Reduce a data center’s visual impact by addressing it in the site and building design first, then using landscape screening to reinforce that response. Assess the land and important views before choosing a location or planting; limit visible height and massing where practical; retain and strengthen suitable existing vegetation; and show how the proposal will look as landscaping matures. Planting can soften a well-sited development, but it cannot reliably hide a facility that is inherently exposed or prominent.

Start with the site and its landscape

Screening decisions depend on what people can see, from where, and how the site fits its surroundings. Before settling on a planting scheme, establish a baseline that records landform, landscape character, existing trees and hedgerows, nearby homes, public routes, and views into and out of the site. Note heritage, ecological, drainage, and other constraints that may affect what can be retained or planted.

The UK National Design Guide says baseline studies for larger proposals are likely to need broader coverage proportionate to the project’s scale and sensitivity. Its definition of landscape includes the treatment of land to protect or enhance site, area, and environmental amenities: UK National Design Guide.

Use that baseline to identify sensitive receptors and key views, then test whether another location or a different arrangement could reduce exposure. Existing woodland, hedgerows, and topography may already provide useful screening. Avoiding a prominent or exposed position is often more effective than trying to conceal it after the layout is fixed.

Reduce the visible built form before adding screening

Large data centers can read as a significant industrial presence, particularly in sensitive landscapes. Scotland’s Chief Planner made that point in a letter dated 16 September 2026, identifying siting and design as ways to mitigate the effect. The letter accompanies a Scotland-specific EIA Direction; it is not a universal design rule: Scottish Government Chief Planner letter and Direction.

Work with the project team to reduce what is visible from important viewpoints. Depending on operational requirements and site constraints, consider:

  • Lowering building height or reducing apparent mass where practicable.
  • Arranging and orienting buildings to limit exposure in sensitive views.
  • Using a compact layout where it reduces the spread of visible development without creating other site conflicts.
  • Retaining existing landscape features that can screen or break up the built form.

These measures should be tested against the actual data-center brief and local planning requirements. Choose screening that fits the place

Landscape measures should reinforce local character rather than create an unrelated decorative belt. Where feasible, retain and strengthen existing trees, woodland edges, or hedgerows. A site-specific plan might use locally characteristic native trees, shrubs, grassland, or a combination, depending on the landscape and the views to be addressed. Scottish battery-storage guidance identifies native planting, reinforcement of woodland or hedgerows, and landscape belts as possible approaches for infrastructure; these are options, not a standard data-center prescription.

On a larger site, a landform bund may be worth considering, but it should follow the site’s contours and look credible in the landscape. A conspicuous engineered mound can draw attention rather than reduce it. The same Scottish guidance cautions that bunds are appropriate only where their form fits the landform: Scottish battery energy storage systems planning advice.

There is no universally suitable species list, planting width, or density for data-center screening. Suitability depends on local character, climate, soils, ecological constraints, available land, and the intended view. A landscape professional can select planting and landform measures for the specific site rather than relying on a generic seed mix or hedge specification.

Compare options against the views and site constraints

When several layouts or screening approaches are feasible, compare them using the same site-specific criteria. The following framework synthesizes the cited design guidance; it is not a statutory checklist.

  • Visibility: How much does each option reduce the facility’s visibility from sensitive receptors and key views?
  • Landscape fit: Does it reinforce local character and existing vegetation?
  • Time and seasons: When might screening become effective, and how well does it perform through the year?
  • Land and construction: What land take, topography, drainage, and construction constraints does it create?
  • Environmental considerations: Are there ecological or wildfire concerns relevant to the location?
  • Long-term care: Can the planting and landform be maintained and managed over time?
  • Planning context: How does the option affect planning acceptability and cumulative effects alongside other development?

The relative importance of these factors varies by site. A wide planting belt may help from one viewpoint but take up land needed for drainage or habitat; a bund may reduce a particular view while appearing unnatural from another. Compare alternatives against mapped views and real site constraints before choosing.

Show how the proposal will look, including as planting grows

For a large or visually sensitive project, a qualified landscape professional can help determine whether a landscape and visual impact assessment (LVIA) is appropriate and what it should cover. Scottish battery-storage guidance describes tools that may be useful for infrastructure assessment, including Zone of Theoretical Visibility mapping, agreed viewpoints, wirelines, photomontages, night-time views, residential visual amenity assessment, and cumulative-effects assessment. These are examples from adjacent guidance, not requirements that apply automatically to every data center: Scottish battery energy storage systems planning advice.

Visual material should make the screening proposal understandable, not simply show a mature, fully leafed landscape. Where planting is part of the mitigation, represent realistic growth at relevant time horizons so decision-makers and nearby communities can see the likely difference between opening and later years. Include seasonal conditions where they materially affect visibility, and identify how the planting will be managed. The cited guidance does not establish a universal establishment period or maintenance specification for data-center planting.

Check the rules for the project’s location

Visual-screening expectations and environmental-assessment thresholds vary by jurisdiction. Examples below illustrate why project teams should confirm current local rules rather than transfer one authority’s requirements elsewhere.

  • Scotland: The Direction published with the Chief Planner’s letter on 16 September 2026 took effect on 17 September 2026. It requires EIA for data centers with power capacity exceeding 50 MW when they also fall within the specified industrial-estate or urban-development categories. Below that threshold, EIA remains a case-by-case consideration under the regulations. The Direction is to be reviewed periodically. See the Scottish Government letter and Direction.
  • Fairfax County, Virginia: County material says data-center zoning standards adopted in September 2024 require noise studies, visual screening, and certain building-design standards; additional substation standards were adopted in December 2025. Check the current ordinance and project procedures with the county: Fairfax County data center information.
  • Buckinghamshire, England: Located local-plan wording says visual effects should be mitigated through high-quality design and landscaping, particularly in the Green Belt or sensitive landscapes. The cited wording is a draft Regulation 18 proposal, not established adopted policy: Buckinghamshire new Local Plan.
  • New South Wales, Australia: The NSW Planning Portal’s amenity index points readers to visual-impact, tree, and landscaping guidance, including the third edition of the Guidelines for Landscape and Visual Impact Assessment. Check the current local requirements and linked guidance for the project: NSW Planning Portal amenity guidance.

These examples do not establish what screening or assessment is required elsewhere. Confirm the applicable planning authority, development category, and current policy for the site.
