In March 2020, Ceva announced its Gen4 CEVA-XC DSP architecture and the first processor built on it, the multicore CEVA-XC16. Its central pitch was flexible allocation of vector-compute resources across changing 5G baseband workloads—not a claim that one fixed DSP configuration would suit every radio task. The announcement belongs to the 2020 outlook on 5G Release 16 and 17 capabilities, rather than a current product launch or standards forecast.
What did Ceva announce with XC16?
Ceva unveiled the Gen4 CEVA-XC architecture and XC16, its first multicore processor in that family, as telecom vendors considered how to support more flexible transport and base-station functional splits. The launch was reported by EE Times on March 5, 2020. Ceva business development director Nir Shapira described the design as “more of a complete compute platform”.
XC16 is semiconductor intellectual property intended for companies designing communications equipment, not a retail device or a plug-in upgrade for ordinary users. The announcement framed it as a programmable processing option for mobile broadband workloads.

According to Ceva’s account in the EE Times report, Gen4 CEVA-X can operate across multiple threads and cores and dynamically assign vector-compute resources. The allocation can be adjusted for a large workload associated with one user or divided to handle several users in parallel.

That flexibility matters because radio workloads do not necessarily remain uniform: channel estimation and other baseband processing can vary with the workload and number of users being served. The architectural pitch was to make compute resources more adaptable to that variation. The report does not establish that XC16 outperforms competing DSP, FPGA, CPU, or ASIC designs on a neutral, workload-matched test.
What performance figures were reported?
EE Times reported the following figures as Ceva claims. The article text available for these claims does not provide an independent benchmark methodology, so they should not be read as verified comparative results.

For a technical evaluation, these figures would need to be considered alongside the target workload, implementation, power budget, area definition, and integration requirements. The 2020 report does not supply comparable benchmark results across alternative architectures.

What did “5G NR Phase II” mean in the 2020 story?
The phrase “Phase II” was the 2020 article’s framing for capabilities it associated with 3GPP Releases 16 and 17. It contrasted those anticipated capabilities with the article’s description of then-deployed 5G networks as based on Release 15, associating the earlier phase with enhanced mobile broadband and the next with ultra-reliable low-latency communications and massive machine-type communications.

This is a dated description of the expectations and terminology used in March 2020, not a current standards roadmap. The EE Times story quoted Mike Demler, then an analyst at The Linley Group, cautioning that “it is going to be a long multiyear rollout, as the Rel-15, -16, -17 timeline shows.” He also said, “All the early 5G hype needs to be tempered by that reality.”
How does XC16 fit Ceva’s later DSP portfolio?
XC16 should be kept distinct from later generations and broader platforms. In February 2025, Ceva announced XC21 and XC23 on its XC20 architecture, aimed at advanced 5G and 6G-ready applications. Ceva positions XC21 for low-power, size- and cost-sensitive cellular IoT and satellite uses, and XC23 for higher-performance satellite, user-equipment, and infrastructure baseband workloads. The company said the cores were generally available for licensing in its 2025 announcement; these are licensable IP cores, not retail products.

In a separate March 2025 announcement, Ceva described PentaG-RAN as a broader baseband platform combining vector and scalar DSP cores with fixed-function accelerators and software modules, in collaboration with Arm and SynaXG. Ceva claimed up to 20 times power and area savings versus FPGA and commercial off-the-shelf CPU alternatives for PentaG-RAN. That is a vendor comparison about the later platform, not an XC16 specification or an independent comparison. See Ceva’s PentaG-RAN announcement.
Ceva’s earlier PentaG2 announcement likewise presented a platform made up of DSPs, accelerators, software, and simulation support for modem design. Its discussion of Release 16/17 workloads and future RedCap applications is platform context; it does not demonstrate that XC16 itself supports every PentaG2 feature.

What matters when evaluating a 5G baseband processor?
The XC16 announcement highlights dimensions worth checking in any processor selection, but does not settle them with neutral comparative data. A design team would need to match evidence to its own use case:
