It is not just a refrigerated truck: safe outcomes depend on suitable equipment, sanitation, clear responsibilities, temperature monitoring, and a documented response to possible failures.
How does food stay cold from farm to store?
The route differs by food and supplier, and not every product needs refrigeration at every stage. A typical chilled journey may include:
- Harvest or production and initial cooling: Bring food to its product-specific handling condition as appropriate, then protect it from contamination.
- Cold storage, packing, and staging: Keep product under the agreed conditions while it is packed and prepared for dispatch.
- Vehicle preparation and loading: Confirm the compartment is sanitary and suitable; pre-cool it when needed. Load promptly and stow product to protect it while allowing air to circulate.
- Transport and transfers: Maintain the required conditions during the journey and minimize exposure when cargo moves through a warehouse, cross-dock, or another vehicle.
- Receiving and retail holding: Check the delivery as appropriate, move it promptly into suitable cold storage, and maintain conditions through storage and display.
Each handoff is a potential weak point. Open doors, delays, poor stowage, unsuitable equipment, or unclear responsibility can undermine controls that worked earlier in the trip. The FDA’s U.S. transportation rule addresses covered motor- and rail-transport operations and related controls, rather than every stage of food production and retail handling. What temperature should refrigerated food be transported at?
There is no single transport temperature for all food. Set conditions according to the product, its safety and quality needs, applicable rules, and the parties’ specifications. These examples have different scopes:

Codex’s quick-frozen guidance dates to 2008; confirm current legal and product-specific requirements before using it as an operating specification. For consumers, USDA FSIS also advises refrigerating perishables within two hours, or within one hour when the air temperature is above 90°F. Who is responsible for food temperature during transport?
Responsibility should be assigned before a shipment moves: who sets the product conditions, prepares equipment, maintains temperature, monitors it, keeps records, and acts on a suspected failure. In the United States, the FDA’s Sanitary Transportation rule applies—with exceptions—to covered shippers, loaders, carriers, and receivers transporting food by motor or rail vehicle. Under the rule, the shipper generally determines appropriate transportation operations and establishes written procedures for applicable responsibilities, including sanitation, previous cargo, and temperature control. Written agreements can assign specific functions to other parties. Loaders verify the sanitary condition and preparation of refrigerated compartments, while receivers assess whether significant temperature abuse occurred. A carrier may have additional duties when it agrees to them in writing. These are U.S. rule provisions for covered operations, not a universal allocation of liability in every country or contract. How should a refrigerated shipment be monitored?
Choose a method that answers the operational question: whether conditions were suitable at a particular handoff, or whether they stayed suitable throughout the journey. FDA does not require one particular monitoring device for every load; covered parties may agree on a suitable way to demonstrate conditions. For quick-frozen foods, Codex describes fixed sensors that measure air temperature in storage or transport systems and direct or indirect measurement of product temperature. A food temperature data logger can capture a time series, while a food thermometer can provide a spot check; neither is automatically right for every load, and a logger alone does not establish compliance. Consider:
- What is measured: Air, surface, or product temperature, and whether that measurement represents the food being assessed.
- When it is measured: A single reading at a handoff or a continuous record across the trip.
- Where the sensor is placed: Placement can affect whether readings reflect the relevant product or compartment conditions.
- Whether results are dependable and actionable: Account for calibration and accuracy needs, record retention, alerts, and a clear response process.
- Whether the method fits the shipment: Match the device and procedure to the product, journey, contract, and applicable requirements.
Codex says quick-frozen product temperatures should be checked as necessary at receipt or dispatch, with measurements retained longer than the product’s shelf life. What should a store do if a delivery arrives warm?
Do not decide that food is safe—or unsafe—based only on appearance, smell, or one temperature reading. Assess the product and shipment conditions, document what is known, and escalate according to the food-safety plan and applicable rules. FDA examples of receiving assessment include food temperature, vehicle ambient temperature and setpoint, and sensory condition; sensory checks alone cannot establish safety. - Hold the affected food: Do not sell or distribute it while a possible material failure is being assessed.
- Gather evidence: Record relevant product readings, vehicle temperature and setpoint, available trip records, and the circumstances of the delivery.
- Escalate for a qualified assessment: Under the FDA rule, food affected by a possible material failure must not be sold or distributed unless a qualified individual determines that it was not made unsafe.
- Document the decision and response: Follow the applicable procedure and contract; do not substitute a guess based on a single reading for an assessment.
The FDA describes the rule’s goal as preventing transportation practices that create food-safety risks, including improper refrigeration, inadequate cleaning between loads, and inadequate protection of food. FDA: Sanitary Transportation of Human and Animal Food
