Protecting customer data in messaging apps means securing the whole path from the first customer message to its copies, integrations, staff devices, retention, and deletion—not just checking whether a chat is encrypted. Map where information goes, collect only what you need, restrict access, secure devices and accounts, set retention rules, and prepare for lost devices or compromised accounts.

Start by mapping the customer-data journey

Before changing settings, identify what customer information enters messaging and where it goes afterward. A conversation can be visible in more places than the original phone or chat window: staff devices, linked computers, shared inboxes, CRM or support integrations, exports, backups, and service-provider systems may all hold or expose copies.

The Federal Trade Commission (FTC) frames a sound data-security plan around five principles: “TAKE STOCK,” “SCALE DOWN,” “LOCK IT,” “PITCH IT,” and “PLAN AHEAD.” Its business guide to protecting personal information explains those principles in practical terms.

  1. Take stock: List the messaging apps and business products in use, the kinds of customer information collected, the people who can see it, and every place messages or attachments are stored, copied, exported, or backed up.
  2. Scale down: Identify information the business does not need and stop asking customers to send it. Where feasible, move payment credentials and similarly sensitive details to a workflow designed to protect them rather than collecting them in chat.
  3. Lock it: Protect the accounts, devices, data, and services that can access conversations.
  4. Pitch it: Set a reason and a period for keeping customer conversations, then securely dispose of records and unnecessary copies when they are no longer needed.
  5. Plan ahead: Decide who responds to a lost device or compromised account, how the business preserves needed evidence and maintains service, and who makes decisions about customer notifications.

Build a simple information map

For each messaging workflow, record what information arrives, which staff or teams can access it, which connected services receive it, where conversation content and attachments are stored, how backups work, and when each copy is deleted. Include employee-owned phones and computers if they display or retain customer messages. This inventory helps expose gaps that an encryption label alone will not reveal.

Collect less and keep only what has a purpose

The safest customer detail to store in a chat is often the detail the business did not need to collect. Ask only for information required to answer the customer or complete a defined business task. Avoid inviting people to send highly sensitive details through chat unless there is a real need and suitable safeguards.

Retention should also have a purpose. Define how long the business needs conversation records for service, operations, or a legal obligation; then delete records and unnecessary copies when that reason ends. Consider exports and backups as well as the messages visible in the app. Do not assume that deleting a conversation in one interface removes every copy held by a connected service or device.

Check what the app’s encryption does—and does not—cover

End-to-end encryption can help protect message content in transit between participants, but it is not a complete data-protection program. It does not by itself secure an unlocked device, control staff access, govern connected systems, set retention, or ensure that cloud-stored messages and backups have the same protection as a particular chat.

Check the exact business product and configuration. Find out whether the provider stores message content, how backups work, which linked devices and integrations can access conversations, and what happens to customer information after it is shared. Do not assume a consumer app’s privacy statement necessarily describes the business product’s storage or access arrangements.

WhatsApp’s privacy explanation makes a specific distinction: it says personal messages are end-to-end encrypted, but does not consider business messages end-to-end encrypted when a business chooses Meta cloud storage. It also says businesses may use information customers provide for their own marketing. These statements concern WhatsApp’s described practices; other apps and configurations need to be assessed on their own terms.

Restrict account access and strengthen sign-in

Require multi-factor authentication (MFA) for staff accounts that can access customer information. Use individual accounts where possible so access can be assigned to a person, reviewed, and removed without sharing a team password. Review permissions when responsibilities change and promptly remove access when someone leaves.

MFA adds a second proof of identity beyond a password. The FTC’s small-business cybersecurity guidance gives a USB hardware token that generates temporary codes as one example. A hardware key or token is a category of option, not a guarantee of compatibility: confirm that the messaging account and the identity provider used to sign in support the selected method.

The FTC Safeguards Rule has a narrower scope than general small-business advice. It applies to covered financial institutions, not every business. The FTC’s Safeguards Rule guidance describes a written information-security program appropriate to the business and information, including risk assessment, inventory, access controls, encryption, evaluation of apps that handle customer information, and MFA, subject to the rule’s provisions and exceptions.

Secure the phones and computers that display messages

A protected account can still expose customer data if a phone or computer displaying conversations is lost, left unlocked, or running outdated software. Keep operating systems and apps updated, use device encryption and a screen lock, and avoid retaining message exports locally when they are not needed.

Set a practical lost-device process: staff should know whom to contact, how to revoke sessions or access where available, and how the business will assess the information exposed. When staff use personal devices, make clear what business information may be stored there and how access is removed when their role changes or employment ends.

NIST Special Publication 800-124 Revision 2, published May 17, 2023, covers mobile-device security across deployment, use, and disposal for both organization-provided and personally owned devices. It also addresses centralized device management and endpoint protection as parts of an organization’s approach.

Use encryption as one layer, not the whole plan

Encryption can help protect personal information at rest and in transit, but it does not eliminate every route to exposure. An unattended, unlocked device may still reveal messages. Metadata or DNS queries may remain visible during communications, even when message content is encrypted.

The UK’s Information Commissioner’s Office (ICO) recommends encryption as a security measure but explains that UK GDPR calls for appropriate technical and organisational measures based on factors such as state of the art, implementation cost, and risk; it does not specifically require encryption in every case. The ICO’s encryption guidance is flagged as under review following the Data (Use and Access) Act. Treat it as UK-specific guidance and check the current official material before relying on it for a UK legal decision.

Set retention, deletion, and incident-response rules

Make retention intentional

Document why customer conversations are kept, who owns the retention decision, and how long the business needs them. Apply the rule to relevant copies as well as the main conversation store: exports, attachments, linked-device data, and connected systems may have separate deletion processes. Where the service does not establish how long a copy remains or how it is deleted, do not assume that a local deletion removes it from the provider’s systems.

Prepare for a lost phone or compromised account

Write down who will coordinate the response and how staff report a suspected incident. The plan should cover securing or disabling affected accounts and devices, determining what customer information may have been exposed, preserving evidence needed to understand the event, maintaining customer service, and deciding whether notification is required. The FTC recommends planning for incidents in both its business data-security guide and small-business cybersecurity guidance.

Match compliance claims to your business

There is no single messaging-app security rule that applies identically to every business. Applicable requirements depend on jurisdiction, sector, the information involved, and the circumstances. In the US, the FTC Safeguards Rule concerns covered financial institutions; it is not a universal checklist imposed on all businesses. In the UK, the ICO describes a risk-based security principle under UK GDPR and notes that encryption is recommended rather than specifically required in every case. Use the rules that actually apply to your organization, and avoid treating a vendor’s encryption description as proof of legal compliance.

Questions to ask when choosing a messaging setup

Compare the actual business products and configurations, not just app names or consumer-facing privacy claims. Ask the provider or administrator:

  • Which messages, attachments, backups, and business features are end-to-end encrypted, and which are not?
  • Where are message content and backups stored, who can access them, and what retention and deletion controls are available?
  • Can the business use MFA, individual staff accounts, role-based permissions, access logs, and session or device revocation?
  • How are business-owned or managed devices supported, and what controls apply to integrations and exports?
  • Does the service use customer-provided information for its own purposes, including marketing, and what does the chosen business configuration permit?

These are evaluation questions, not assumptions that every service offers identical controls. Record the answers for the product and configuration your business actually uses.
