Start by capturing the full error response, then determine whether the request failed authentication (who is calling) or authorization (what that identity may do). Verify the credential, account, environment, endpoint, request construction, and required permissions before retrying. A 401 often points to a credential problem and a 403 often points to insufficient permission, but each API defines its own behavior.
1. Capture the complete failure before changing anything
Record the HTTP status, structured error type or code, response body, request or correlation ID, and relevant headers. Keep a redacted copy of the outgoing method, URL, headers, query parameters, and body as well. Remove secrets before sharing logs or opening a support case.
Prefer stable structured fields over parsing human-readable message text when the provider documents them. Anthropic’s Compliance API returns a request-id header and a JSON error object; its guidance is to Match on the HTTP status code and

2. Decide whether the failure is authentication or authorization
Use the response status and provider documentation as clues, not universal rules. In many APIs, a 401 indicates that the service could not accept or identify the credential, while a 403 indicates that it recognized the caller but denied the requested operation. Zendesk explicitly uses that distinction, and Anthropic’s Compliance API and Nylas also document permission-related 403 cases. If the response suggests a 401
- Confirm that the credential is present, active, unexpired, and not revoked.
- Check the required header name and authentication scheme, including exact formatting. For example, Zendesk documents Bearer formatting for OAuth and a different Basic-auth format for API tokens.
- Verify that the secret-store value is the intended credential, without extra whitespace, truncation, or an accidental newline.
- Confirm that the credential type is accepted by this API. A valid key for one product or API may not work for another; Anthropic’s Compliance API accepts specific key types through
x-api-key.
If the response suggests a 403
- Compare the operation with the credential’s endpoint-specific scopes, application roles, and user roles.
- Check whether the identity owns or can access the requested resource and whether the account, seller/vendor type, tenant, or IP restrictions permit the operation.
- After changing permissions, check whether an existing token or grant must be refreshed or the user must authorize again. Nylas notes that adding connector scopes does not automatically update existing grants; Amazon SP-API advises confirming registered roles and refreshing authorization after role changes.
Do not assume every 403 is a missing scope: vendor examples include cross-brand restrictions, IP allowlists, suspended or downgraded agents, and account restrictions. Zendesk also notes that a browser-based call can fail because of CORS; depending on the use case, use a supported OAuth flow, a backend service, or a Zendesk app rather than exposing credentials in browser code. 3. Verify the account, environment, endpoint, and request
A credential can be valid yet wrong for the destination. Check the exact hostname, tenant or subdomain, region, API version, and environment. Sandbox and production credentials may not interchange, and APIs can bind credentials or grants to particular accounts or regions.

- Confirm the HTTP method and full path, including version segments and resource identifiers.
- Check header spelling and duplication, content type, query encoding, required fields, identifier formats, and body serialization.
- Verify that the account, marketplace, brand, or resource is supported for that operation.
- Look for endpoint version changes or deprecations in the target operation’s live documentation.
Amazon SP-API lists malformed headers, incorrect URL encoding, missing fields, incorrect identifiers, unsupported marketplaces, and wrong regional endpoints among common causes. Check signature-based authentication separately
For signed APIs, verify that the signing inputs match the request actually sent: method, path, query, headers, body, timestamp, and credential. An intermediary that changes a signed header or other request component can invalidate the signature. AWS identifies malformed authorization headers, incorrect credentials or permissions, and signature mismatches as possible SigV4 problems; it recommends using an AWS SDK or CLI rather than handwritten signing where possible. 4. Reproduce the request outside your application
Run a minimal equivalent request with curl or the provider-supported SDK or CLI, using the same credential identity, account, environment, region, and endpoint. Do not paste a live secret into a shared terminal, ticket, or shell history.
- Copy the failing method, URL, relevant headers, parameters, and body into the simplest supported client.
- Send one request and save its status, structured error, request ID, and relevant headers.
- If the minimal request succeeds, compare the application’s host selection, header construction, token refresh, URL encoding, body serialization, and signing behavior.
- If it fails the same way, focus on the credential, account configuration, endpoint, permissions, or provider service state.
Zendesk recommends starting with a curl test. AWS recommends a known-working SDK or CLI implementation when investigating SigV4. A successful reproduction narrows the problem; it does not by itself prove that every application request uses identical permissions or inputs. 5. Correct the cause before retrying
Do not repeatedly send an unchanged request after a permanent credential or permission failure. Fix the credential, request, or authorization grant first, then retry in accordance with the target API’s documented policy. Honor any documented Retry-After header and distinguish transient service or rate-limit errors from permanent failures.
Retry rules vary. Anthropic documents its Compliance API 400, 401, and 403 responses as non-retryable; it directs clients to wait for retry-after on 429 and use exponential backoff for specified transient server responses, with an exception for some local-session 503 cases. Amazon SP-API describes 429 as an operation quota or burst-rate overage and recommends reviewing usage plans and rate-limit headers. These are provider-specific examples, not universal rules. Vendor-specific changes to check
Anthropic Compliance API: organization-settings scope
Anthropic documents that read:compliance_org_settings was retired on June 30, 2026. The organization-settings endpoint now requires read:compliance_org_data. Anthropic also states that Compliance Access Key scopes are immutable, so an integration affected by the change needs a replacement key with the required scope and an updated integration. Confirm the current endpoint and scope requirements in Anthropic’s live documentation before changing production credentials. Anthropic Compliance API documentation
Amazon Selling Partner API: seller/vendor and regional details
SP-API authorization can depend on OAuth setup, app roles, seller-versus-vendor credential type, region, endpoint version, and marketplace support. Nylas v3: stale grants and regional mismatch
Nylas documents insufficient scopes and stale grants as common 403 causes, and notes that regional mismatches can cause authentication or grant-lookup failures. Recheck the grant and region used by the request, especially after changing a connector’s scopes. Nylas authentication documentation
