Sindh Police has decided to establish a proposed Aerial Surveillance Division, but available reporting does not confirm that the unit has launched or begun operations. On April 11, 2026, Inspector General Javed Alam Odho tasked a committee of senior officers with developing its structure, operating framework, and standard operating procedures (SOPs). Officials were still considering equipment, procurement, and training requirements.
What is Sindh Police’s Aerial Surveillance Division?
It is a proposed police division intended to use drones for aerial monitoring. Dawn reported that the decision followed a meeting chaired by Inspector General Javed Alam Odho on April 11, 2026. The committee was assigned to recommend how the division should be organized and operated, including its SOPs. Dawn’s report on the April 11 meeting describes planning work, not a completed operational launch.
DIG Information Technology Imran Yaqub briefed officials on existing aerial-surveillance approaches, drones and other modern equipment, their possible uses, training needs, and potential benefits. The reporting does not identify a selected drone make or model, technical specifications, supplier, staffing level, launch date, or final procurement process.
Where could the proposed unit use drones?
The stated monitoring remit covers several types of places and activity:

- Urban areas, including cities
- Roads, highways, and traffic
- Railway tracks
- Katcha areas, the riverine regions along waterways
Police described crime prevention, spotting suspicious activity, supporting prompt response, traffic management, and crowd control as intended uses. These are objectives; the available reports do not provide results showing that drones have achieved them.
What did police say about funding and a specialized drone unit?
In a later report published April 22, 2026, the Associated Press of Pakistan (APP) quoted Odho as saying Sindh Police was establishing a specialized drone unit. He said allocations were expected in the upcoming budget for traffic-management and surveillance drones. That statement indicates anticipated funding, not confirmed budget approval, money released, aircraft purchased, or deployment. APP’s April 22 report provides that later update.

What is still unknown?
The April announcement and subsequent report leave key implementation details open:
- Whether the division has been formally established or is operational
- Which aircraft, cameras, or other sensors police will acquire
- How procurement will be conducted and whether a contract has been awarded
- How many staff and aircraft will be assigned, and what training they will receive
- Where and when flights will begin
- What rules will govern surveillance, data access, retention, and sharing
The reporting also contains no published budget amount, aircraft count, flight-hour total, or evaluation of the proposed division’s effectiveness.

How should the proposal be understood?
For now, it is best understood as a policing plan under development, rather than a drone service already monitoring Karachi or other parts of Sindh. Odho told Dawn, “Aerial and digital monitoring have become imperative,” describing it as the future of modern policing. That statement explains the rationale offered by the police chief; it does not establish operational readiness or measured public-safety benefits.
Separately, APP reported claims about Karachi’s Safe City camera network, including more than 40,000 cameras and a nearly 70 percent suspect-detection rate. Those figures relate to the camera project, not to drones or the proposed Aerial Surveillance Division, and should not be treated as evidence of drone performance.
