To attribute conversions across connected TV (CTV) and streaming campaigns, connect eligible ad-exposure records to defined conversion events using a disclosed matching method, attribution model, and lookback window. Treat the result as credit assigned under that method—not proof the advertising caused the conversion. To estimate causal impact, add a conversion-lift study or another credible experiment.
The practical challenge is that a CTV impression and a later purchase may occur on different devices, in different systems, and under different identity or consent conditions. A useful report makes those boundaries visible: what was observed, matched, modeled, deduplicated, and left out.
Decide what you need the measurement to answer
Choose the business decision before choosing a measurement product. The right method depends on whether you need to manage delivery during a campaign, compare reach across channels, assign credit to touchpoints, or estimate how many additional outcomes advertising produced.

IAB’s November 2024 cross-channel measurement playbook recommends setting objectives and KPIs tied to business decisions and combining attribution, econometric, and experimental approaches as appropriate. Do not ask an attribution report to answer a causal question it was not designed to answer.

Define the conversion before connecting data
Partners need to mean the same thing by a conversion before their reports can be compared. Agree on the event taxonomy and counting rules before launch, then document them with the results.
- Event: name the event and explain its business meaning, such as a completed purchase, qualified lead, or app install.
- Counting: state whether the count is per event, order, account, or another unit, and identify the deduplication key.
- Value: specify how revenue or lead value is calculated, including whether revenue is gross or net and how cancellations or returns are handled.
- Scope: list the sales sources, apps, websites, countries, and conversion environments included.
- Timing: record when an event is considered to have occurred and how timestamps are treated across systems.
These definitions matter especially when conversion events are passed server to server. IAB’s October 30, 2025 CTV Conversion API guidance identifies alignment on event taxonomies, consent metadata, and data flows as part of making integrations more consistent.
Map the exposure and outcome data you can actually use
Before selecting a reporting method, inventory where eligible CTV impressions and conversion events are recorded. A campaign may span streaming publishers, devices, apps, websites, and offline or online sales systems, but no report should be assumed to cover all of them.
- Which publishers and inventory types provide exposure records?
- Which campaign and creative identifiers pass through the ad supply chain?
- Where do purchase, lead, or app-install events live, and which can be linked to exposure?
- Which countries, devices, conversion environments, and event types are included or excluded?
- What consent, privacy, data-rights, and security requirements govern the data and its use?
Keep delivery measurement distinct from outcome attribution. The IAB/MRC Digital Video Ad Measurement Guidelines cover digital video in browsers, mobile web and apps, and OTT environments, including streaming-player impression counting. An impression count describes delivery under its measurement rules; it is not evidence of a downstream conversion.

Choose and disclose the exposure-to-conversion linking method
Attribution depends on how a system relates an ad exposure to a later event. The report should describe the identity basis and disclose modeled or inferred components rather than presenting every match as a known individual-level observation.

IAB’s October 30, 2025 guidance frames CAPI as secure server-to-server data sharing that can connect exposure with business outcomes and support optimization feedback. It also describes fragmentation, limited identifiers, and technical barriers as challenges. CAPI is not a universal identity graph or a blanket privacy guarantee: advertisers and partners still need to establish lawful data use, appropriate consent controls, security, and operational safeguards for each implementation.
IAB announced that 75% of advertisers using a CAPI were willing to reallocate budgets based on conversion performance, while 72% of publishers cited technical complexity as a barrier to adoption. Those are findings from IAB’s proprietary 2025 industry survey, not universal benchmarks or evidence that CAPI itself improves results.
Set the attribution model and lookback window
An attribution model determines how credit is distributed among eligible touchpoints; the lookback window determines which earlier exposures can receive credit for an event. There is no universally correct model or window in the cited guidance. Choose them to fit the business question and buying journey, and report both so another analyst can interpret the results.

IAB’s cross-channel playbook discusses first-click, last-click, linear, time-decay, position-based, and data-driven attribution models. These approaches distribute credit differently. A last-click result, for example, emphasizes the final eligible touchpoint; it should not be read as a complete account of the campaign’s contribution. Test model choices against the business objective and journey complexity rather than treating one output as a neutral ground truth.
- Write down which touchpoints are eligible for credit and how cross-device exposures are handled.
- State the attribution window and whether it is measured from an impression or another event.
- Record the model, conversion definition, and any platform defaults or exclusions.
- When comparing reports, align these rules first; different settings can produce different counts without either report being a unique count of sales caused by advertising.
Use platform reports within their coverage limits
Google Display & Video 360 CTV cross-device attribution
Google’s Display & Video 360 documentation describes Floodlight attribution from CTV publisher impressions to desktop web, mobile web, and mobile app conversions. It defines a CTV cross-device conversion as an ad served on CTV followed by a conversion on a non-CTV device. The documentation lists support for CTV publishers and YouTube in the United States, support outside the United States subject to exceptions, and no support in the displayed table for the EEA, UK, or Switzerland. It also says Netflix inventory is not fully supported, app-install conversions are supported, and App Attribution Partner measurement is not.
These are product- and eligibility-specific details, not a promise of universal coverage. Verify the live DV360 documentation against the actual market, inventory, conversion environment, and product configuration before relying on a report; feature availability can change.
Google Cross-Media Reach
Google describes Cross-Media Reach as a way to examine deduplicated reach and frequency, including comparison with licensed third-party TV data in select countries. Its guidance treats reach and frequency as especially relevant for awareness and consideration objectives. For campaigns intended to drive online sales, leads, or website traffic, it recommends measuring primarily against those objectives with conversion lift. Reporting navigation differs between TV and digital, and access to licensed TV data may depend on eligibility or allowlisting.

