If local playback is smooth but a network share or internet stream is not, test the connection—preferably with Ethernet if your Pi supports it—before changing hardware. Then check the player and media format, and confirm that the Pi has the model-appropriate power supply.
1. Identify which kind of playback fails
Try a short video file stored on the Pi or a USB drive, then try the source that normally causes trouble. Raspberry Pi Official Magazine describes testing a local file from USB storage in a Pi media-centre setup, while Kodi’s Raspberry Pi guidance covers both local and network media (Raspberry Pi Official Magazine; Kodi Raspberry Pi guidance).
- Local file and network playback both stutter: check the player, the file format, and whether the Pi is receiving suitable power.
- Local playback is smooth, but a network share buffers: focus on the connection and how the share is accessed.
- Only an internet stream buffers: test the connection, but keep in mind that the bottleneck could also be upstream or with the streaming service. This comparison narrows the next checks; it does not prove a particular cause.
2. Test the network connection
If network playback is the problem, try Ethernet where practical. Raspberry Pi models differ in their built-in connectivity. Models without an Ethernet port can connect to wired internet through a USB-to-Ethernet adapter, according to Raspberry Pi’s setup guidance (Raspberry Pi getting-started documentation). Check your exact model before buying an adapter; a standard Ethernet cable is sufficient for a model with a port.
If Ethernet improves playback, that points toward the network path as a factor, but does not identify whether Wi-Fi, the route to the media, or another network condition is responsible. If it makes no difference, the cause may lie elsewhere, including the source or service. For a network-share setup, Kodi’s Raspberry Pi wiki suggests mounting the share through the operating system as one troubleshooting option; it is not a requirement for every setup (Kodi Raspberry Pi guidance).

3. Check the player and the media format
VLC on Raspberry Pi OS
Raspberry Pi OS includes VLC. Raspberry Pi’s official documentation says, “VLC uses hardware acceleration in Raspberry Pi OS, and supports many popular audio and video file formats.” That statement applies specifically to VLC in Raspberry Pi OS; it does not guarantee that every file or stream will play smoothly (Raspberry Pi OS: playing audio and video files).
Kodi for a TV media centre
Kodi is another option for a television-oriented setup, with playback from local and network storage and the internet. Its version number can change, so check the current download page rather than relying on an older version reference (Kodi for Raspberry Pi downloads).

Raw H.264 in VLC
For a raw H.264 stream in VLC, Raspberry Pi documents wrapping the video in a container such as MP4 as a playback improvement. Its example remuxes a file named video.h264 to MP4 at 30 fps without re-encoding the video:
ffmpeg -r 30 -i video.h264 -c:v copy video.mp4
This is a specific format-handling tip for raw H.264, not a general fix for network buffering, other codecs, or every streaming service. The command assumes that ffmpeg is available and that your input file is named video.h264 (Raspberry Pi OS: playing audio and video files).

4. Verify the Pi’s power and storage
Power supply
Check that the supply suits the exact Raspberry Pi model. Raspberry Pi’s current getting-started documentation, accessed in 2026, specifies 5 V at 5 A for Raspberry Pi 5 and 5 V at 3 A for Raspberry Pi 4 Model B (Raspberry Pi getting-started documentation). These are model power specifications, not evidence that replacing a supply will cure playback stutter. Treat power as a conditional hardware check, and verify the requirements for your model against the current documentation.
Storage
Raspberry Pi says faster storage devices with higher read and write speeds improve overall system performance (Raspberry Pi getting-started documentation). That guidance does not establish that a faster SD card fixes streaming or video-decoding problems, so storage speed is not the first upgrade to try for network buffering.

These steps help isolate the likely part of the setup without treating any one symptom as proof. The cited Raspberry Pi and Kodi material does not provide a controlled benchmark for this exact TV setup, so there is no supported universal bitrate threshold or guaranteed hardware fix.
