An NFL team can use its designated emergency third quarterback only after both quarterbacks on its game-day active list are unable to play because of injury or disqualification. The player must have been designated before the game and meet the roster requirements; simply being the team’s third-string quarterback is not enough.
When can the emergency third quarterback enter?
The NFL’s September 4, 2023 explainer says the emergency quarterback may enter only if the club’s two active quarterbacks cannot play because of injury or disqualification. That includes a situation in which QB1 is unable to play while QB2 is being evaluated for an injury.
The trigger is unavailability, not a coach’s choice. Benching a quarterback for poor performance or conduct does not make the emergency player eligible to enter under this procedure.
What makes a quarterback eligible for the emergency role?
“Third-string quarterback” is informal shorthand. To use the special emergency procedure, a team must designate a bona fide quarterback before the game as its inactive/emergency third quarterback. The NFL’s 2023 rule description sets out these conditions:

- The emergency quarterback must be on the team’s 53-player roster.
- The starting quarterback and backup quarterback must also be on the 53-player roster and on the game-day active list.
- The team cannot use the procedure if it has three or more bona fide quarterbacks on its game-day active list.
The emergency designation is not a way to activate any available quarterback after the game begins; the player and roster arrangement must meet the rule in advance.
Can QB1 or QB2 return after the third quarterback enters?
Yes. The NFL says either of the first two quarterbacks may re-enter if evaluated for injury and cleared to return. The emergency quarterback’s entry does not permanently remove them from the game.

Does a practice-squad quarterback qualify?
Not by being elevated from the practice squad and designated as the emergency third quarterback. Under the rule described by the NFL, the emergency player must come from the 53-player roster; a practice-squad elevation is a separate roster mechanism.
In 2024, the NFL reported that the NFLPA vetoed a proposed change that would have let teams elevate a bona fide quarterback from the practice squad an unlimited number of times for the emergency role. The league said the rule reverted to its 2023 parameters. See the NFL’s report on the veto. A practice-squad player elevated to the active list is active for that game, not the inactive emergency quarterback.

Why does the rule exist?
The emergency option returned in 2023 after San Francisco lost its usable quarterbacks to injuries in the NFC Championship Game against Philadelphia. The NFL covered support for an emergency option from 49ers coach Kyle Shanahan and general manager John Lynch in its report on the rule change discussion. That history explains the problem the procedure addresses; eligibility still depends on the game-day designation and injury or disqualification trigger.
Game-day active-list sizes and practice-squad elevations are related but distinct roster matters. The NFL’s roster FAQ discusses those broader mechanisms; the emergency-quarterback conditions above are the relevant test for whether the designated player can enter.
