-experience guidance emphasizes user effort: the bot should help people accomplish their goals, not make them navigate extra turns or repeat information.
Define a bounded job
Write down the tasks the bot is responsible for, the information it needs, and the conditions under which it should stop and offer another route. For example, a support bot might explain a return policy and help a customer find an order-status page, while directing disputed charges or unusual account problems to a person. The exact boundary depends on the service; the important point is that users can understand it.
Avoid promising “ask me anything” if the bot is designed for a narrow set of needs. A broad invitation encourages requests the system cannot safely or reliably answer. State the bot’s purpose in plain language and make its limits visible before users invest time in a conversation.

Compare the bot with other ways to get help

Choose the channel by task fit, required effort, reliability, failure recovery, and the level of human involvement needed—not by novelty. Microsoft’s 2018 responsible conversational AI guidance calls attention to consequential contexts such as employment, finances, physical health, and mental well-being, where people’s involvement deserves careful consideration. That guidance is not legal advice.
Set expectations and make the conversation easy
Users should be able to tell what the bot can do, what information it needs, and what to do if it misunderstands. Microsoft’s Human-AI Interaction (HAX) Toolkit describes 18 evidence-based guidelines covering the initial experience, interaction, mistakes, and behavior over time. Treat that structure as a useful design lens: trust is shaped before, during, and after an answer.
Use clear introductions and short prompts
- Describe the bot’s job in ordinary language and avoid implying that it has open-ended expertise.
- Ask only for information needed to complete the next step. Use context the service is legitimately allowed to use instead of asking people to repeat it.
- Keep prompts concise and offer examples or choices when they make the next action clearer.
- Make the bot easy to find at the moment it can help, without interrupting users unnecessarily.
Every turn adds effort. Review the conversation for repeated questions, needless confirmations, and details already supplied in the current interaction. Do not ask for sensitive information merely because the interface makes it easy to collect.
Support ordinary language and user control
People may use different words for the same task, make spelling errors, or change their minds. Recognize common requests such as “help,” “settings,” “start over,” and “stop,” and provide a clear way to correct a misunderstanding. Users should not have to guess a special command to escape a confusing flow.

For a scripted bot, that means designing sensible alternate phrasings, clarifying questions, and exits rather than assuming a fixed sequence. For an LLM-backed bot, natural-language flexibility does not remove the need to define boundaries, control available actions, or provide a reliable recovery route.
Plan for uncertainty, errors, and human handoff
Unknown answers and failed actions are normal operating conditions, not exceptional cases to improvise after launch. Decide in advance what the bot should do when a request is ambiguous, outside scope, unsupported, or blocked by a system failure.
Give an honest recovery response
When the bot does not know, it should say so plainly. Depending on the situation, it can ask one focused clarification question, offer a relevant resource, or route the user to a person. Do not produce a confident-sounding answer simply to keep the conversation moving. If an action fails, acknowledge the failure and state the next available step.
Never tell a user that an action or transfer succeeded unless the underlying system confirms it. Microsoft makes this point in its guidance for voice-based agents; it is also a sound operational rule for any interface that reports an action’s status.

Make escalation a designed path
Specify which intents require a person, what the bot says before transfer, what conversation context can be passed along, and what happens when no agent is available. Offer human help at appropriate points and make the route easy to find. If the user has already explained the problem, do not make them repeat it during handoff when that context can appropriately be shared.
Do not trap people in repeated automated clarification loops. After a failed attempt or clear sign that the bot cannot handle the request, offer a different route rather than asking essentially the same question again. If a person is not immediately available, explain what the user can do next without implying that a transfer or response is guaranteed.
Build privacy, safety, and accessibility into the design
Microsoft’s agent-design foundations identify six responsible-AI principles: fairness, reliability and safety, privacy and security, inclusiveness, transparency, and accountability. These are principles to apply across design and operation, not proof that any particular chatbot meets them.
Protect information and control access
- Collect only information needed for the task, and explain requests that might surprise a user.
- Use authentication appropriate to the action. A bot should not expose account information or perform a consequential action without suitable access controls.
- Limit who and what can access conversation data, and consider how sensitive details may appear in logs or handoff context.
- Tell users when they are interacting with an automated system and set accurate expectations for its capabilities.
For LLM-backed chatbots, explicitly consider prompt injection, unsupported or hallucinated answers, data exposure, and unauthorized access. NIST’s NCCoE report, IR 8579, is an initial public draft from July 2025 describing a prototype and related safeguards, including access controls and validation filters. NIST says the report is a point-in-time examination, not implementation guidance; it should not be treated as a universal security standard.

Include people with different needs
Accessibility depends on the full experience, not simply the presence of a visual chat widget. Test the interface and the bot’s language with people with disabilities. Check that controls and messages are understandable and usable with different interaction needs, and that critical help is not available only through one inaccessible route. Microsoft’s responsible-bot guidance treats inclusion as a developer responsibility, not an automatic outcome of using AI.

A polished happy-path demo shows only that one prepared conversation can work. Before launch, test realistic tasks alongside the conditions that can derail them. The following scenario matrix is a practical evaluation aid, not a benchmark prescribed by a single source.

Measure outcomes, not just answer quality
Review whether users complete the intended task and how much effort it takes. Examine abandonment, repeated details, clarification loops, failed actions, and requests for a person. A response can sound fluent and still fail the user’s goal. The sources cited here do not establish a universal success rate, accuracy target, satisfaction score, or cost-saving figure for chatbots, so teams should define measures that match their task and evaluate them with representative users and cases.
Keep evaluating after changes
Review failures and use them to revise scope, content, conversation design, escalation rules, or safeguards. Reassess the experience when the system changes: users need to retain understandable expectations and control as behavior evolves. For voice-based agents specifically, Microsoft’s voice guidance additionally calls for handling latency, turn-taking, interruptions, recognition failures, and spoken recovery; testing across channels; and retaining a tested rollback version. Those are voice implementation concerns, not blanket requirements for text chat.

Common chatbot mistakes to avoid
- Starting with the technology. Choosing a bot before identifying a user problem can add a new obstacle instead of improving the existing experience.
- Promising broad competence. An open-ended claim invites unsupported requests and misplaced trust when the actual job is narrow.
- Making users do extra work. Repeated questions, needless turns, and re-entering information undermine the purpose of a conversational interface.
- Leaving handoff until later. If escalation rules and no-agent scenarios are undefined, users can be stranded when automation stops being useful.
- Ignoring typos, ambiguity, and unknown requests. These are expected interactions; without recovery paths, routine variation becomes a dead end.
- Testing only successful examples. Tool failures, adversarial inputs, confusion, and authorization boundaries can reveal problems a scripted demonstration misses.
- Assuming AI is automatically trustworthy or inclusive. Privacy, security, accessibility, fairness, transparency, and accountability require explicit design and evaluation.
- Treating a draft security report as a standard. NIST IR 8579 describes a prototype and expressly is not implementation guidance.