Reach and frequency can explain exposure, but they do not prove that exposure produced a conversion. Keep the measurement aligned with the campaign’s objective.

Incrementality asks whether advertising generated outcomes beyond what would have happened without it. A conversion-lift study or other credible experiment estimates that difference against a comparison condition; attribution instead assigns credit to eligible touchpoints under a set of matching rules.
When evaluating an experiment, examine how the exposed and comparison groups were constructed, whether assignment was randomized or otherwise justified, whether exposure contaminated the comparison group, whether the sample can support a useful estimate, and how uncertainty is reported. A result applies to the tested population, campaign conditions, time period, and conversion definition; do not generalize beyond that scope without evidence.
Google’s Cross-Media Reach guidance specifically recommends conversion lift for campaigns designed to drive sales, leads, or traffic. IAB’s playbook likewise recommends using measurement methods in combination against preset objectives. Attribution remains useful for operational analysis, but it should not be relabeled as incremental impact.

Reconcile reports without double-counting
Different platforms can claim credit for the same purchase because they may observe overlapping exposures and apply different attribution rules. Do not add platform-attributed conversion totals as if each were a distinct sale. Reconcile them using a shared conversion definition and a stated deduplication rule, or report them separately with their scope and methods visible.
For a comparable evaluation of a platform report, independent measurement provider, CAPI integration, or experiment, assess the following:
- Question answered: delivery, reach and frequency, attributed conversion, modeled contribution, or incremental impact.
- Coverage: publishers, inventory, devices, countries, event types, sales sources, and conversion environments included.
- Linkage: identity basis, deterministic or probabilistic matching, modeled components, consent basis, and match coverage.
- Credit and deduplication: event-level deduplication, treatment of cross-platform overlap, attribution model, and lookback window.
- Causal design: control or holdout construction, randomization or matching, contamination controls, sample sufficiency, and uncertainty reporting.
- Transparency: metric definitions, limitations, data collection, device power-state handling, reporting detail, and access to methods or logs.
- Operational fit: integration effort, taxonomy alignment, reporting latency and cadence, quality assurance, and team capacity.
- Constraints: geography, inventory eligibility, data rights, privacy and consent obligations, and feature availability.
Make creative and transparency records useful
Creative identification can help establish which ad ran, but it cannot establish who saw it or what caused a sale. IAB Tech Lab’s ACIF v1.0 provides a persistent creative identification framework; its stated uses include cross-platform campaign measurement, campaign reconciliation, frequency management, and competitive separation. Keep creative IDs alongside campaign IDs in QA and reconciliation, while treating them as identifiers of the ad asset rather than evidence of viewer identity or causality.
IAB Europe’s CTV Measurement Framework and Transparency Principles, published October 1, 2026, organize measurement into delivery, exposure and audience, and performance or outcome areas. They include metrics such as impressions, invalid traffic, TV-off detection, viewability, completion rates, reach, content context, conversions, ROAS, incrementality, brand uplift, and attention. Its transparency principles address standards-aligned definitions, measurement limitations, data collection, device power state, and granular reporting. This is a Europe-focused framework, not law or a globally binding standard.
Run a pre-launch and post-flight quality check
Before launch
- Write the business decision, outcome, and supporting KPIs.
- Align conversion event names, business meanings, value treatment, counting rules, and deduplication keys across partners.
- Confirm which publisher exposures and conversion environments are eligible in each market.
- Choose the linking method, attribution model, lookback window, and any experiment; document expected coverage and exclusions.
- Verify consent handling, data flows, event transmission, campaign IDs, and creative IDs.
During and after the campaign
- Check event counts, timestamps, spend, campaign and creative IDs, and conversion values for missing or duplicate records.
- Compare coverage and definitions across reports before interpreting differences in totals.
- Record changes in eligibility, data availability, or measurement configuration and explain their effect on comparisons.
- Report observed, matched, modeled, deduplicated, and excluded data separately wherever the method permits.
- Use the appropriate experimental result to assess incremental impact, and retain attribution results for the credit-assignment question they answer.
IAB’s playbook recommends interoperable data, quality checks, privacy compliance, regular audits, and ongoing testing of models and processes. QR scans and vanity URLs can capture direct responses, but they represent only the responses that use those routes; they are not a complete measure of a campaign’s contribution.
