To preserve video evidence, document exactly where and how you received it, keep the received file unchanged, calculate and record a cryptographic hash, create clearly labeled copies for examination and storage, and log every access and transfer. These steps help show whether a file has changed since a known point in time. They do not, by themselves, prove who created the video or whether the events it depicts actually happened.
Forensic authentication examines whether a file’s source, history, structure, and content align with what it is claimed to be. This U.S.-oriented guide draws on technical guidance from the Scientific Working Group on Digital Evidence (SWGDE). It is not a universal legal ruling or a substitute for your agency’s procedures, applicable rules, or legal advice.
What do integrity, authentication, and event truth mean?
These are related but different questions. A careful evidence process should not treat a positive answer to one as proof of the others.

SWGDE’s Best Practices for Digital Video Authentication, version 1.2 (March 7, 2024), defines authentication as “the process of substantiating that the data is an accurate representation of what it purports to be.” A camera-original file can still show a scripted or reenacted scene. A hash can help establish that a later copy matches the file that was hashed, but it cannot establish the truth of the scene.

How do you preserve a video and its chain of custody?
SWGDE defines chain of custody as “the chronological documentation of the movement, location, possession, and disposition of evidence.” In practice, that means preserving the received file and keeping a reliable record of its identity, handling, and storage from receipt onward.
- Confirm authority and scope. Before collecting online material, determine the legal authority for collection and follow applicable agency procedures. Live access or acquisition tools may affect the target or leave activity; understand and document those effects. Provider preservation through legal process may supplement a conventional capture.
- Record how the video was obtained. Make contemporaneous notes of the receipt or collection date and time, source or URL, person who provided the file, retrieval method, device or system and media details if known, file name and format, relevant date or time claims, and people who supplied information about it. If relevant, document the recording device’s condition and time offsets.
- Keep the received file intact. Do not edit, rename in a way that obscures identity, transcode, enhance, or otherwise replace the received file. Treat an externally obtained image or video as the original from the point you received it. Keep that file distinct from any archive, working, converted, enhanced, or playback copy, and associate each with the case information.
- Hash at collection and verify copies. Calculate a cryptographic hash when the file is collected or received, and record the algorithm and resulting value with the case notes. SWGDE collection guidance recommends using multiple algorithms to reduce the risk of hash collisions and calculating a verification hash after acquisition. Retain relevant tool logs. A hash records byte identity from the time it was calculated; it does not prove authorship or scene truth.
- Make controlled working and archive copies. Create copies for examination and storage without altering the received original. Label each copy by its purpose and relationship to the original. Record any processing or transformation and retain the logs needed to explain it.
- Log access and every handoff. Identify the evidence uniquely in a contemporaneous custody record. Record receipt date and time, each transfer, and the identity of each person taking possession. Maintain an inventory, track physical or electronic access, restrict access, and retain records with the case.
- Store and retain it under applicable policy. Follow agency requirements for security, confidentiality, storage, and retention. The cited guidance does not prescribe a universal storage device or retention period.
What should a chain-of-custody record contain?
The record should let another person follow the evidence’s movement and handling without having to infer missing steps. Use the format required by your agency or organization; at minimum, capture the identifying and transfer details specified by applicable procedures.
- A unique evidence identifier and the associated case identifier.
- The file name, format, source, and description of the item received.
- The date and time received or collected, including the time zone where relevant.
- Who provided or collected the file, how it was obtained, and any relevant device, system, or media details known at the time.
- The hash algorithm or algorithms used, their values, when they were calculated, and any verification results.
- Each transfer: when it occurred, who released the item, who received it, and the purpose or destination, as required by policy.
- Storage location, access history, and any processing performed on a derivative copy, with relevant tool logs.
Keep notes and records contemporaneous rather than reconstructing them later from memory. If information such as a device model or original recording time is unknown, record that it is unknown rather than presenting an assumption as fact.

Does a hash prove a video is authentic?
No. A cryptographic hash is useful for checking whether two files have the same bytes as the file at the time the reference hash was calculated. If a later hash matches, that supports the conclusion that the later file is byte-for-byte identical to that hashed baseline. If it does not match, the files differ, but the hash alone does not explain when or why the difference occurred.
The baseline matters. A matching hash cannot show whether a file was edited before it was first hashed, whether the claimed source is accurate, or whether a recording depicts an actual event. Keep the hash value, algorithm, calculation time, acquisition notes, and verification results together so the comparison has a clear reference point.
What can a forensic video authentication examination assess?
Define the question before requesting an examination. Source identification, provenance, possible alteration, date or time claims, continuity, and event context are different issues and may call for different methods. SWGDE recommends preserving the questioned original and, where possible, obtaining an exemplar recording from the alleged original device or a sample consistent with the file’s generational history. To reduce examiner bias, provide the information needed to answer the question without supplying unnecessary case details.

File structure, metadata, and source
An examiner may assess the file container and format, internal structure, embedded and calculated attributes, and decoded image or audio samples. Depending on the question and the available reference material, this can include reviewing metadata, analyzing binary and file structure, and comparing the file with exemplars from a purported device or source.

Metadata may include recording date and time, resolution, frame timing, bit rate, software, camera make and model, modification timestamps, and GPS data. It can be altered without changing playback. SWGDE also notes that there is no video metadata standard equivalent to EXIF for digital still images. Metadata should therefore be checked against other file evidence, source information, and structure; extraction tools should be validated, and results cross-checked with multiple tools where possible.
Content and signs of alteration
An examination may consider visual consistency at global and local levels, frame timing, possible missing or added content, recompression, color-space changes, and apparent image alteration. Suitable pixel-level or compression analyses may also be used. The right methods depend on the file and the question; multiple suitable methods can cross-check one another, but no single test should carry the conclusion by itself. If audio matters to the claim, clarify whether it is included in the examination and whether it requires separate authentication.

Limits and reported conclusions
SWGDE describes possible conclusions as “Consistent with an original,” “Inconsistent with an original,” or “Inconclusive.” A report should explain the observations, their technical significance, the reasoning supporting the opinion, and relevant limitations. It should not imply absolute certainty unless addressing known alteration or deletion. SWGDE calls for independent review by a comparably trained examiner.

Plan courtroom copies as derivatives of the preserved evidence, not replacements for it. SWGDE courtroom guidance recommends demonstrating file integrity to recipients, verifying it before use, and retaining physical submission media after proceedings. It lists write-once optical media, USB flash drives, and portable hard drives as examples; it does not endorse a particular product.

- If converting formats, preserve the source, label the converted file as a derivative, document the conversion, review the output, and be prepared to explain what changed.
- Verify the file’s integrity before submission or use, and retain the submission media after the proceeding as directed by applicable policy.

What should you ask when authenticity is disputed?
Frame the request around a specific claim rather than asking only whether a video is “real.” Questions drawn from SWGDE’s authentication guidance include:
- How did the file come to be in its present state?
- What type, brand, or model of camera generated it?
- Is it a camera-original file?
- Has it been re-encoded?
- Has its content been altered or modified beyond what it is purported to be?
Also clarify whether the dispute concerns source, continuity, a date or time claim, editing, or whether the depicted event actually occurred. The last question may require evidence beyond a technical file examination.
What the technical guidance can and cannot establish
SWGDE guidance is technical guidance, not a universal legal ruling, training manual, or case-specific standard operating procedure. The cited publications describe examination methods and qualified outcome categories but do not provide a general accuracy percentage for video authentication. Legal authority, admissibility, retention, and evidence-handling requirements depend on the jurisdiction, agency, and case circumstances. Check current guidance versions and consult the applicable counsel, rules, and procedures before relying on a particular process.
